Behaviorally Anchored Rating Scales (BARS) are designed to bring both qualitative and quantitative data to employee appraisals by comparing individual performance to examples of behavior anchored to numerical ratings. BARS are developed through a process of collecting critical incidents using techniques to document important behaviors, having experts validate the incidents and rate how well they represent performance dimensions, and using the validated incidents as anchors for rating scales in the final BARS instrument. While BARS aim to increase reliability and validity over basic rating scales, they are still subject to some criticism around unreliability and bias.
