The document summarizes a masterplan for the Penang South Islands in Malaysia called BiodiverCity. It was designed by BIG, Hijjas and Ramboll as winners of a competition held by the Penang State Government. BiodiverCity will transform 4,500 acres of land into a sustainable destination with public beaches, parks, and a waterfront. It will consist of three islands with mixed-use districts, habitat reserves, and a continuous buffer between districts. Sustainable marine and fisheries development policy frameworks: 1) implementing good ocean governance: integrated sea use management and ecosystem-based management, 2) developing blue economy zone: integrated land and ocean-based development such as ICZM, and 3) blue economy model investment.

Presentation at the APEC Workshop on the Climate Change Impact on Oceans and Fisheries Resources, held on May 9th, 2015, in Boracay Island, The Philippines.
Development of small islands requires an integrated approach to promoting sustainable development, namely balancing between economic use of natural resources and environmental protection. The precautionary approach and conservation are necessary to ensure that the use of space and natural resources available in it is capable of supporting human life and protecting the environment. In accordance with their characteristics, management of small islands and coastal waters needs to be done in an integrated approach by using management model of small islands cluster and surrounding coastal waters. One method that can be applied is with spatial planning that promotes management of small islands and coastal waters according to the characteristics and the uses of space, natural resources, land and waters. To be effective it needs commitment of all stakeholders, cooperation between governments at all levels, and public participation.

3. ABOUT THE PROJECT:
BIG, Hijjas and Ramboll are selected as winners of
Penang State Government’s international
competition to design a masterplan for Penang
South Islands, providing Penangites with
approximately 4.6km of public beaches, 600 acres
of parks and a 25km waterfront
BiodiverCity – supports the Penang 2030 vision with
a clear focus on livability, on stimulating a socially
and economically inclusive development, and on
environmental sustainability for future generations
The three islands bring together mixed-use districts
of 15,000 to 18,000 residents across 50 to 500 acres,
and a continuous 50 to 100m buffer around each
district, establishing habitat connectivity and
supporting edge ecologies in reserves, parks,
corridors and urban plazas.

and nature co-exist in one of the most biodiverse places on the planet
at the southern shore of Penang Island

guidelines for mixing programs, addressing pedestrian and mobility networks, building sustainably
and harvesting resources

The Mangroves,
BiodiverCity’s second and
central island dedicated to
businesses, is organized
around a network of
sheltered urban wetlands,
creating suitable
environments for its
namesake Mangrove forests
8. PHASE 3:
The Laguna, BiodiverCity’s westernmost island, is an oasis
for ecological living, organized around a central marina.
Eight smaller islands form a miniature archipelago, where
floating, stilted and terraced housing takes advantage of
the natural setting of Tanjung Gertak Sanggul, and where
fisherman landing points can easily access the open waters
by navigating each of the island’s waterways.
