Principles for managing a commons
Ostrom's lessons from how communities co-operate to share resources
1. Define clear group boundaries
2. Match rules governing use of common goods to local needs & conditions
3. Ensure those affected by the rules can participate in modifying the rules
4. Make sure the rule-making rights of community members are respected
by outside authorities
5. Develop a system, carried out by community members, for monitoring
members’ behaviour
6. Use graduated sanctions for rule violators
7. Provide accessible, low-cost means for dispute resolution
8. Build responsibility for governing the common resource in nested tiers
from the lowest level up to the entire interconnected system

Grow in stages…
• Underlying infrastructure needs to be developed,
owned and operated publicly
• Extend to engage with private initiatives
• All must adhere to Rules and uphold common values
• Be a living, breathing system that adapts to changes

What is each WG doing?
• Map EOSC-relevant national infrastructures
• Analyse Member State readiness to provide financial resource (with Sustainability)
• Propose mechanisms to facilitate convergence and alignment
Landscape
• Recommend a minimal set of Rules of Participation that define the rights,
obligations and accountability governing all EOSC transactions
• Embrace the principles of openness, transparency and inclusiveness
Rules of P.
• Define, agree and develop an interoperability layer to federate systems i.e.
standards, open APIs and protocols
• Offer a catalogue of EOSC datasets and services
Architecture
• FAIR practices  EOSC interoperability framework (with Arch. & RoP)
• Persistent Identifier (PID) policy for EOSC (with Architecture)
• Frameworks to assess FAIR data and certify services that enable FAIR
FAIR
• Provide a set of strategic and financing orientations for EOSC post 2020
• In-depth analysis of business models and their different implications
• Options for a governance framework to steer & oversee EOSC operations
Sustainability
