This document outlines a standard form of contract for time-based consulting services between a client and consultant. It consists of four parts: the form of contract, general conditions of contract, special conditions of contract, and appendices. Time-based contracts are recommended when the scope and duration of services cannot be established with precision due to variables outside the consultant's control. The consultant is remunerated based on agreed unit rates for staff time spent on the assignment and reimbursable expenses.

Preface This Standard Contract for Consulting Services has been prepared by the Bank for use by its borrowers and their implementing agencies (referred to hereinafter as Clients) when they hire a consulting firm (referred to hereinafter as the Consultant) for complex assignments for which remuneration is being determined on the basis of the time actually spent by the Consultant in carrying out the services. Its use is mandatory under the circumstances described.

8. Preface In time-based contracts the Consultant provides services on a timed basis according to quality specifications, and Consultant’s remuneration is based on agreed upon unit rates for Consultant staff multiplied by the actual time spent by the staff in executing the assignment, and (ii) reimbursable expenses using actual expenses and/or agreed unit prices. This type of contract requires the Client to closely supervise Consultant and to be involved in the daily execution of the assignment.
