Experience Summary
Mr. Talavera has entered the engineering and construction industry as a graduate of Mechanical Engineering in 2012.
He currently serves as a Field Mechanical Engineer for various Fuel Tank and Piping repair contracts for the U.S. Army
and U.S Air Force. His focus is to provide technical support for the design and construction of fuels related projects for
multiple sites at Naval Base Guam, Naval Fuel Farm Iwakuni Japan and Marine Base Japan. He has been tasked into
multiple areas of engineering and construction work and continues to show consistency in performance.
Mr. Talavera has been one of the key people in successful project execution in Guam and has been exposed to design,
technical and actual field construction. He has been given task outside of his discipline and still performs the task
accurately. He has demonstrated expertise in building strong relationship with local vendors on Guam and Hawaii to be
able to expedite materials to meet project schedule and specification. This includes rapid response to emergency repairs
and maintenance on the Fuel Facility tanks and piping system in Guam. He is highly skilled in interacting with the core

over piping; $3M; Naval Base Guam Sasa Valley. Mr. Talavera has been assigned to be alternative Quality Control
Manager and has been task to handle the cross over piping modification that was recently awarded. He conducts
the 3-phase quality control meetings forever definable feature of work to ensure quality is met. He also, prepares
daily and weekly report, submittals, final reports and Quality Control Plan. Mr. Talavera also conducts pre-final and
final inspection to generate check list of items that needs to be done.

Agreement W912DY‐13‐G‐0005; $8M; January 2014 to Present. Mr. Talavera has been a service order engineer and
has been interacting with the Fuel Facility Superintendent to respond to the facility’s needs. He has been defining the
scope of work per the clients request for each repair. This includes materials take-off, labor estimates, rental equipment
and testing if required. He has be the lead Engineer for procurement and has been keeping the all service orders on
schedule while still meeting all the materials specification. He prepares materials submittals for the clients for each task
and ensures that all MTRs, SDS, and cut sheets are all prepared upon request. He also prepares work method statements
for each service orders to be reviewed and approved by the client prior to award of the service order.
Mr. Talavera has also performed various deep well containment inspections and provided recommendation to the client,
creating another service order for the Guam team to perform. He recommends multiple options to the client that
includes a description for each recommendation. He has also functioned as a SSHO at some areas due to the contracts
requirements and has supervised employees in performing their work. He ensures that the scope is performed in a safely
and quality manner. He prepares Job Safety Analysis (JSA), checks personal protection equipment and performs safety
reviews before and during work. Mr. Talavera also prepares the check list for a final Quality Control walk through and
ensures non-conforming items are corrected.

0130‐0006 September 2013 to December 2014. As an Engineer, he rapidly responds to the field crew’s technical
problems. Interfaced with the Site Manager weekly to update on the progress of basic maintenance, task prioritization,
and recommend repair methods and estimated costs. He provides a simple and adequate explanation/drawing to show
how a certain repair will be performed base on the scope of work. He coordinates with the Engineers of record to seek
guidance regarding a specific repair or problem that is not clearly stated on the scope.
Mr. Talavera has also support the project by writing Request for Information (RFIs) and Scope of Subcontract work
(SOW). He has been tasked by management to support proposal efforts to provide accurate and quality work. Mr.
Talavera also prepares submittal register, material submittal, and final punch list for tank close out.
Junior Engineer –NFESC TO 0035, Maintain, Repair Pipelines at DFSP Guam, N62583‐09‐D‐0130‐0035; July 2013 to
December 2014. Mr. Talavera has been tasked to gather all field information to support the team for all the repairs. He
coordinated with his senior engineer and the construction manager regarding all technical information that was found.
He provides technical recommendation based on what he sees on the jobsite. He supports the team by conducting a
weekly meeting to prioritize work, base on the materials that are available on island. He prepares materials check list,
materials take off, bid forms, scope of work for subcontracts (SOW) and request for information (RFIs) for the project.
