This document proposes using vehicle-to-vehicle (V2V) communication to improve car safety and reduce accidents. It aims to make drivers aware of other nearby vehicles through three safety systems: 1) Emergency Electronic Brake Lights to warn of hard braking vehicles ahead, 2) Forward Collision Warning to prevent rear-end collisions, and 3) Vehicle Sinking Appeal to send help signals if a car sinks. The technical approach uses DSRC wireless protocol and GPS to allow vehicles within 300 meters to share location, speed, and other data. The expected deliverables are warning displays for drivers and location messages in emergencies. References on V2V technology and statistics on car accidents provide background.
