Represent Overseas Building Operations of the Department of State as Construction Manager for Phase II
improvements and Physical Security Upgrades at Camp Alvarado and emergency repairs at Camp Sullivan,

Responsibilities and Duties:
 Contract management: Daily communication with contractor regarding progress, quality control, safety,
work hours, site access, status of shipping and customs clearance, and security. Review and approval of
pay requests, submittals, change requests.
 Staff management: Coordination with staff engineers and support staff to ensure timely execution of
quality assurance inspections and evaluation of submittals.

work hours, site access, status of shipping and customs clearance, and security. Review and approval of
pay requests, submittals, change requests, access requests, safety and evacuation plans.
 Staff management: Supervision of staff engineers and support staff to ensure timely execution of quality

evaluation of proposed changes, schedule review, review of pay applications, preparation of punch lists,

review and acceptance of corrective action plans and work in place.
 Project closeout: Manage Commissioning Agent, including scheduling of final inspections,
commissioning, and training as well as scheduling time in country for commissioning agent. Review
and acceptance of closeout documents, including LEEDS documents, O&M manuals, As-Built
Drawings, and training records.
 Safety: Enforcement of safety requirements by communication with contractor, education of OBO and
contractor representatives and removal of unsafe workers from site.
 Security: Coordination with Site Security Manager to ensure security requirements were met and to
proactively address ongoing security concerns. Coordination with Embassy security forces to provide
access to Security Force Marines to the project while minimizing their impact to the contractor.
 Procurement: Procurement of materials through Embassy General Services Office.
 Coordination With Client: Communication with Embassy at Country Team and Emergency Action
Committee meetings when the Project Director was not available.
 Emergency Planning and coordination: Coordinated the suspension of work and evacuation of the
Turkish contractor and American OBO staff.

 Construction Manager for Consulate office building renovation and physical security upgrade at the US
Consulate in Lagos Nigeria.

substitutions with an architectural perspective for completeness. Reviewed design submittals for
compliance with the contract, compatibility with existing condition, and design of other contractors.
Wrote requests for proposals, and prepared independent government estimates.
 Safety: Coordinated project safety issues with the Contractor and Post Occupational Safety and Health
Officer. Reviewed and accepted contractor’s safety plans and confirmed that their plan was followed.

 Business Development: Developed business opportunities in Canada which involved bidding projects,
