This document summarizes a literature review on research related to human resource management (HRM) in public sector contexts. The review found that HRM research in the public sector has increasingly focused on quantitative studies of individual employee attitudes and behaviors, and outcomes like performance and satisfaction. Most studies examined healthcare and education organizations in Western countries. Common themes were the impact of HRM on individual performance, and how HRM is shaped by organizational reforms in response to issues like budget cuts. However, the review found only limited cross-fertilization of ideas between HRM/organizational behavior research and public administration/public management research. It concludes by calling for more rigorous theoretical frameworks and research designs to further understanding of HRM in the public
