After earning his PhD from the Sloan School of Management at the Massachusetts Institute of Technology, Jean-Jacques Degroof spent a year as a fellow at the Center for Business and Government at Harvard University’s John F. The ILO and Youth Employment
The ILO and Youth Employment The ILO Youth Employment Programme (YEP) was established in 2005 to address the global development goal and national challenges of providing young people with decent work opportunities. Through an integrated approach, it provides a wide array of services, including research, promotional activities, policy advice and technical assistance to support ILO constituents (governments, employers and workers organizations). The Programme operates through a global network of specialists at headquarters in Geneva and in more than 60 offices around the world. The ILO strategy in support of country action on youth employment combines technical assistance to strengthen the policymaking process, while supporting institutional reforms, with direct interventions and pilot projects to demonstrate the effectiveness of youth employment programmes. This illustrates that the ILO approach to youth employment does not rely on stand-alone, fragmented or dispersed interventions. Rather, it is based on the development of gender-sensitive interventions that involve a wide array of partners, including several ministries, the social partners and other organizations that represent the interests of young people. These interventions are based on the: i) review of effectiveness of policies, programme and institutions, application of lessons from evaluation and best practice, and identification of key challenges to be addressed through policy options stemming from evidence collected with national school-to-work transition surveys; ii) development of gender-sensitive policies that are embedded in larger national development frameworks; iii) implementation of priority measures through the development of plans which turn commitment to action and are supported by national budgets; and iv) monitoring and rigorous evaluation of interventions. Figure 1: Youth employment intervention model The comparative advantage of ILO’s work on youth employment lies in its proven ability to deliver quality, real-world results, influence policy change and reach various beneficiary groups. The Programme currently manages 55 youth employment projects around the world, and has achieved positive impact through advisory services, advocacy and knowledge sharing. Most recently, the ILO assisted several countries in developing National Action Plans on youth employment, which have proven to be a valuable instrument for the implementation of coherent youth employment policies and strategies through a participatory process that involves several actors in the planning and delivery of action on youth employment (see Box below).

Andrea-Rosalinde HOFER a German national has been working for the OECD since 2003. She led the HEInnovate country reviews in Bulgaria, Ireland, the Netherlands and Hungary, and the OECD’s predecessor work on strengthening university entrepreneurship support in eastern Germany. The aim of HEInnovate – a key long-term partnership initiative by the European Commission and the OECD – is to support policy makers, higher education leaders and other key stakeholders to identify the actions they can take to stimulate entrepreneurship and innovation and to remove the blockages that can exist at the institutional level and the national higher education system, based on data, analysis and international comparison. New Grant Funds Study of Worm to Understand Serotonin and Behavior
An educator, academic, and successful entrepreneur, Jean-Jacques Degroof has extensive experience in teaching about and building new ventures.
A few years ago, Jean-Jacques Degroof launched with MIT's International Science and Technology Initiative (MISTI) an edition of Global Startup Labs at the University of Louvain in Belgium.
MIT has always been at the helm of innovation, producing some of the country’s best and brightest talent, and this year, the school was granted funding for research to study behavior on a nematode. The study’s researchers chose C. elegans because the system from which they emit and receive serotonin is comparable to that of mammals.
Because of the complexities of the nervous system in mammals, researchers could not use mammals, but they instead chose this worm because the nematode's neurons can be precisely mapped out. Scientists can genetically control these cells including the five systems that regulate serotonin.
Being able to regulate all of the neurons in the worm’s nervous system allows them to study the release of serotonin and how this affects behavior. The first two experiments will focus on how the brain uses serotonin to control behavior, and the third experiment planned will focus on how this behavior changes in complex environments.

The ILO and Youth Employment
The ILO and Youth Employment The ILO Youth Employment Programme (YEP) was established in 2005 to address the global development goal and national challenges of providing young people with decent work opportunities. Through an integrated approach, it provides a wide array of services, including research, promotional activities, policy advice and technical assistance to support ILO constituents (governments, employers and workers organizations). The Programme operates through a global network of specialists at headquarters in Geneva and in more than 60 offices around the world. The ILO strategy in support of country action on youth employment combines technical assistance to strengthen the policymaking process, while supporting institutional reforms, with direct interventions and pilot projects to demonstrate the effectiveness of youth employment programmes. This illustrates that the ILO approach to youth employment does not rely on stand-alone, fragmented or dispersed interventions. Rather, it is based on the development of gender-sensitive interventions that involve a wide array of partners, including several ministries, the social partners and other organizations that represent the interests of young people. These interventions are based on the: i) review of effectiveness of policies, programme and institutions, application of lessons from evaluation and best practice, and identification of key challenges to be addressed through policy options stemming from evidence collected with national school-to-work transition surveys; ii) development of gender-sensitive policies that are embedded in larger national development frameworks; iii) implementation of priority measures through the development of plans which turn commitment to action and are supported by national budgets; and iv) monitoring and rigorous evaluation of interventions. Figure 1: Youth employment intervention model The comparative advantage of ILO’s work on youth employment lies in its proven ability to deliver quality, real-world results, influence policy change and reach various beneficiary groups. The Programme currently manages 55 youth employment projects around the world, and has achieved positive impact through advisory services, advocacy and knowledge sharing. Most recently, the ILO assisted several countries in developing National Action Plans on youth employment, which have proven to be a valuable instrument for the implementation of coherent youth employment policies and strategies through a participatory process that involves several actors in the planning and delivery of action on youth employment (see Box below).

New Grant Funds Study of Worm to Understand Serotonin and Behavior
An educator, academic, and successful entrepreneur, Jean-Jacques Degroof has extensive experience in teaching about and building new ventures.
A few years ago, Jean-Jacques Degroof launched with MIT's International Science and Technology Initiative (MISTI) an edition of Global Startup Labs at the University of Louvain in Belgium.
MIT has always been at the helm of innovation, producing some of the country’s best and brightest talent, and this year, the school was granted funding for research to study behavior on a nematode. The study’s researchers chose C. elegans because the system from which they emit and receive serotonin is comparable to that of mammals.
Because of the complexities of the nervous system in mammals, researchers could not use mammals, but they instead chose this worm because the nematode's neurons can be precisely mapped out. Scientists can genetically control these cells including the five systems that regulate serotonin.
Being able to regulate all of the neurons in the worm’s nervous system allows them to study the release of serotonin and how this affects behavior. The first two experiments will focus on how the brain uses serotonin to control behavior, and the third experiment planned will focus on how this behavior changes in complex environments.
Architect Converting Shipping Containers to Emergency Hospital Pods
Jean-Jacques Degroof is an accomplished entrepreneur and venture investor with experience teaching at leading European business schools. An alumnus of MIT Sloan School of Management, Jean-Jacques Degroof supports entrepreneurship and innovation at his alma mater.
One of the innovative projects is being undertaken at MIT is by Carlo Ratti, a professor of architecture. Mr. Ratti is developing two-bed intensive care pods out of ordinary 20-foot long shipping containers to increase hospital bed capacity in cities around the world ravaged by the COVID-19 pandemic. The pods can be built for about $100,000, equipped with all relevant medical devices, a fraction of the cost of building an emergency prefabricated hospital.
Mr. Ratti is working with a team of professionals from around the world to fast track the innovative solution. He has already received funding from UniCredit to build the prototype which will be deployed in Milan, Italy where the pandemic is straining health care systems. He will make the designs public so that teams around the world can use them to ramp up their healthcare capabilities. He is also in talks with automotive manufacturers to mass-produce the pods.

MIT Sloan's Innovative Artificial Intelligence-Based Tactile Glove
MIT Sloan researchers have developed a scalable tactile glove (STAG) with approximately 550 sensors that allows AI systems to receive tactile feedback. STAG achieved up to 76% accuracy in identifying common objects like a mug or tennis ball without visual information and could correctly guess their weight within 60 grams. The researchers believe integrating STAG with computer vision could enable robots to replicate human interactions like doing chores or washing dishes, and it may also help with customizing prosthetics.
MIT Researchers Use Visual Stimulation to Treat Alzheimer’s Disease
MIT researchers used flickering LED lights at a specific frequency to stimulate the visual cortex of mice with Alzheimer's disease. This visual stimulation significantly reduced the buildup of beta amyloid plaques in the mice's brains. While the results were promising in mice, the director of MIT's Picower Institute cautioned that treatments effective in mice do not always translate well to humans. However, the noninvasive nature of visual stimulation makes it a desirable treatment approach.

MIT researchers discovered that the APOE4 gene variant linked to Alzheimer's disease dysregulates cholesterol metabolism in astrocytes and impairs microglia's ability to remove amyloid proteins and foreign matter in the brain. The study is the first to reveal the functional connection of how APOE4 increases the likelihood of developing Alzheimer's, as previous research only showed a statistical correlation. The researchers were able to reverse the negative effects of APOE4 by using gene editing to convert it to the APOE3 variant in brain cells.

Jean-Jacques Degroof supports innovation and entrepreneurialism in his native Belgium through a combination of private research, academic instruction and lectures, and investment in startups and growing enterprises. After earning his PhD from the Sloan School of Management at the Massachusetts Institute of Technology, Jean-Jacques Degroof spent a year as a fellow at the Center for Business and Government at Harvard University’s John F. Kennedy School of Government, known as the Mossavar-Rahmani Center for Business & Government since 2005.

Established to provide a focal point where national leaders and others—both from inside and outside government—could participate in substantial discussions of national policy, the Center for Business and Government celebrated its 30th anniversary in 2012. During its first three decades, it established several programs consistent with its mission of bringing together national leaders from all sectors. Some of those programs have completed their work, including the Asia Programs, the Health Care Delivery Policy Program, the Program on Technology and Economic Policy, and the Ethiopia Decentralization Support Activity.
- 4. Ongoing programs include the Corporate Social Responsibility Initiative, several energy policy programs, the Harvard Environmental Economics Program, the Sustainability Science Program, and the Regulatory Policy Program. Other program areas include education policy, the financial sector, climate agreements, international trade and negotiations, and collaborative governance. In addition, the Kansai Keizai Doyukai Program is oriented around issues related to Japan and the Pacific Rim.
