Public Service Commission OK Moves Grain Belt Project ForwardDouglas Healy
Admitted to the Missouri Bar two decades ago, accomplished attorney Douglas Healy serves as legal counsel for the Missouri Joint Municipal Electric Utility Commission. Attorney Douglas Healy has also previously advised the chairman of the Missouri Public Service Commission (PSC) and recently secured a legal win upholding a commission decision.
In Missouri, the PSC has the authority to grant large-scale utility projects with a certificate of convenience and necessity, or CCN. This recognizes the project as beneficial for the public good. In 2017, the PSC declined to provide a CCN to Chicago energy company Invenergy for its massive wind project, the Grain Belt Express Transmission Line.
However, in March 2019, the Grain Belt Express was finally approved and issued a CCN. The decision was appealed by rural landowners through the Missouri Farm Bureau. In the end, Appellate Court judges upheld the PSC decision.
When complete, the Grain Belt Express will extend more than 750 miles to bring sustainable wind energy from Kansas into homes and businesses in Missouri and other surrounding states. The transmission line is expected to create many new jobs in the state and reduce utility costs for millions of consumers.

Positive Zero: Using Urban Design and Architecture to get to zero carbon. This presentation was made by Pat Dawe and Tom Hootman of RNL at the 2009 Gulf Coast Green Conference in Houston.
At the ILP Lighting Summit (2018) the big question on the lips of the exhibiting suppliers was ‘Just how far along is the conversion to LED in local authority lighting?’ From this question, the National Lighting Survey was conceived.
Coinciding with the publication of the official report, this paper discussed some of the key results from the study. It reflected on the progress of conversion to LED within local authorities, alongside a selection of key statistics covering the following topics: lighting specialist employment within local government, retrofitting vs replacing, asset condition and carbon reduction.
