A business analyst enables organizational change by defining stakeholder needs and recommending solutions. As a facilitator, the business analyst understands different stakeholder perspectives to create a common understanding of needs and solutions. Key responsibilities include communicating with stakeholders, identifying opportunities and risks, documenting and communicating requirements and solutions, and supporting recommended changes. Effective communication is important, as stakeholders having differing perspectives can struggle with change. A communication plan identifies stakeholders, their expectations, the communication needed to satisfy them, timeframe, method, responsible parties, and templates to promote productivity and prevent issues from miscommunication like project failure or loss of resources and reputation.

Purpose
Communication is a key element for every successful project. A project manager is required to identify all the project’s communication needs and their timeline. Project manager use communication plan to reach key stakeholders for the purpose of providing them with direction, information, and any update regarding the project’s status or progress (Muller & Turner, 2017). Communication is crucial in ensuring that stakeholders align their efforts with the goals, requirements, and schedules of the project being implemented (Binder, 2016). Through effective communication, all the key stakeholders can be engage in fruitful discussions which lead to better understanding and decision making.
Communication dominates the real landscape of project management. Project managers need to communicate the project scope, expectations, and objectives to the project team. On the other hand, project sponsors and steering committee require updates on the project progress and budget estimations (Muszynska et al., 2015). Project manager will encourage regular communication with project team members so as to get a glimpse of the issues and challenges they encounter in the course of implementing the project within the given timeline. Thus, a communication plan helps the project manager to provide direction to stakeholders and drive the overall project success (Leach, 2014).
Project Overview
project covered in this paper involves the upgrade of IRTC Manufacturing Enterprise’s legacy billing system. Notably, the current system has been in existence for over ten years now and due to technological advancements, there is need to upgrade the system in order to meet the organizational needs. This major upgrade is geared towards refining the current business processes, enhance efficiency, reduce the cost of operations, as well as improve customer satisfaction. The sheer size and significance of the project to the organization calls for effective planning and execution.
Notably, communication remains at the center of the project implementation (Austin & Pinkleton, 2015). As a project manager, communicating with my team is crucial so as to get all relevant information regarding this key upgrade. Moreover, I will be required to communication regularly with the project supervisors, sponsors, and steering committee in order to give them all the updates regarding issues and status of the project. Notably, there is need for me to develop a detailed communication plan that will guide the communication needs throughout the project (Kerzner, 2017).
Stakeholders Identification
The process of upgrading IRTC’s legacy billing system requires a number of key stakeholders ranging from project sponsors, steering committee, and well as the implementation team. This section will highlight all the stakeholders who will be engaged in IRTC project alongside ...

Challenge
The major challenge is ineffective communication since there are broken channels of communication and thus causing the breakdown of organizational communication. This issue ought to be handled carefully due to the fact that it may be the major cause of the problems faced by an organization. In this regards, it is a very crucial matter for an organization always to ensure that communication is included in the organization's strategic plans and thus be handled like any other important issues in an organization.
Goal
The major goal is to attain an effective and faster communication which will enable the stakeholders and the staff of the organization to understand each other better. Additionally, the goal is to ensure that at all times, communication is clear and not ambiguous and this improves the organization's operations. These goals are very clear in that it can be explained and most importantly understood very well (Mahoney, 2016). It is also concise in that fact that despite being various ways of explaining the goal, it is directed towards attaining a common goal which is attaining effective communication.
Audience
The audience in this regards will be made up of all those professionals who have challenges in communication as well as those who have encountered broken communication in the course of their duties. The audience as well is those individuals who have an idea and an urge to venture into the research field since they will have to communicate with each other and come up with a succinct report. It is worth noting that a professional vacancy so an audience is the organization's management especially those who have responsibilities of ensuring useful communication aspects of the organization (Virginia Beach. Department of Emergency Communications and Citizen Services, 2014).
Information about the audience
The available information pertaining to the audience is their demography. Their basic knowledge also is available as well as their present and future expectation. Resources which will be utilized in the research include the professional journals which will provide various challenges and solutions relating to challenges faced in communication especially in an organization. It is worth also noting that numerous conclusions can be derived after interactions regarding the audience. This will help in achieving better results as due to such conclusions, there will be suggestions which will be adopted to attain effective communication (Virginia Beach. Department of Emergency Communications and Citizen Services, 2014).

Effective communication is more than something that the project manager must schedule. It is more like a means of doing business. The project manager will not only need to communicate with his or her staff; he or she will also need to communicate with his or her supervisors and with the primary stakeholders to report back progress or obstacles. It can be argued that the most important quality of a project manager is good communication skills. Without effective communication, the project manager risks the disintegration of the project rather than integration of the project.
Using what you know about your stakeholders, develop a communication management plan for the IRTC project. This should identify the project stakeholders who must be reached. For each group of stakeholders or individuals, describe the communication mechanism, the frequency of communication, the format, other parties involved, the initiator's responsibilities, and the recipients' responsibilities. Explain your rationale for your plan.
Assignment Guidelines:
Address the following in 1,250–1,500 words:
Use a Stakeholder Register to identify
the project stakeholders that must be engaged for the IRTC project.
For each group of stakeholders or individuals,
Describe the required communication mechanism.
Explain the necessary frequency of communication.
Explain the communication format.
Explain whether or not there are secondary stakeholders involved.

Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. [sticd] For dynamic graphs, unchanged components whose ranks are unaffected can be skipped altogether.

Business analyst and communication plan
1. What is Business analysis ?
As per BABOK…Business Analysis is the practice of enabling change
in an organizational context, by defining needs and recommending
solutions that deliver value to stakeholders.
Why do organizations struggle with change?
One key factor is the limitations of stakeholders is that each
stakeholders have different perspective/expectation/needs.
A business analyst works within an organization, helping to manage
different perspectives of different stakeholders acting as a 'facilitator' to
understand requirements from different stakeholders and create a
common understanding of the needs and solution to those needs.
2. As a business analyst, one will need to:
Communicate with internal / external stakeholders to understand the
needs(requirements) ;
Identify the opportunities and potential risks attached to those needs;
Identify the solution and potential risks associated to those needs;
Document and Communicate the requirements and solutions to every
stakeholder as per the communication plan*.
Support the staff and teams in making the recommended changes,
including helping to resolve any issues;
3. Keyword : Document and Communicate
What is Communication ?
Communication is simply the act of transferring information from one
place to another.
The definition sounds simple but in practical life on day to day basis, it
is complex.
This is because various categories of communication occur at any time
and it is the BA who needs to identify the noise, eliminate the noise and
communicate the precise work requirements or work completed status
reports to the relevant stakeholder.
The most common misconception about communication is just the
good ability of relaying information . Often ignored skills are empathy
and listening skills.
4. What is a communication plan?
Identify your stakeholders (to whom)
Identify stakeholder expectations (why)
Identify communication necessary to satisfy stakeholder
expectations and keep them informed (what)
Identify time-frame and/or frequency of communication (when)
Identify how the message will be communicated (the stakeholder’s
preferred method) (how)
Identify who will communicate each message (who)
Document items – templates, formats, or documents the project
must use for communicating.
5. To summarise :
One of the biggest benefits of
effective communication plan
for a BA is productiveness.
If stakeholders understand what
is expected of them and when
is it expected, they will perform
better and will result in less
defects/bugs (cost of rework).
Miscommunication may lead to
more than just a failed project,
like loss of resources, loss of
market share, delayed time to
market, unhappy or lost
customers and bad reputations.
