The passage describes two events related to the coming of the Holy Spirit. In the first event, on the day of Pentecost the disciples were gathered together when suddenly a strong wind filled the house and tongues of fire rested on each person, filling them with the Holy Spirit so that they could speak in other languages. In the second event, when the apostles in Jerusalem heard that Samaria had accepted God's word, they sent Peter and John to Samaria. When they arrived, they prayed that the new believers may receive the Holy Spirit, and placed their hands on them to confer the Holy Spirit.
