The U.S. Department of Education recently issued the Peer Review of State Assessment Systems, which includes a required "Critical Element" on Test Security. To fulfill this requirement, States must submit documentation of policies and procedures in four categories of test security: prevention, detection, remediation, and investigation.
It is up to each State to determine which steps to implement and what evidence to submit to prove they have met each of these requirements. Evidence could, and should, include a myriad of test security measures ranging from Security Handbooks and annual proctor training, to data forensics and web monitoring procedures (and everything in between).

The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. We are all looking forward to hearing Jarret’s stories from the front lines of testing….and we will get to them shortly. But first, I wanted to share why we decided to do this webinar at all. The fact that we have these stories at all, actual situations that are happening all over the country and the world, is disconcerting – that test programs are losing items, entire test banks, money and in some cases their reputation is incomprehensible to those of us who are dedicated to ensuring test programs are protected from such incidents. Half way through the exam, the proctor noticed a different screen up and questioned the student
She admitted to using her phone to search the internet

A student was observed texting during a test
The proctor confronted the student and reminder her that all electronics needed to be put away
Meanwhile, another staff member observed the mother of the student in the lobby texting and acting strange. The staff were suspicious the mother was assisting the student

A candidate locked up her belongings and her cell phone and was admitted to an exam
Several minutes later, the proctor witnessed her removing a second phone from under her clothing
The proctor approached her and she replaced the phone under her clothing. When asked to lock up her second phone, she denied having one!

During an exam last year, a student was seen typing on a phone under their jacket
When the proctor questioned the student, he stated he was texting an instructor because he had a technical question
The proctor made a note of the incident and later found out that it wasn’t the instructor of the exam, but from a different class!

A student was writing a college placement essay test on the computer
After finishing, the proctor checked the internet history and found evidence the student copied and pasted the essay
The student first denied the action, then once confronted with proof, stated “that’s what I was taught in school!”

A candidate for a high school equivalency exam retested at one location multiple times and was known to the staff
A year later, he returned with an ID from a different state and had a different name
Last year, an agent for the certification program called and stated the candidate had passed, but wanted change their name again. This time they were presenting a passport and birth certificate from another country
He stated he was moving back home and wanted to have the certificate in his real name!

How can you prevent this from happening? You can’t, so all you can do is improve for the next time.

A week after testing, we had a student return to retake an exam
The student claimed to be transgender and had returned in a wig. The student also asked to take an updated profile picture
Later, a social worker called and shared concerns that the second tester was really the older brother in disguise
The next day, the student returned and stated he was no longer living as a transgender person and wanted to retake his picture without the wig. At this point, the candidate was asked to speak with the testing company directly
The kicker is that both brothers failed the test regardless!

Focus on “difficult” social issues and the fact that test takers and others will look for ways to make proctors feel uncomfortable in order to gain unfair advantage.
