Professor Ching-Fu Chen, PhD.is the Department Chair of Department of Transportation and Communication Management Science, National Cheng Kung University, Taiwan. He served as the director-general of Transport bureau, Kaohsiung City Government (KCG), Taiwan from 2013.2 to 2018.7. During his term at KCG, he successfully carried out the privatization project of the city-own Bus Administration of Kaohsiung city in 2013 and subsequently a series of bus reform strategies. In close collaboration with ICLEI, he is currently leading the project ‘2017 Ecomobility World Festival’ which will take place at Kaohsiung in October, 2017. Dr. Chen has been in academia for two decades as a professor of transport management at Nan-Hua University and National Cheng Kung University, Taiwan. His research concerns urban mobility, transport economic analysis, and tourism management. He received outstanding research award from the Ministry of Science and Technology (MOST), Taiwan and has published a number publications in main-stream academic journals such as Transportation Research Part A, Transportation Research Part F, Accident Analysis and Prevention, Journal of Travel Research and Tourism Management, etc.

In an age so dire to find ways to mitigate the
challenge of climate change and its associated
impacts, recent research has indicated
that inland water transportation represents
the cleanest mode of transportation. This
indicates the potential for an increase in usage
of inland waterways for transportation.
The use of inland water transportation is

During his tenure, he had been committed to various air pollution reduction measures, and promoted various tightened standards, total control, pollution reduction in the port area, and increased subsidies for replacement of old and high-pollution vehicles, etc. In terms of water quality management, Cai strengthened inspection and control to reduce environmental water pollution, revitalized polluted land, and promoted green remediation technologies. In the past, he led the Environmental Protection Bureau staff to improve the environmental quality of Kaohsiung City, which was proven to be one of the best performing bureaus in Taiwan in the field of environmental protection. As Regional Director of ICLEI Southeast Asia Secretariat, he has more than 28 years professional experience working with local governments on sustainable urban development, climate adaptation and mitigation, Local Agenda 21, waste management, as well as sustainable urban transport policies. During his career he has been involved in more than 30 international projects, including several research activities. He develops strategies and programs around localizing regional-national directions for sustainable development and poverty reduction; manages a team of experts and consultants within the Southeast Asia region where ICLEI operates. He then completed an EMBA degree at the University of Chicago Booth School of Business. He was invited to teach as a part-time assistant professor at the Public Policy Research Center in Feng Chia University and Fu Jen Catholic University. He also teaches social innovation and UN-SDGS courses at National Taiwan University.
Gerry Higgins
Gerry is Managing Director of Social Enterprise World Forum and Director or International Enterprise at Community Enterprise in Scotland (CEIS). These dual roles were created in January 2019 as Social Enterprise World Forum required more capacity to support its ambitious programme to build a global social enterprise movement and after 13 years as CEO of CEIS, Gerry wanted to focus on the international dimensions of social enterprise in Scotland. Gerry is also a Director at Social Value Lab, CEIS Ayrshire, DSL Business Finance, Social Enterprise UK and Societi. Gerry has a BA in Education and a MSc in Business Studies and was awarded an Honorary Fellowship of Social Enterprise UK in 2017.
Gerry has many years’ experience in developing and leading social enterprises and works with government agencies and third sector partners internationally to create supportive social enterprise ecosystems. His current work includes oversight of major programmes to support social enterprise development and to contribute to social enterprise policy at home and abroad. Gerry is committed to social justice and has spent over 30 years working in the social enterprise sector to assist individuals, communities and enterprises to fulfil their potential.
Joseph Jisong Lim
Joe is the co-organizer of Citypreneurs, an SDGs startup competition hosted by UN agencies and city governments. He currently serves as the Senior Partnerships and Innovation Officer at the World Federation of UN Associations, and teaches on problem solving, impact business models, creative thinking and sustainable development for startups, corporations and universities. He is an adjunct professor at Yonsei University, and serves on the innovation advisory board for various public and private companies.
Sunny Lin
Graduated from the Department of Public Administration, National Chengchi University and the LBJ School of Public Affairs, The University of Texas at Austin, Ms Sunny Lin had worked as a project manager at Social Enterprise Associates, an independent consulting firm in the United States, providing consulting services for social enterprises and non-profit organizations. In 2012, she founded Social Enterprise Insight and has served as CEO until now.

This is a workshop about communication and collaboration. We will experience how we can analyze the reasons for resistance to change (exercise 1) and practice how to improve our conversation style and be more in control and effective in the way we communicate (exercise 2).
This session will use Dave Gray’s Empathy Mapping, Argyris’ Ladder of Inference and The Four Rs from Agile Conversations (Squirrel and Fredrick).
Abstract:
Let’s talk about powerful conversations! We all know how to lead a constructive conversation, right? Then why is it so difficult to have those conversations with people at work, especially those in powerful positions that show resistance to change?
Learning to control and direct conversations takes understanding and practice.
We can combine our innate empathy with our analytical skills to gain a deeper understanding of complex situations at work. Join this session to learn how to prepare for difficult conversations and how to improve our agile conversations in order to be more influential without power. We will use Dave Gray’s Empathy Mapping, Argyris’ Ladder of Inference and The Four Rs from Agile Conversations (Squirrel and Fredrick).
In the session you will experience how preparing and reflecting on your conversation can help you be more influential at work. You will learn how to communicate more effectively with the people needed to achieve positive change. You will leave with a self-revised version of a difficult conversation and a practical model to use when you get back to work.

Psychological safety in teams is important; team members must feel safe and able to communicate and collaborate effectively to deliver value. It’s also necessary to build long-lasting teams since things will happen and relationships will be strained.
But, how safe is a team? How can we determine if there are any factors that make the team unsafe or have an impact on the team’s culture?
In this mini-workshop, we’ll play games for psychological safety and team culture utilizing a deck of coaching cards, The Psychological Safety Cards. We will learn how to use gamification to gain a better understanding of what’s going on in teams. Individuals share what they have learned from working in teams, what has impacted the team’s safety and culture, and what has led to positive change.
Different game formats will be played in groups in parallel. Examples are an ice-breaker to get people talking about psychological safety, a constellation where people take positions about aspects of psychological safety in their team or organization, and collaborative card games where people work together to create an environment that fosters psychological safety.
