The reason this seems true is because apprenticeship in Canada worked most like in Britain,

collectively 63% of the overall population cannot sign their names. One caveat for the next two
tests is that it also considers the freedom dues paid to those workers who cannot sign their names.
The second test shows whether the literacy of a worker affects their end payment. The graph
shows that regardless of whether the children can sign, they get end payment until the age of 15.
After the age of 15, however, the number of end payments decrease even though the number of
