1. Associate IT Director of Process & Project Management
Essential Duties & Responsibilities
Includes the following. Other duties may be assigned.
As the Manager of the IT Process and Project Management:
· Responsible for the project/program management of ERP system (i.e.
SAP), Health Plan/Claims systems, Pharmacy system (i.e. Cerner Etreby),
other Tier 1 applications and infrastructure systems (i.e. VOIP, Server
migration) implementation.
· Work with other IT teams (i.e. Application Development and Application
Support & Maintenance, Infrastructure Management including Data Center
operations, Network Services and Security Management, End user support,
IT Operations & Strategy and IT Service Management) and Business
departments (e.g., HR, Finance, Managed Care, Pharmacy, etc) to deploy a
standardized IT Process and Project Management methodology and tool.
· Responsible for creating and maintaining Program Management Office
(PMO), Project Management process with the best of breed PMO and Project
Management methodology and tool.
· Responsible for all IT projects, work with project team members and
stake holders both from internal AHF departments and external 3rd party
vendors, provide weekly updates to CIO and key business stake holders, and
ensure all projects complete on time and budget.
· Establish and defend the credibility of scope definition, project schedule,
priorities, risks, an overall development plan and deployment
· Install best practices for IT process and project management, create
detailed project charter and project planning documents, and assure technical
designs meet business requirements, and deliver high-quality work on tight
schedules.
· Lead and create overall strategy and plans in the area of IT process and
project management for new IT projects
· Provide mentoring and leadership for the project management team
including internal IT project team members and business stake holders.
2. · Coordinate with various business departments and IT teams to deliver the
project plans and help with resource planning and hiring to ensure that the
project management team is staffed and deployed appropriately
· Responsible for AHF external agencies and third party vendors in the part
of project engagement from contract review/sign off, project initiation,
requirements gathering, testing, and project completion phases. Need to
review SOW of vendors carefully and provide technical inputs to CIO for the
final contract sign-off process
· Work closely with the Director of Applications Service Management to
define, select and architect a world class CMMI (Capability Maturity Model
Integration) and standardized ADLC (Application Development Lifecycle)
management process that requires significant cross component coordination
· Work closely with IT Strategy and Operations team to design and apply a
standardized RFI (Request for Information) / RFP (Request for Proposal)
management process to meet business objectives on cost effective vendor
evaluation/selection for all IT projects
· Work closely with Application, Data and Infrastructure teams to architect
and develop the best technical design and approach for all projects.
As the Project Manager:
· Responsible for the project management of ERP system (i.e. SAP)
implementation as a first project and other projects in the future.
· Operate across organizational boundaries to initiate, plan, execute,
control, and identify deficiencies and successfully manage internal IT staff,
end user community, executives, vendor project team members and
subcontractor teams.
· Apply leadership skills in order to plan, organize, and manage the efforts
of the project for successful performance consistent with contractual
agreements.
· Responsible for providing regular status reports to the key project stake
holders and CIO on a weekly basis that document the accomplishments
achieved under the contract; areas of risk and action requests/follow up to
keep the project on schedule.
· Deploy all projects with a phased implementation using standardized
Application Development Life Cycle model.
3. · Develop a project plan for the entire program and execute to the plan
managing the budget and milestones within acceptable levels.
· Responsible for validating and communicating project scope and
managing scope through the change control process.
· Support the creation, modification and review of policies, procedures,
reporting channels necessary so that program plans, activities, milestones,
deliverables for each major activity identified in project charter are
successfully executed.
General duties:
· 50% of position will be managerial, 50% hands on working with team.
This position is required to produce key project documents (e.g., project
charter, project work plan, running issue/risk list, etc.) as artifacts by her/him
self
· Identify and/or implement cost savings opportunities for all projects.
· Manage budgets for IT Process and Project Management department.
· Soft skills are going to be an absolute make or break for position; must be
able to lead and work side-by-side with a team of 2-3 direct reports who are
project managers/project admin with small-to-medium size projects.
· Must have proven experience with team building and leading a team.
· Report to CIO on operations/project status and strategies
Participation in AHF Meetings/Committees
Attends project meetings and IT management meetings.
Supervisory Responsibilities
4. Provide formal supervision to individual employees within the Process and
Project Management group.
Qualifications
· Bachelor’s of Science Degree in Accounting, Business Administration,
Computer Science/Engineering, Information Systems or Math from a Top Tier
Program. Prefer to have a Master's of Science Degree in Accounting,
Computer Science/Engineering, Information Systems, Math or MBA from a
Top Tier Program
· Minimum 10 years experience in Information Technology (IT) industry
with 5 years experience on PMO and/or PM functions managing an
implementation team of more than 20 members.
· Must have experiences in ERP system (i.e. SAP preferred), Health
Plan/Claims systems and/or Pharmacy system (i.e. Cerner Etreby)
implementation project in Healthcare and/or Insurance industry. SAP
experience is a key experience.
· Extensive knowledge with Project Management principles, PMP required
· Experience in CMMI Level 3 certification a big plus
· MCSE, MCSD, MCDBA, Java/J2EE and/or SOA certification a big plus
· Leadership experience in a complex, multi-cultural, matrix management
organization
· Experience managing multiple projects a big plus
· Must have Healthcare and/or insurance industry experience.
· Six Sigma Awareness (Green Belt an asset) a plus
· HIPPA Compliance experience a plus
· Global market experience a plus
· International travel may be required in the future.
Language Skills
5. Ability to read and interpret documents such as safety rules, operating and
maintenance instructions and procedure manuals. Ability to write routine reports
and correspondence. Ability to speak effectively before groups of customers or
employees of organization.
Mathematical Skills
Basic skills: Ability to add, subtract, multiply, and divide in all units of measure,
using whole numbers, commons fractions, and decimals. Ability to compute rate,
ratio, and percent to draw and interpret graphs.
Reasoning Ability
Very High Skills: Ability to define problems, collect data, establish facts, and draw
valid conclusions. Ability to interpret an extensive variety of technical instructions
in mathematical or diagram forms. Ability to apply principles of logical or scientific
thinking to a wide range of intellectual and practical problems. Ability to deal with
nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,)
in its most difficult phases. Ability to deal with a variety of abstract and concrete
variables.

Valid California diver’s license with proof of liability insurance.
