Arul Nathan, has forty (40) years of broad based but "Hands -On " International experience
across three continents, Europe, Asia / Middle East and Africa involving major infrastructure
projects, including 12 years in railway related projects . Most recently over the past 4 years, he
is holding the position of Independent Consulting Engineer’s (ICE) Director of Contracts &
Commercial for KVMRT project, worth RM 23 Billion / USD 6.7 Billion.
A Chartered Civil/Structural Engineer by profession with a strong commercial knowledge in
design and build contract environment (FIDIC) combined with MBA training in Finance. Having
worked for leading international companies in international turnkey contracting, consultancy
and development fraternity, in a fiercely competitive lump sum, fast track environment, he has
firsthand experience and strong knowledge of Design, Construction and Contract
Administration of multibillion US dollars Railway/Metro projects.

Besides, his international experience, has equipped him with the ability to handle and motivate
multi-national work force and liaise closely with clients, at times in challenging environments,
cutting across linguistic and cultural barriers - "People's Skill". He is an effective
communicator, in both, written and spoken English and able to handle complex commercial
and contractual claims and final accounts negotiations.
Broadly categorized discipline by discipline, work experience to date:
Over fifteen (15) years, were spent in railway and highway related projects both in the UK and
Malaysia. In the UK, where he started his career in Eastern Road Construction Unit, he
designed and supervised a section of the M11 Highway, London to Cambridge, which led to
his achieving Chartered Engineer's status.
In Malaysia firstly he started as Senior Consultant on KL Sentral, Transportation Oriented
development, worth over RM1.0 billion (USD300 Million), employing over 3,500 personnel.
This was followed by more senior assignment as Chief Operating Officer and Commercial
Manager of the Project Management Company (PMC) handling brownfield construction of
Electrified Double Track Railway Project between Rawang to Ipoh (180km). The lump sum
awarded price of the contract was RM3 billion and at peak, employing over 6,000 personnel
and nearly 100 main and sub-contractors were deployed.
Apart from day to day commercial management and execution, he successfully
formulated and pursued, Circa RM700 million worth of EOT/ Prolongation Claim with a
final settlement of RM425 million.
Currently as Director of Contracts and Commercial, Design & Build in the Independent
Consultant Engineer’s (ICE) team, he has the crucial oversight role and responsibility for
reviewing contract documentation, progress payment, and variations / EOT claims verification,
commercial risk assessment, mitigation and final account for RM 23 Billion (USD6.7 Billion)
worth Klang Valley MRT project (Line 1).
Prior to this, he had spent fifteen (15) years in urban infrastructure development works in
Malaysia, South Africa, India, UAE and Libya, involving Roads and Drainage, Integrated
Township, complete with a Golf course and Modern Technology Park. As Director of Projects,
based in UAE, he was leading multi-disciplinary design and construction management teams,
(over 150 Professionals), involving AED 6 Billion worth of projects for clients such as: Dubai
World Group of Companies (Nakheel, Technopark, JAFZA Properties), Al Harty Group in
Muscat, Oman and Alekleel Group in Benghazi, Libya. All these projects were administered
under FIDIC form of contract.
His initial ten (10) years, were spent in the oil and gas industry involving design, fabrication and
installation of heavy offshore steel topsides /platforms in the UK, Middle East and South East
Asia, mainly working for leading Turnkey Design and Build Contractors in the fortune 500
league.

achieved a nine (9) days cycle per floor, consisting of eight (8) number apartments, complete
with walls, slabs and lift core.

commercial precinct in the heart of KL City. The project is situated in a 75-acre land. At
peak, deployed a workforce of 3,500 and more than 50 specialist sub-contractors, all
under the Design and Build (D&C) umbrella, FIDIC form of contract.
- Initially, he was responsible for vetting D&C Contractor’s proposal for consultants and
sub-contractors and verifying design in terms of temporary works, safety, permanent
works and constructability in a high congested area and over electrified operational
tracks.
- During the construction phase he was responsible for monitoring, tracking and
troubleshooting in order to ensure timely completion of the works. He has been
successful in meeting target deliverables, on behalf of KL Sentral, the developer of ERL,
PUTRA & KTMB, the rail operators.

- Projects involved range from the relatively shallow water wellhead steel platform of the

North Sea’s hostile deep waters.
- Involved in chairing AMEC study groups to cut down capital investment cost of O&G on
future and existing off shore platforms.
- Led a Team of Engineers to convince Health & Safety inspectorate of UK that integrated
Platforms can be safe, by analyzing progressive collapse of the entire structure, under
extreme operational conditions (Fire & Explosion), ensuring the survival of the structure
for 1hr.20minutes, such that operational personnel can be safely evacuated. First of its
kind in The UK.

- Responsible for the design fabrication and supervision of alternate “super modules” of
steel structures.
- Carried out feasibility study for the implementation, involving detailed study of
modularized construction and shipment of prefabricated concourse building in steel, from
various Far Eastern fabrication yards to Hong Kong. With minimum on-site hook up in
mind for a fast tract project.

In this fast tract design assignment, he was responsible for preliminary to detailed engineering
