3. Cluster 1 Terms of Reference
Overall goal:
• To promote a joined-up understanding of current and future
spectrum needs across UK users, thereby assisting in maximising associated
benefits (social and economic) and by ensuring spectrum supply can be efficiently
matched to those needs.
Specific Aims
• To identify and characterise the UK private and public sectors which have distinct
dependencies on spectrum
• To determine the current needs and usage of spectrum and associated technology
• To determine the expectations of change in sector service needs and associated
usage of spectrum
• To determine the potential level of flexibility for modes of spectrum access

9. Some views from Telefónica UK
• As we know, mobile services generate the greatest economic value by some way in Europe, compared to other
spectrum users. UK mobile operators invest around £2bn per annum in their networks, rolling out 4G and
improving 2G and 3G networks. Yet revenue growth in the UK market in recent years has, at best, been
minimal. Consumers nevertheless continue to demand better, faster and more ubiquitous services and use ever
increasing amounts of data, all of which has to be supported by the network, spectrum and therefore
investment.
• However, as our income is finite, this explains the increasing focus on cost and on targeted investment. It is
therefore vital that Government policy and sectoral regulation provides the right climate to encourage such
investment to continue. There should be a focus on certainty and stability, for example, long spectrum licence
durations, exclusive spectrum (which is efficiently “shared” between tens of millions of our customers) and
avoiding taxation in the form of high Annual Licence Fees or short-term ‘populist’ initiatives. Attention should
be dedicated to strategic improvements that create the right incentives to invest and that can facilitate real
benefit to UK consumers and businesses.
• To encourage this continued investment, meet fast rising demand and support growth, it is important that the
Government makes more spectrum available at the right time. We have seen the demand for our services rise
by a factor of more than 30 in recent years, our customers are using 60% more data than they were 12 months
ago, and over 600% more than 4 years ago. Our 4G network has already carried more traffic in 6 months than
our entire network did between 2000-2008. Such evident demand has to be supported by the network and
more spectrum is required, generally, to meet the mobile data demand.
