The Client

The client is a leading group of companies that caters to the construction needs in both industrial
and commercial sectors across the Middle East region. They have a long-standing and
established reputation in providing outstanding services that is extended to the Group’s various
subsidiary companies. The company is continuously expanding and currently has a workforce of
more than 11,000 employees in the region.


The Position

The purpose of the role is to assist the HR Director in the development and implementation of
Human Resources policies and practices of the Group. The Deputy HR Director (DHRD) is
expected to manage special projects in HR and supervise the work of the Managers and the
Senior HR Officers. The DHRD is also to support the HR Director in the development of HR
professionals throughout the Group.


Responsibilities

The Deputy HR Director’s duties will be but are not limited to:

    Strategic functions:

        •    Provides critical technical support to the HR Director in the development and
             implementation of HR strategy, policies and practices;
        •    Develop and implement a set of HR standards, policies and practices that will support
             and enhance the company’s efforts to achieve and maintain a “preferred employer”
             status in the industry;
        •    Ensure that the company has a set of policies and practices in place in the area of
             Talent Management to ensure the Company has and continually has a cadre of
             senior managers and business leaders assuring the continued development and
             success of the company;
        •    Ensure that HR Corporate has the appropriate resources in place to provide efficient
             and high quality recruitment services to support the Business Units in their search for
             suitable talents;
        •    Leads the Special Projects in various HR disciplines to ensure the rapid
             establishment of world-class HR policies and practices in all Business Units.

    Operational functions:

        •    Ensure the establishment of a professional approach to recruitment and selection of
             experienced professionals and managers, new graduates as well as labourers;
        •    Establish standards for individual qualification in the key professions required by the
             Group; develop and administer appropriate training and certification programs
             required to achieve and maintain the desired standards;
        •    Assist the HR Director in the development, implementation and maintenance of
             compensation policies and practices that are competitive and allow the company to
             maintain a “preferred employer” status in the industry;
        •    Work with the Employee Relations and the company’s IST department to ensures
             that the company has in place the correct HR systems and technology to exercise

diligent control of policy application and to maintain high standards of service to all
            Business Units and employees;
        •   Evaluate and recommend to the HR Director, changes to the HR policies and
            programs pertaining to compensation, training and development, recruitment, etc.
            Ensure they remain competitive and continue to support the company’s business
            objectives;
        •   Recommend structures and job designs that facilitate and enhance productivity and
            job satisfaction in the organization.


Profile & Background

        •   15 to 20 years in HR; at least 5 in top HR position in the region;
        •   Experience in a multi-cultural environment, developing and implementing HR policies
            in a multi-location company. International experience in different countries (Middle
            East experience is essential);
        •   Considerable knowledge of business theory and the influence of HR in supporting
            achievement of objectives;
        •   Experience in the engineering and construction, manufacturing or industrial sector is
            desirable;
        •   Post Graduate Degree with major in HR Management. Certification by a HR
            professional association (SHRM , CIPD, HRPA, etc) would be an asset;
        •   Excellent command of English is a must. Good knowledge of Arabic is desirable.
        •   Well organized with the ability to organize others;
        •   Superior analytical, evaluative, and problem-solving abilities;
        •   Excellent interpersonal skills, strong negotiating skills, proven leadership skills;
        •   Ability to motivate in a team-oriented, collaborative environment;
        •   Strong understanding of people management principles.
