Mr. Pitts is a seasoned executive, author and public speaker. His career includes 30+ years technology and operations
experience with over 16 years total management experience including more than 10 in a senior role. Mr. Pitts has
experience planning, developing, and implementing large distributed environments, cloud and private cloud computing
platforms, utilizing resources, and managing projects and staff in such areas as government, manufacturing, healthcare,
higher education, and wireless communications. He is adept at crisis management, trouble shooting, problem solving,

Senior-most locally based, dedicated technical executive. Provide strategic planning and consultation for all
technical aspects of the contract including infrastructure (private and public cloud), payment processing
solutions, and development of new applications producing millions of dollars of transactional revenue.
Ensures strategic direction of the organization is consistent with the current and future technology of the State.
Transferred to Maryland to assume executive technical position of the start-up. Responsibilities include:
 Calculated cost savings and avoidance to agencies have totaled over $37.9M through end of 2014.
 Processed over $7.5M in payments on behalf of the state through 2014 without taxpayer appropriations.
 In 2012 completed eleven eGovernment services for five different state agencies; in 2013 completed nine
eGovernment products and services for five different state agencies; in 2014 completed 27 eGovernment
products and services for 22 unique agencies all at no cost to the state of Maryland and their stakeholder
agencies. Five of these products have been mobile applications. These products and services have
garnered 18 international and national awards for their visual creativity and web innovation.
 Architect, plan, and implement services and systems (PaaS, SaaS) in multiple geographically diverse data
centers hosting SharePoint and custom .net/C# applications communicating with multiple data stores
including MS SQL, Oracle, and DB2;
 Develop and implement a technical strategic plan to align IT resources with the mission and goals of the
organization and the state partner ensuring the computer capabilities and capacities are responsive and
meets or exceeds the needs of the partners serving millions of web requests per year;
 Provide overall technology planning and consultation to appropriate governance bodies and individual
agencies producing a dozen or more strategic applications per year producing millions of dollars in
transactional revenue per year;
 Serve as chief technology liaison to Department of Information Technology (DoIT) and Agency technology
leadership maintaining communication and open dialog concerning the portal infrastructure and steering
technology decisions;
 Recruit, evaluate, and develop talent and direct the efforts of local, regional, and vendor staff;

the ground and stable. Provide strategic planning and consultation for all technical aspects of the contract including
infrastructure (private and public cloud), payment processing, and development of new applications. Ensure strategic
direction of the portal is consistent with the current and future technology of the State. Transferred to Mississippi
during the sales process beginning with orals and was tasked with setting up two offices and hiring and training staff
including training a permanent technical executive for Mississippi.
Responsibilities include:
 Architect, plan, and implement a $1.3 Million technology server and network solution housed in the State Data
Center;
 Develop and implement a technical strategic plan to align IT resources with the mission and goals of the State
ensuring the computer capabilities and capacities are responsive to the needs of the State in a secure and robust
manner;
 Provide overall technology planning and consultation to Mississippi’s Information Technology group (ITS) as well
as other governance bodies and individual agencies;
 Serve as chief technology liaison to ITS and agency technology leadership helping to steer technology decisions
resulting in, among other things, receiving 5th place in the Best of the Web, State portal category from the Center
for Digital Government for http://www.mississippi.gov;
 Apply management skills to recruiting, evaluating, and developing the talent and directing the efforts of the
application development and creative services staff including training and mentoring a permanent technical
executive for the NIC Mississippi organization;
 Built out multiple offices including network, VoIP phone system, and technology equipment;
 Establish, document, and implement short- and long-range departmental goals, objectives, policies, and operating
procedures including budgets and business plans;
 Oversee and provide guidance, direction and approval of all technology practices including technical training,
software development, systems architecture, backups, disaster recovery, hardware upgrades, migrations,
systems and network improvements, modifications, project management and operations;

purchase and successful transfer of assets to CBSSports.com.
