Kenya Open Data - #okfest Lightening Talk

How evaluations change with open data
The paper aims at exploring the consequences of the gradually increasing availability of Open Data for evaluation as we know it. Using concepts from the literature on evaluation and democracy, it contends that new technologies both require a new behavior by evaluators and open up possibilities in the very framework in which evaluation is done.
The pressure to open up data changes the way governments and public sector offices conceptualize, produce, and disseminate data. Responding to this demand requires that internal procedures change in fundamental, still partially unexplored ways.
Issues arise also for citizens seeking information. They face a rapid growth of internet-based sources, which both creates opportunities for research and difficulties in assessing data quality, credibility, and usability.
It also implies that public interventions--be they programmes, projects, or services--are open to public scrutiny of a new, more informed type. It increasingly involves expert, non-expert, and differently-expert scrutiny.
It is highly unlikely that Open Data will ever provide all--or even most--information needed for an evaluation. There is a risk that, in addition to opening up new research avenues and framing new evaluation questions by new actors, the availability of great masses of data on public policies obscures the need to directly observe effects and to build credible theories about phenomena.
The very existence of open data, and the possibilities they open up to public scrutiny call into question the role of internal and external evaluators. This is even more so when thinking of the opportunities opened by the ability to conjure collective intelligence in evaluation processes--using concepts already developed in the participation tradition.
The paper explores these themes based on an on-going research project. The two authors are involved in the Open Data movement in Italy and will advance their research during the next months through their work, research on existing literature, and holding workshops (e.g. within the Sapienza Seminar on Classic Evaluation Theorists).

Issues arise also for citizens seeking information. They face a rapid growth of internet-based sources, which both creates opportunities for research and difficulties in assessing data quality, credibility, and usability.
It also implies that public interventions--be they programmes, projects, or services--are open to public scrutiny of a new, more informed type. It increasingly involves expert, non-expert, and differently-expert scrutiny.
It is highly unlikely that Open Data will ever provide all--or even most--information needed for an evaluation. There is a risk that, in addition to opening up new research avenues and framing new evaluation questions by new actors, the availability of great masses of data on public policies obscures the need to directly observe effects and to build credible theories about phenomena.
The very existence of open data, and the possibilities they open up to public scrutiny call into question the role of internal and external evaluators. This is even more so when thinking of the opportunities opened by the ability to conjure collective intelligence in evaluation processes--using concepts already developed in the participation tradition.
The paper explores these themes based on an on-going research project. The two authors are involved in the Open Data movement in Italy and will advance their research during the next months through their work, research on existing literature, and holding workshops (e.g. within the Sapienza Seminar on Classic Evaluation Theorists).

Abstract
A large interagency group led by the Environmental Protection Agency (EPA) has worked
diligently to set up a centralized docket system for all U.S. federal rulemaking agencies.
The result, the Federal Docket Management System (FDMS), is still a work in progress,
reflecting technical, administrative, financial, and political challenges. A close examination
of the effort to design, fund, and shape the architecture of the FDMS suggests many impor-
tant lessons for practitioners and scholars alike. While both the new technology and the
60-year-old administrative process of rulemaking offer tantalizing glimpses of innovation,
increased efficiency, and remarkable democratic potential, the actual progress to date is
mixed. Neither the information system nor its users have turned the FDMS into a techno-
fix for all or even much of what ails the sprawling U.S. regulatory rulemaking system. In
the great American tradition of incrementalism, the FDMS represents a small step toward
a number of worthy but perennially elusive goals now routinely linked to the prospect for
digital democracy.

Introduction
Agency personnel and the commenting public are adjusting to the increasingly digital
landscape of the “notice and comment” process required under the 1946 Administrative
Procedure Act (APA). While the APA sets a “floor below which an agency may not go in
prescribing procedures for a particular rulemaking” (Lubbers, 2006, p. 6), scholars, activ-
ists, and rulemaking practitioners have long recognized the benefits and burdens that accrue
when the baseline requirements for gathering public input are exceeded (Furlong & Kerwin,
2004; Kerwin, 2003).
Running parallel to agency and public efforts to adapt, there is a growing body of e-rule-
making research and scholarship focusing on such fundamental issues as whether Internet-
enhanced public participation results in better rules (Carlitz & Gunn, 2002) or in a process
characterized by informed deliberation (Brandon & Carlitz, 2002; Emery & Emery, 2005).
Information technology opens previously unimaginable avenues for engaging the public in
meaningful and well-informed public discourse on a national scale. In its latest incarnation,
the “new governance” is increasingly defined by the “tool makers and tool users” (Bingham,
Nabatchi, & O’Leary, 2005, p. 547) who are building and using the architecture of electronic
participation linking citizens and government.

Informed decision-making is an important aspect for working in the government. According to Milakovich and Gordon, provide some examples of how information technology can be used to assist bureaucrats in decision-making?
Bureaucrats are neither able to anticipate every significant problem nor does the government consistently attempt to respond to problems prior to the problem reaching heightened levels. In many situations, aAbsent national security or natural disaster concerns, the national government lacks consistency in its response policy to address specific problems that arise. Thus government usually has to respond, instead of being in a position of being proactive, to such things as earthquakes, wild fires, floods and terror attacks/attempts. (Milakovich, M. E., & Gordon, G. J., pg. 376).
As noted in our text readings; Frederick Taylor asserted a singular best practices approach to complete a task, absent consideration of the outside political impact or inside organizational dynamics; Max Weber failed to fully consider the inefficiency and misdirection of the organization; and Woodrow Wilson theorized a separation of politics and administration could be achieved. The culmination of these beliefs from founding scholars within the field, coupled with others, gave birth to oppositional schools of thought and ultimately an increase in citizen choice, participation and involvement with nongovernmental organizations (NGOs), community service organizations, faith-based and nonprofit agencies. (Milakovich, M. E., & Gordon, G. J., pg. 382). I contend that information technology also played a role in the spread of information that made it easier for citizens/participants/recipients to become more aware on issues and in turn provide information or feedback in various forms of data that is used by decision makers. It has also increased awareness and afforded these various groups to share information, galvanize positions which impact bureaucracy decisions. At the core of bureaucracy plans is to have an organization that achieves what it was designed to achieve. Information technology can facilitate that goal set by the organization.
Information technology afforded the government bureaucrats the ability to resolve known and unknown problem that arise. The Plan-Do-Study-Act Cycle affords Bureaucrats the ability to plan, respond, study and act. Specifically data gathering, afforded by technology, affords the decision maker an opportunity to make a systematic investigation of alternative options and integrate evidence for and against each option.
Time-trend projection which affords the decision maker the ability to compare pre-program date with actual postprogram data of projects is another method. Information data can be accumulated over extended periods of time and allow for the creation of projection, then the decision maker can compare the actual r.
Tracking web visibility of Korean politicians
This study examines the web visibility of Korean politicians by analyzing search results for 285 members of the 18th National Assembly. It finds that politicians with longer terms, representation of provincial regions, and opposition party affiliation tend to have higher web visibility. However, gender and age are not significantly associated with visibility. Overall, the results suggest that the traditional offline power structures are reflected online, supporting the normalization perspective over equalization, though future studies considering more variables over time could provide more insights.

The model was tested using data from users of the online customer community Openrice.com. The research found that comprehensiveness and relevance of the information were the most influential components of argument quality, making them key drivers of information adoption. Only 46% of variance in adoption was explained however, indicating there may be additional motivational factors beyond information usefulness alone.

Local E-Government in the United States: Transformation
or Incremental Change?
The findings of this article
indicate that e-government has
developed incrementally and
has not been transformative, as
many early writers envisioned.
In this article, the authors address the recent trajectory of
local e-gouernment in the United States and compare it
with the predictions of early e-govemment writings, using
empirical data from two nationwide surveys of e-govern-
ment among American local governments. The authors
findtha: local e-government has not produced the results
that those writings predicted. Instead, its development
has largely been incremental, and local e-government is
mainly about delivering information and services online,
followed by a few transactions and limited inter activity.
Local e-government is also mainly one way, from govern-
ment to citizens, and there is little or no evidence that it
is transjormatiue in any way This disparity between early
predictions and actual results is partly attributable to the
incremental nature of American public administration.
Other reasons include a lack of attention by earl) writers
to the history of information technology in government
and the influence of technological determinism on those
writings.
For much of the past two decades, govern-ments across the globe have been adopt-ing and expanding an innovative means of
delivering government information and services to
citizens (G2C), businesses (G2B), and governments
(G2G). This phenomenon has come to be known as
electronic government or e-government. Today, all
national governments, nearly all subnational govern-
ments, and most local govern-
ments of any size have official
Web sites through which they
deliver information and services
electronically, 24 hours per day,
seven days per week. By almost
any standard, this is an incred-
ible story of technology adop-
tion by governments over a very
short period of time.
As we will discuss in the literature review, in the early
days of e-government, numerous predictions were
made about its development or evolution, many
of which were highly optimistic, suggesting that
e-government would be not only ever expanding but
also ever progressive. E-government, so the claims
went, would improve the effectiveness and efficiency
of government information and service delivery. It
would also lead to an end state that would include
the integration of information and service delivery
both within and among governments, would trans-
form governments themselves, would fundamentally
transform relations between governments and the
governed, and, ultimately, would produce electronic
democracy.
