3. Cluster 1 Terms of Reference
Overall goal:
• To promote a joined-up understanding of current and future
spectrum needs across UK users, thereby assisting in maximising associated
benefits (social and economic) and by ensuring spectrum supply can be efficiently
matched to those needs.
Specific Aims
• To identify and characterise the UK private and public sectors which have distinct
dependencies on spectrum
• To determine the current needs and usage of spectrum and associated technology
• To determine the expectations of change in sector service needs and associated
usage of spectrum
• To determine the potential level of flexibility for modes of spectrum access
amongst licenced, licence-exempt and intermediate modes (e.g. licensed shared
access, cognitive access etc.)

• Spectrum users to foster mutual understanding
and cooperation
• Cluster 3 to inform analysis of social and
economic benefits in common framework
• First draft was circulated to SPF Steering Board
in October:

9. Spectrum for Intelligent Transport Systems
• European Commission Decision of 2008 harmonises 5875 – 5905 MHz for safety-
related applications of Intelligent Transport Systems (ITS) (previous CEPT/ECC
Decision covered 5875-5925 MHz)
• Vehicle to vehicle (V2V) and vehicle to infrastructure (V2I) applications may
include:
• autonomous/semi-autonomous vehicle applications
• safety related applications such as detecting and giving warning to drivers of impending
conflict with approaching motorcyclists masked by a tall vehicle
• driver alert of an impending conflict with a pedestrians/cyclists outside their field of
view
• emergency vehicles approaching on a conflicting approach to a signalised junction
• warning about: road speed, icy/slippery road, pot hole, etc
• Ofcom statement (2009) and associated regulations made ITS regulations,
exempting safety-related vehicle applications from licensing – but infrastructure is
subject to non-exclusive licences
