To effectively manage critical incidents, it is crucial to understand
the stages of emergency management. These stages include:
1. Prevention and Mitigation: This stage focuses on activities
aimed at preventing and reducing the impact of potential crises.
It involves risk assessment, planning, training, and implementing
preventive measures.
2. Preparedness: In this stage, emergency response plans and
procedures are developed, resources and personnel are trained
and equipped, and exercises and drills are conducted to ensure
readiness.
Stages of Emergency Management
3. Response: This stage involves the immediate actions taken
when a critical incident occurs. It includes activating the CIMOP
framework, coordinating resources, assessing the situation, and
implementing the appropriate response strategies.
4. Recovery: After the incident is under control, the focus shifts
to recovery. This stage involves restoring normalcy, providing
support to affected individuals, conducting investigations, and
implementing measures to prevent future incidents.
Stages of Emergency Management
1. Natural Disasters: These include earthquakes, floods, typhoons,
landslides, and volcanic eruptions. PNP plays a vital role in providing
immediate assistance, coordinating rescue operations, and maintaining
law and order during these events.
2. Civil Unrest: This refers to situations involving public disturbances,
demonstrations, riots, or other forms of civil unrest. PNP is responsible
for maintaining peace and order, ensuring public safety, and facilitating
peaceful resolutions.
3. Terrorist Attacks: In the unfortunate event of a terrorist attack, the
PNP collaborates with other agencies to neutralize threats, secure
affected areas, protect civilians, and investigate the incident
Types of Crisis/Emergency and PIP Incident
Facilities:
The Crisis Management Committee (CMC)
The CMC (Annex "CC") is primarily concerned with the formulation of crisis management
procedures, integration and orchestration of government, military/police and public efforts towards
the prevention and control of crisis incidents. All actions and decisions taken by the CMC shall be
within the policies laid down by the corresponding POCs.
The PNP HQ Critical Incident Management Committee (PNP NHQ CIMC)
In support to the mandates of CMCs, the PNP NHQ shall organize its CIMC (Annex "DD*)
with five sub-committees namely: sub-committee on criminality, sub-committee on destabilization,
public disturbance and planned events, sub-committee on terrorism and CBRNE, subcommittee on
public health hazards and sub- committee on natural disasters. This Committee shall take
cognizance of all critical incidents, whether human-induced or natural disaster, and shall supervise/
oversee operations of concerned offices/units to mitigate its effects on the general populace. It is
primarily concerned with the implementation of policies and orchestration of PNP's force and
resources and efforts towards the control and mitigation of critical incidents. The HQ CIMTG/
DIMTG shall also be activated and shall serve as a special operating task group of the CIMC.

CIMC/CIMTG/DIMTG
The Critical Incident Management Task Group (CIMTG)
To carry out the mandates of the PNP CIMC on human-induced
(man-made) incidents, CIMTGs (Annexes "EE" and "EE-1") shall be
organized and replicated at the PRO/NCRPO (Regional) level down to the
PPO/PO; CPS/MPS (City/Municipal) level following the ICS structure.
The IC shall be designated by the Chairman, CMC and CIMTG to be
complemented by the Officers of the Office/unit who has functional staff
functions in the organization.
At the Regional/Provincial/City/Municipal level, the PNPs response to
any crisis will be to activate the CIMT for human-induced incident and the
DIMTG for natural disaster. The Regional Director/Provincial/ City
Director/COP shall have the authority to activate the CIMTG or DIMTG.
Organization and Structure of
CIMC/CIMTG/DIMTG
The following are considered as human-induced critical incidents:
a) Abduction involving prominent personalities such as national and local
government officials, foreign nationals (diplomats, ambassadors,
consuls, attaches, foreign tourists), religious leaders from various
religious congregations, and other personalities whose involvement in
incidents may result in controversies;
b) Attacks on vital installations, communities, and prominent
personalities;
c) Jailbreaks;

The following are considered as human-induced critical incidents:
c) Heinous crimes like assassination, ambush involving prominent
personalities;
d) Robbery hold-up, armored van robbery, and bank robbery perpetrated
by syndicated groups;
e) Election -Related Violent Incident (ERV);
f) Major Events (International and National);
g) Terrorism;

The following are considered as human-induced critical incidents:
h) Conflagration Incidents;
i) Major Road Accidents;
j) Mass Transport Accidents;
k) Aircraft Hijackings;
m) Stampede
n) Bombing

As applicable, the following shall be designated to handle the functional
responsibilities of the CIMTG depending on the level of its activation:

  • 5. To effectively manage critical incidents, it is crucial to understand the stages of emergency management. These stages include: 1. Prevention and Mitigation: This stage focuses on activities aimed at preventing and reducing the impact of potential crises. It involves risk assessment, planning, training, and implementing preventive measures. 2. Preparedness: In this stage, emergency response plans and procedures are developed, resources and personnel are trained and equipped, and exercises and drills are conducted to ensure readiness.   • 6. 3. Response: This stage involves the immediate actions taken when a critical incident occurs. It includes activating the CIMOP framework, coordinating resources, assessing the situation, and implementing the appropriate response strategies. 4. Recovery: After the incident is under control, the focus shifts to recovery. This stage involves restoring normalcy, providing support to affected individuals, conducting investigations, and implementing measures to prevent future incidents. Stages of Emergency Management
  • 7. 1. Natural Disasters: These include earthquakes, floods, typhoons, landslides, and volcanic eruptions. PNP plays a vital role in providing immediate assistance, coordinating rescue operations, and maintaining law and order during these events. 2. Civil Unrest: This refers to situations involving public disturbances, demonstrations, riots, or other forms of civil unrest. PNP is responsible for maintaining peace and order, ensuring public safety, and facilitating peaceful resolutions. 3. Terrorist Attacks: In the unfortunate event of a terrorist attack, the PNP collaborates with other agencies to neutralize threats, secure affected areas, protect civilians, and investigate the incident Types of Crisis/Emergency and PIP Incident Facilities:
  • 8. The Crisis Management Committee (CMC) The CMC (Annex "CC") is primarily concerned with the formulation of crisis management procedures, integration and orchestration of government, military/police and public efforts towards the prevention and control of crisis incidents. All actions and decisions taken by the CMC shall be within the policies laid down by the corresponding POCs. The PNP HQ Critical Incident Management Committee (PNP NHQ CIMC) In support to the mandates of CMCs, the PNP NHQ shall organize its CIMC (Annex "DD*) with five sub-committees namely: sub-committee on criminality, sub-committee on destabilization, public disturbance and planned events, sub-committee on terrorism and CBRNE, subcommittee on public health hazards and sub- committee on natural disasters. This Committee shall take cognizance of all critical incidents, whether human-induced or natural disaster, and shall supervise/ oversee operations of concerned offices/units to mitigate its effects on the general populace. It is primarily concerned with the implementation of policies and orchestration of PNP's force and resources and efforts towards the control and mitigation of critical incidents. The HQ CIMTG/ DIMTG shall also be activated and shall serve as a special operating task group of the CIMC. Organization and Structure of CIMC/CIMTG/DIMTG
  • 9. The Critical Incident Management Task Group (CIMTG) To carry out the mandates of the PNP CIMC on human-induced (man-made) incidents, CIMTGs (Annexes "EE" and "EE-1") shall be organized and replicated at the PRO/NCRPO (Regional) level down to the PPO/PO; CPS/MPS (City/Municipal) level following the ICS structure. The IC shall be designated by the Chairman, CMC and CIMTG to be complemented by the Officers of the Office/unit who has functional staff functions in the organization. At the Regional/Provincial/City/Municipal level, the PNPs response to any crisis will be to activate the CIMT for human-induced incident and the DIMTG for natural disaster. The Regional Director/Provincial/ City Director/COP shall have the authority to activate the CIMTG or DIMTG. Organization and Structure of CIMC/CIMTG/DIMTG

The following are considered as human-induced critical incidents: a) Abduction involving prominent personalities such as national and local government officials, foreign nationals (diplomats, ambassadors, consuls, attaches, foreign tourists), religious leaders from various religious congregations, and other personalities whose involvement in incidents may result in controversies; b) Attacks on vital installations, communities, and prominent personalities; c) Jailbreaks; Organization and Structure of CIMC/CIMTG/DIMTG
  • 11. The following are considered as human-induced critical incidents: c) Heinous crimes like assassination, ambush involving prominent personalities; d) Robbery hold-up, armored van robbery, and bank robbery perpetrated by syndicated groups; e) Election -Related Violent Incident (ERV); f) Major Events (International and National); g) Terrorism; Organization and Structure of CIMC/CIMTG/DIMTG
  • 12. The following are considered as human-induced critical incidents: h) Conflagration Incidents; i) Major Road Accidents; j) Mass Transport Accidents; k) Aircraft Hijackings; m) Stampede n) Bombing Organization and Structure of CIMC/CIMTG/DIMTG
  • 13. As applicable, the following shall be designated to handle the functional responsibilities of the CIMTG depending on the level of its activation: Incident Commander: Deputy Incident Commander: Public Information Officer: Liaison Officer: Safety Officer: Organization and Structure of CIMC/CIMTG/DIMTG
