Use of open, curated variant databases: ethics? Liability? - Bartha Knoppers
Translation of genomics into medicine and drug development requires comprehensive, high-quality, genomic variant databases. To support translation, there is a movement towards sharing clinical annotations of variants (e.g., benign, unknown, pathogenic) internationally via open access. Despite the growing popularity of variant databases, ethical issues and liability risks have received scant attention. Ethical priorities for variant databases include 1) competence – ensuring that data is responsibly managed, curated, and used; 2) confidentiality – ensuring appropriate safeguards for patient data; 3) communication – clearly describing the purpose, quality standards, and data handling practices to contributing patients and potential users; and 4) continuous oversight to adapt database governance in a rapidly evolving environment. How can database managers fulfill these obligations when these responsibilities are increasingly distributed along the clinical pipeline? Legal issues include medical liability based on potential harm to patients; liability based on third-party intellectual property or privacy rights in the data; and regulatory risks as variant data is integrated into genetic tests or devices. Can these risks can be managed through appropriate governance structures – including adequate consents, access processes, contributor agreements, and disclaimers – while still facilitating sharing and clinical use?

- 1. How to make the others understand the value of Clare’s work? Clare, who studied for several years to make her dream of sharing arts & culture knowledge with others come true Needs a way to: make the others understand the value of her work Because she doubts that keeping studying is the right way to find this job. She even doubts her dream may be a job at all. People who do not know her keep seeing her as one student out of millions of others, and people who know her won't hire her.
- 2. • The most practical: Draw a painting explaining what her work is and how useful it is. Clare works and studies in the History of arts field. There are several professions linked to that field – not all of them are interesting to her. She loves paintors. Drawing a picture that presents all the professions, and what they concretely bring to the public would allow the others to have a full picture and gain interest in her work • The most disruptive: Organize painting battles in the street. Museums are often just exhibition places., not active living centers of cities. The idea would be to organize painting contests between contemporary paintors in the streets, let anyone attend, and invite professionals of the museum sector to be the jury of the competition. That would allow anyone to be more familiar with the art creation process and actors, and Clare to explain her work in context! • My favorite idea: Clare may go for a trip and interview every curator worldwide on the works they have. She will gain fame, and allow them to exchange indirectly with one another, through her opinions. She may keep everyone aware of her trip by posting on social networks and/or a blog, and comment the artworks she sees
