Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The application of atomic bomb in Hiroshima and Nagasaki was diplomacy tactic
because it was an attempts to achieve a goal of sending signal to the Soviet Union rather as a
military conquest. Records point to the fact that Japanese army were already defeated and the US
application of the atomic bomb was not necessary. There were many potential non-military
benefits of using the atomic hence, the US used it anyway to get the monopoly of the world. This
essay will argue that the use of the atomic bomb was not military rather it was a calculated
diplomatic act of warning the Soviet Union.
In order to win the war, it was necessary for the United States to use the atomic mob and
end the World War II. Despite the atomic bomb not being conceived as a tool to be employed in
the Soviet-United States relationship, its presence had a great impact as far as America relations
with foreign nation was concerned. At that time, American regarded the Soviet Union as a
valued ally who supported Nazi Germany, however, Truman was worry of the Soviet Union post
war plans. Therefore, the application of the atomic bomb was a diplomatic measure calculated to
increase the powers and leverage in the United States especially in the world politics and
eventually win the grudging respect of the Soviet Union. Diplomatically, the bomb was used to
warn the Soviet Union rather as means to compel the Japanese to surrender. It was used as means
of securing Soviet participation in the war and also get an opportunity to rebuild post war
Europe. According to Dwight D Eisenhower recollection, his intention to advice the president on
Soviets’ Intention to enter the Japanese war, were based on the post war aftermaths. There were
3. indicators that the Japanese would collapse, however, Dwight deprecated the red Army engaging
in the Japanese war. There, it was Dwight personal advice to the then Truman that there was no
power that would keep the Soviet out of the war unless a powerful tool was used to end the war
and send signal to the Soviet that America was great and eventually make Russia more
manageable in Europe.
It is arguable that the diplomats had ulterior motives because at the time of the mobbing,
Japanese were already on their knees. Japan was on the cusp of the defeat and therefore the
application of convectional bombing will eventually bring them on their knees without using
such a devastating assaults. The soviet declaration of interest in the war made it necessary for
US to use the Atomic bomb. The bombing was because the Soviet had entered the war against
the Japanese, hence, the bomb was used as means of ending sending signals to the Soviet to tread
lightly. In this regards, the bombing of the Nagasaki and Hiroshima were the first shorts of the
Cold War. Despite the warning that refusal to give up on the war will lead to a total destruction,
the US did not mention use of atomic bomb. It is an indicator that the warning were
intentionality hidden to so that the US could use the atomic bomb. It point to the calculated
diplomatic measures of using fake warning for the purpose of using the atomic bomb because
during the warning, the US did not mention use of any weapon of mass destruction knowing that
that the Japanese will reject request for unconditional surrender.
Based on the rules of aerial bombardment chattered in Hague in 1923, the US altered the
terms of agreement by going against the agreement. The rule states that Aerial bombardment can
only be adopted if is directed at a military objective, instead, the bombing at Hiroshima and
Nagasaki led to the destruction of civilian. Therefore, the bombing of Japanese was not purely
military rather way of testing the Atomic bomb and showing the US advancement in the military
4. acts. Still, if the bombing was military, it would not have flaunted the rules of protection of the
civilians. Based on the rules of aerial bombing chattered by the League of Nations in 1938, the
intention of bombing is by all means illegal. The objective for which a military act must use
aerial bombing must be identifiable and must be carried out in such a way that the civilian
population are protected.
The bombing could also be seen as military act because the war was taking longer that it
expected and the Japanese were also not willingly to surrender. At the time, both civilians and
the soldiers were getting weary of the war yet the Japanese were not willing to give up the fight.
Despite the intense, bombing and concentrated fight in the Japanese cities, the Chinese
government were not willing to give up the fight unconditionally. It was necessary for The US to
use the bomb as a military act to save the lives of Americans army. Truman recollected that the
use of the atomic bomb saved even the Japanese civilians because the continual of the war would
still lead to more lives being lost. So, there was need to use a means to end it for good. The
atomic bomb was used as means of sending signal to those who disobeyed the international laws.
The use of atomic bomb was diplomatic tactics used by the US to warn the Soviet Union
because at the time, the Japanese army were already weaken, the bomb had many negative
impact on the Japanese civilians, and the use of the atomic bomb ignored the rules set in Hague
and United Nation Assembly on the use aerial bombing. However, it could be seen as military
act because the American army were already tired and the Japanese were not showing any sign
of surrendering unless a weapon of mass destruction was used.
