The goal of this study was to evaluate whether Isabela State University's vision, mission, and
college goals, as well as the program objectives of the BS Information System, were known and widely
disseminated, as well as whether they were acceptable in terms of understanding, clarity and consistency,
congruence, and attainability.It employs a descriptive research design with a survey questionnaire as the
primary research tool. The participants in the study were the University's stakeholders, which included
both internal and external stakeholders. The survey instrument utilized in this study was a modified version
of a survey questionnaire used in a recent study by Constantino(2020). The survey instrument included
metrics for VMGO perception, awareness, acceptability, and understanding that were based on the 2010
AACCUP Revised Instruments. The results also showed that the stakeholders believe the VMGO is clear,
consistent, and likely attainable, as well as aligned with educational methods, projects, or activities.
External Stakeholders were found to be the least aware of, accept, and understand ISU's Vision, Mission,
Goals, and Objectives. To further promote awareness among external stakeholders and thereby strengthen
support, it is advised that the ISU-CCSICT community disseminate the VMGO through various forms of
communication media, organize campaigns, or other related actions.

ABSTRACT

Introduction
Stakeholders and clients should be aware of
the organization's goal and vision statements, as these
will guide them in carrying out their roles as essential
components in the governance (Siniguian, 2018). The
most fundamental and guiding principle for the
success of the institution's operations is VMGO
(Villanca, et.al, 2020). The vision states the institution
hopes to become in the future. The mission reflects the
mandate/aim of the whole state university or state
college. Goals are the aims at the hierarchical structure
below the institutional level (the academic
college/institute/school); and the Objectives are the
aims at the program level (AACCUP, 2010).
Isabela State University Initiatives to reach
out for assistance to able and qualified stakeholders
were taken for VM translation to Tagalog, Ibannag,
and Ilocano so that maximum awareness,
understanding, acceptance, and dissemination among
stakeholders will be attained.

Thus through accreditation, an institution can
determine the extent to which its vision and mission
have been achieved (Frank, 2020). Accreditation is
one mechanism for HEIs to ensure compliance with
the standards(Oboza,2017 ).
Every year, Isabela State University submits
its program for Accrediting Agency of Chartered
Colleges and Universities in the Philippines, Inc.
(AACCUP) accreditation. VMGO is one of the ten
(10) areas surveyed during accreditation by the
Accrediting Agency of Chartered Colleges and
Universities in the Philippines, Inc. (AACCUP),
which is highly important among other areas and even
programs to be accredited. Indeed, everything at the
university or college is only justified to the extent that
it achieves its VMGO.
VMGO is recognized as the most vital area
on which procedures and activities are based. A
university is judged by the degree to which its VMGOs
are attained, not in comparison to others (AACCUP,
2014). The VMGO is realized only if all stakeholders
are aware and understand its implications. An
institution cannot develop quality education without
assessing the understanding and acceptability of these
visions and missions, goals, and objectives (Villanca,
2020). Thus this study was conducted to measure the
stakeholder's perceptions, awareness, acceptance, and
understanding. Specifically, this study aims to:
1. Determine Awareness on the VMGO of
Stakeholders
2. Determine Awareness on the VMGO of
dissemination of Stakeholders
3. Access the level of Acceptance and
Understanding of Stakeholders to the VMGO
4. Evaluate Perceptions of Stakeholders regarding
VMGO’s clarity and consistency
5. Evaluate Perception of Stakeholders regarding
VMGO’s congruency with activities, practices,
projects, and operations
The results of this study are important to show the
extent of dissemination and implementation of the
University’s Vision, Mission, Goals, and BS
Information System objectives and supplement the set
AACUP standards to obtain quality and excellence of
its educational operations.
Conceptual Framework
Figure 1 illustrates the conceptual framework of the
study. The first frame of the schema shows how
internal and external stakeholders evaluated the ISU's
VMGO. The assessment will be based on the
awareness of the stakeholder, how clearly the
statements are made, how widely the VMGO is used
and accepted by different stakeholders, and how well
the actual educational practices and activities align
with the purpose, college objectives, and Master in
Information Technology (MIT) objectives.

Methods
This research uses the descriptive research
methodology. Quantitative methods emphasize
numerical analysis of data collected using google form
and printed questionnaires.
Evaluation Method
The instrument utilized in this study was a
modified version of a survey questionnaire used in a
recent study by Constantino (2020). The items
regarding VMGO included in the survey instrument
were based on the 2010 AACCUP.
The Questionnaire to measure the level of
stakeholders Perception, Awareness, Acceptance, and
understanding was based on the criteria Awareness on
the VMGO of Stakeholders; Determine Awareness on
the VMGO of dissemination of Stakeholders; Access
the level of Acceptance and Understanding of
Stakeholders to the VMGO; Evaluate Perceptions of
Stakeholders regarding VMGO’s clarity and
consistency and Evaluate Perception of Stakeholders
regarding VMGO’s congruency with activities,
The researchers used a 4point Likert scale to
determine, evaluate, and give feedback. (Likert, 1932).
The following scale and interpretation were
used to better understand the quantitative data.

A google form was utilized to survey stakeholders.
The locale of the study
The researcher conducted the study at Isabela
State University, San Fabian, Echague, Isabela.
Sampling Method
The researchers used a "purposive sampling"
subjects are selected based on study purpose with the
expectation that each participant will provide unique
and rich information of value to the study. (Etikan
et.al,2016)
[The population of the study
The respondents of the study were the
stakeholders of the University. The stakeholders were
categorized into two namely the Internal and External
stakeholders. Internal stakeholders are composed of
Administrators or faculty members, non-teaching
staff, and students while External stakeholders are
Parents/guardians, alumni, and industries, linkages, or
cooperating agencies.

Table 2 shows that the Internal stakeholders
are highly aware of the Mission and Vision of Isabel
State University. Awareness of goals and objectives of
the BS Information system got the lowest mean which
got a verbal interpretation of “Aware”. The table
shows that the Non-teaching staff is less aware of the
Goals and Objectives of the college compared to the
administrators, faculty, and students.
It statistically indicates that the respondents
knew very well the context of the VMGO statements.

Table 3 shows that external stakeholders are
“highly aware” of the University Vision and Mission
compared to the Goals and Objectives of the College
with a verbal interpretation of “Aware”. It was shown
in the table that among the external stakeholder's
parents are less aware of the VMGO of the University
compared to alumni and industries, linkages, or
cooperating agencies.
It is a positive indicator that the community
is aware of what the University is trying to deliver to
the students.

Table 4 shows that Internal Stakeholders are
“highly aware “ that the VMGO are displayed in
bulletin boars, printed catalogs, manuals, and other
materials, broadcasted in media and/or
internet/website, and are widely disseminated to the
different agencies, institutions, industry sectors and
the community as a whole.
The highest weighted mean was the
stakeholder are more aware that the VMGO was
displayed on the bulletin board. It is absolutely
obvious as all offices of the Isable State University
bulletin board there is a posted VMGO. The table
shows that among the three types of internal
stakeholders the students are less aware of the
dissemination of the VMGO. The pandemic face to
face distribution of printed materials has a big impact
on this area as students of Isabela State University are
in Asynchronous and Synchronous Learning, and
students are being communicated digitally and
printing catalogs, manuals, and other materials to be
distributed to them lessens, the student is also learning
at home, therefore, they are least aware that the
VMGO of the schools is posted in every bulletin board
yet the student are more aware on the VMGO
broadcasted in media or internet/website compared to
the non-teaching staff. The practice of integrating the
VMGO in the syllabi of the faculty and which is
discussed as the first lesson in every subject was a
good activity that helps student awareness of the
VMGO(Cascolan,2019).

Table 5 shows that External stakeholders are highly
aware that VMGO is displayed in bulletin boards, the
printed catalogs, manuals, and other materials,

value was an awareness that VMGO is widely

industry sectors, and community as a whole. Based on
the table it shows that parents are least aware of the

Table 6 shows that the Internal Stakeholders Greatly

Table 7 shows the acceptance of the External
Stakeholders to the VMGO. The internal stakeholders
Greatly accept and understand the VMGO. The vision
and mission of the university got the highest mean.
The table shows that BSIS Alumni got the higher mean
compared to the two types of respondents while
parents got the lowest mean value to all items
compared to Linkages and alumni.
It is interesting to note that the community
very highly accepted the VMGO of the University as
revealed in Table 7. Having linkage with the
community facilitates the operation of the University
especially in Research and Extension.

Table 8 shows that Internal stakeholders
“Strongly Agree” that Vision reflects what Isabela
State University hopes to become in the future, the
Mission reflects Isabela State University legal and

Isabela State University and the Program Objectives

The internal stakeholder also strongly agree
that BS information objectives clearly state the
expected outcomes in terms of competencies or
technical skills of students and graduates, research and
extension capabilities of students and graduates,
students’ ideas, desirable attitudes and personal
discipline, moral character, critical thinking skills, and
aesthetic and cultural values.
Based on the table it also shows that students
are got a lower mean value of the perceptions
regarding VMGO’s clarity and consistency.

The highest weighted mean was the Vision
reflects what Isabela State University hopes to become
in the future and lowest was Program Objectives
clearly state the expected outcomes in terms of
aesthetic and cultural values.
The table also shows that the parents got the
lowest mean value for all items. While the majority of
the item linkages got more high mean compared to
other types of external stakeholders.
One factor that could be attributed to this high
extent of clarity is the translation of vision and mission
statements into several languages such as Tagalog,
Ibannag, Ilocano which are more comprehensible for
the residents in the province of Isabela. With the
translations, external Stakeholders like those who
belong to the lower strata of the community can now
understand better what do vision and mission
statements mean to them. The mission statements must
be translated into many languages and cultures to have
them widely understood and shared(Darbi, 2012).

congruency between actual educational practices and
activities and the Objectives of the program where I
belong got the higher mean value while projects and
activities carried out by the faculty and students
directly contribute towards the achievement of the
program outcomes got the lowest weighted mean
value.

Table 11 shows that external stakeholders
strongly agree that there is congruency between actual
educational practices and activities and the Mission of
Isabela State University, congruency between actual
educational practices and activities and the Goals of
the University and congruency between actual
educational practices and activities and the Objectives
of the program where I belong. External stakeholders
also strongly agree that projects and activities carried
out by the faculty and students directly contribute
towards the achievement of the program outcomes and
the VMGO are the basis of all Isabela State University
operations.
The educational practices and activities under
the four functions; instruction, research, extension,
and production are congruent with the mission and
objectives of the institution. This is highly evident in
the different materials of the faculty and outputs of
students such as instructional materials, researches,
and community and extension involvements both by
the faculty and students.

Table 12 shows the comparison of the
Internal and External stakeholders. The table clearly
shows that the stakeholders are highly aware of
university VMGO including the awareness to
disseminations of the VMGO. This also means that
dissemination of the Vision, Mission, Goals, and
Objectives was widely disseminated and received by
the different stakeholders through consultative
meetings, fora, printed materials of information and
internet or websites, and other resource materials.
Stakeholders also greatly accept the
university VMGO and understand. Based on the
stakeholder's perception stakeholders strongly agree to
the clarity and consistency of the VMGO and
congruency with activities, practices, projects, and
operations.
The table also shows that the internal
stakeholder is more aware of the VMGO as it got a
higher weighted mean compared to external
stakeholders. The same with the awareness to VMGO
disseminating the internal is more aware compared to
external stakeholders. In terms of acceptance and
understanding of the VMGO, the internal stakeholder
got implies that there is deep acceptance and
understanding of VMGO among the internal
stakeholders compared to external stakeholders. Based
on the perception of the stakeholders the Internal
stakeholders got a higher weighted mean compared to
external stakeholders it means that the internal
stakeholders strongly agree to the clarity, consistency
of VMGO, and its congruency with activities,
practices, projects, and operations.
Conclusion and Future Works
Based on the result of the data analysis of the
stakeholders the researcher concluded the following:
1. The stakeholders are highly aware of the VMGO
of the university. It also concluded that internal
stakeholders are highly aware of the Vision and

Mission of the university, goals of the college,
and BS Information System program objectives
compared to external stakeholders.
2. The stakeholders are highly aware of the VMGO
dissemination. The study also concluded that the
Internal stakeholders are highly aware of the
dissemination of VMGO, more aware that the
VGMO are displayed in bulletin boards, printed
in catalogs, manuals, and other materials,
broadcasted in media and/or internet/website,
widely disseminated to the different agencies,
institutions, industry sectors and the community
as a whole compared to external stakeholders.
3. In terms of acceptance and understanding of the
university VMGO, the researcher concluded that
stakeholders greatly accept and understand the
VMGO. It also concluded that the internal
stakeholders highly accept and understand the
university vision and mission compared to
External stakeholders. The same with the college
goals the researcher concluded that internal
stakeholders highly accept and understand
compared to external stakeholders and same
conclusion with the BS Information System
objective acceptance and understanding.
4. The perception of the stakeholders regarding
VMGO’s clarity and consistency the researcher
concluded that the stakeholders believed that the
Vision, mission, goals, and BS Information
System are clearly stated and consistent with
each other.
5. The researcher also concluded that the
stakeholders believe that the Vision and Mission
of the university, goals of the college, and BS
Information System program objectives are
congruent with the activities, practices, projects,
and operations.
Recommendation
Based on the result and conclusion of the
study the following recommendation is made:
1. Isabela State University should continuously
work in raising the awareness of its internal
and external stakeholders towards its VMGO.
2. The “Greatly Accept and Understand”
University’s vision and mission and CCSICT
goal and program objective should be
sustained.
3. Undertake activities that will improve
awareness of stakeholders to college Goals
and BS Information System objectives
especially for parents and non-teaching staff.
4. The administrators, faculty members, and
staff assigned to conduct educational
activities should be made sure that the
students of the community understand that
such activities are to be undertaken for the
realization or attainment of some goals and
objectives
5. Conduct an awareness activity that will be
discussed that every operation of the
university is based on the VMGO.
6. Every university's activities, practices,
projects, and operations must also be
included in how they become congruent with
them.
7. Annual assessments of the VMGO are highly
recommended to determine the need for
updating to address the challenges of the
changing needs of the times.
8. Since the extracted results are very favorable
it is recommended that a further study with
an expanded number of respondents is
conducted.
9. Upon further study, it may be advantageous
to include the comparison between the
acceptability and comprehensiveness of the
VM and College Goals and objective as
perceived by the different stakeholders
groups such as administrator, faculty,
student, staff, alumni, linkages, and parents.
10. It is also recommended that similar research
should be conducted using another statistical
tool such as t-test and one-way ANOVA to
test the difference between means.
11. Conduct of stakeholder analysis to see
whether VMGO is clearly harmonized and
applied to graduate performance are
encouraged.
