However, challenges remain in ensuring CSOs have an enabling environment to operate independently and in implementing agreements to broaden policy dialogue and maximize CSO contributions to development. The document concludes by questioning whether commitments made in documents like the Busan Outcome Document are sufficient to meaningfully include CSOs.
