In Spain the local government body is called "town
hall“ and it’s usually chaired by a mayor, which holds
the presidency of the local administration and the
municipal council.
In some cases the councils of small towns are
governed by some kind of assembly system, which in
Spain is called open council.
In legal sense , in Spain , commonwealth refers to the free
association of municipalities. Is considered a priority to generate a
permanent debate on the problems of these local entities, the
counties and metropolitan providing proposals and initiatives that
contribute to responding to the needs of Spanish municipalities.
One of the fundamental functions of the councils
is to collaborate in the management of municipal
activity.
The county councils are indirectly elected bodies.
They are territorial in nature and it’s function is to
manage the economic and administrative interests
of the provinces .

legislature in each
region . Today it is used
in Spain to designate a
county council,
government and
autonomous
administration of a
province.
