In Australia, inclusive education is a
fundamental aspect of the country's
education system, focusing on
providing equitable opportunities
and quality education for all
students, regardless of their
abilities, backgrounds, or additional
needs.
The concept of inclusive education
is based on the belief that all
students can learn and thrive in a
supportive and inclusive
environment, where their unique
needs, strengths, and abilities are
recognized and catered to.
The Australian Government and
education authorities have
implemented various policies,
frameworks, and initiatives to
promote inclusive education
across the nation.
POLICIES
1. Disability Discrimination Act
1992
- The Disability Discrimination Act
1992 and the Disability Standards for
Education 2005 are the primary legal
frameworks that protect the rights of
students with disabilities in Australian
schools.
- These standards require schools to
provide reasonable adjustments and
support to ensure equitable access to
education for students with disabilities.
- The Act prohibits discrimination
against disabled people in employment,
education, access to goods, facilities, and
services, and the disposal and management
of property.
2. Australian Education Act 2013
- is a federal legislation in Australia that
establishes the legal framework for the
Commonwealth's involvement in education,
particularly in the areas of schools,
vocational education and training, and early
childhood learning.
- The Act aims to promote quality, equity,
and efficiency in the Australian education
system.
-The Australian Education Act 2013 also
emphasizes the importance of improving
educational outcomes for all students,
particularly those from disadvantaged
backgrounds or with special needs.
3. National Disability Strategy 2010-
2020
- is a comprehensive plan developed by
the Australian Government to improve the
lives of people with disabilities and promote
their full participation in the community.
- The strategy aims to achieve this goal
by addressing the challenges faced by
people with disabilities and their families,
as well as by promoting their rights,
independence, and social inclusion.
4. Inclusive Education Policy
- is a national framework that aims to
promote equal opportunities and
outcomes for all students, including those
with disabilities, in Australian schools.
- The policy emphasizes the
importance of inclusive education, which
involves providing quality education to all
students, regardless of their abilities, in
mainstream classrooms, alongside their
peers without disabilities.
5. National Quality Framework
(NQF)
- is a comprehensive system designed
to improve the quality of early childhood
education and care services in Australia.
- It was established in 2012 as a
collaborative effort between the Australian
and state and territory governments to
provide a consistent and nationally
recognized approach to regulating and
improving the quality of early learning and
care services for children from birth to
school age.
6. Australian Disability Standards
for Education (2005)
- make sure that students with disability
have the same access to education and
training as other students. We will call them
the standards.
7. National Safe Schools Framework
(NSSF)
- is a comprehensive approach to
promoting safe, supportive, and inclusive
school environments for students, staff,
and the wider school community in
Australia.
- Developed by the Australian
Government Department of Education, the
NSSF provides a nationally consistent
framework to guide schools in addressing
various safety and well-being issues,
including student behavior, mental health,
cyber safety, and physical safety.
SPED
SYSTEMS
Special Education system
- also known as Special Education
Needs (SEN) or Support for Students
with Disability (SSD) system
-is designed to support and cater
to the unique learning requirements of
students with disabilities or additional
needs.
- This system aims to ensure that
all students, regardless of their
abilities, have equal access to quality
education and can develop their skills
and abilities to reach their full
potential.

SPED CLASS
Western Autistic School
(Laverton, Victoria, Australia)
- is an educational organization
for students who have an autism
spectrum disorder, which was
established in 1979 in a church hall
with six pupils.
Royal Institute for Deaf and Blind
Children
(public school in Sydney)
- it provides a range of educational
services for students with vision and/or
hearing impairment, including specialist
schools for signing Deaf.
Arndell School
(North Ryde, New South Wales,
Australia)
- is a specialized school funded by
the NSW Department of Education and
Training for students with emotional and
behavioral difficulties.
AUSTRALIA PHILIPPINES
- Inclusive and Special
education in Australia
has been a major
focus since the 1980s
and 1990s with
policies developed to
support inclusive
educational policies.
- The latest legislature
in the 18th Congress of
the Philippines on
Special Education was
Senate Bill 1907 dated
2020 Nov, , entitled โ€œ An
Act Instituting Services
and Programs for
Special Education
AUSTRALIA PHILIPPINES
- Australia has seen the
growth of parallel and
sometimes competing
systems of support for
students with additional
learning needs.
- This country is
working to ensure that
every community has
access to quality
education for all
students.
AUSTRALIA PHILIPPINES
- The Australian Curriculum is
an inclusive curriculum for all
students, and students with
disability are entitled to
rigorous, relevant and
engaging learning
opportunities drawn from the
age equivalent Australian
Curriculum content on the
same basis as students
without disability.
- Inclusive education is
considered a cross-cutting
issue implemented
through special education,
indigenous peopleโ€™s
education, madrasa
education, the countryโ€™s
Alternative Learning
System and alternative
delivery modes.
In Summary, both the countries are
making progress towards inclusive
education but are at different stages
and face different challenges.
Australia has a more established
systems, while the Philippines is still
developing its inclusive education
infrastructure.

  • 6. 1. Disability Discrimination Act 1992 - The Disability Discrimination Act 1992 and the Disability Standards for Education 2005 are the primary legal frameworks that protect the rights of students with disabilities in Australian schools.
  • 7. - These standards require schools to provide reasonable adjustments and support to ensure equitable access to education for students with disabilities. - The Act prohibits discrimination against disabled people in employment, education, access to goods, facilities, and services, and the disposal and management of property.
  • 8. 2. Australian Education Act 2013 - is a federal legislation in Australia that establishes the legal framework for the Commonwealth's involvement in education, particularly in the areas of schools, vocational education and training, and early childhood learning.

  • 10. 3. National Disability Strategy 2010- 2020 - is a comprehensive plan developed by the Australian Government to improve the lives of people with disabilities and promote their full participation in the community.

  • 20. Special Education system - also known as Special Education Needs (SEN) or Support for Students with Disability (SSD) system -is designed to support and cater to the unique learning requirements of students with disabilities or additional needs.
  • 21. - This system aims to ensure that all students, regardless of their abilities, have equal access to quality education and can develop their skills and abilities to reach their full potential.
  • 23. Western Autistic School (Laverton, Victoria, Australia) - is an educational organization for students who have an autism spectrum disorder, which was established in 1979 in a church hall with six pupils.
  • 24. Royal Institute for Deaf and Blind Children (public school in Sydney) - it provides a range of educational services for students with vision and/or hearing impairment, including specialist schools for signing Deaf.

AUSTRALIA PHILIPPINES - Inclusive and Special education in Australia has been a major focus since the 1980s and 1990s with policies developed to support inclusive educational policies. - The latest legislature in the 18th Congress of the Philippines on Special Education was Senate Bill 1907 dated 2020 Nov, , entitled โ€œ An Act Instituting Services and Programs for Special Education
  • 27. AUSTRALIA PHILIPPINES - Australia has seen the growth of parallel and sometimes competing systems of support for students with additional learning needs. - This country is working to ensure that every community has access to quality education for all students.
  • 28. AUSTRALIA PHILIPPINES - The Australian Curriculum is an inclusive curriculum for all students, and students with disability are entitled to rigorous, relevant and engaging learning opportunities drawn from the age equivalent Australian Curriculum content on the same basis as students without disability. - Inclusive education is considered a cross-cutting issue implemented through special education, indigenous peopleโ€™s education, madrasa education, the countryโ€™s Alternative Learning System and alternative delivery modes.
  • 29. In Summary, both the countries are making progress towards inclusive education but are at different stages and face different challenges. Australia has a more established systems, while the Philippines is still developing its inclusive education infrastructure.
