That is, the connection between cities and outlying rural areas. In the past, these were essential as sources of food, and human capital. Today, at a time when climate change and economic inequity have become pressing global issues, it is vital that we develop new, mutually beneficial urban-rural connections. In terms of economic development, reduced emissions, affordable housing for city workers, access to jobs and education for rural residents, passenger rail is transformative. It is, however, hard to get attention from city-centered governments. There are many efforts to restore passenger service throughout the United States, and Karen Christensen explains how we are overcoming cross-border and funding challenges by engaging citizens and coming up with 21st-century approaches to running a passenger rail service.

These initiatives are the EPSRC/DFID/DECC funded Understading Sustainable Energy Solutions (USES) programme whose 13 projects are networked under the USES Network (http://www.lcedn.com/uses) and the DFID-funded Gender and Energy research programme which is managed by Energia (http://www.energia.org/research).

Decongesting a Liveable Region Through Transit Investmenthfoxcroft
For the past five years the City of Vancouver, Canada has consistently ranked as one of the most liveable cities in the world, yet in the last two years it has been proclaimed North America’s most congested city. This paradox is compounded at the regional level by having the third highest transit ridership in North America, behind New York City and Toronto, but one of the lowest per capita investment rates in transit.
As a region, Metro Vancouver (composed of 21 municipalities, a First Nation, and Electoral Area) committed over twenty years ago to managing urban sprawl by linking transportation and land use planning, providing frequent and reliable transit service to densified urban centres and corridors. And this commitment is no more salient than in the City of Surrey, a suburban city that is rapidly urbanizing, and is set to become the region’s second largest urban centre in the next thirty years.
But, Metro Vancouver is currently at a crossroads – to maintain the livability of the region and address congestion significant investments in transit are required. In an upcoming regional transit referendum the public will be asked to support a suite of tax increases including congestion pricing, fuel taxes, and a regional carbon tax to fund the expansion of the transit network.

The Rockefeller Foundation and the Pratt Center for Community Development have coalesced around a transit solution called Bus Rapid Transit (BRT)—a high-performance system that combines the permanence, speed, and reliability of rail, with the flexibility of buses, at a fraction of the cost of a subway system. In the Foundation and Pratt’s report, Mobility and Equity for New York’s Transit-Starved Neighborhoods: The Case for Full-Featured Bus Rapid Transit, BRT is discussed as an affordable, reliable, and practical way of getting outer borough residents from point A to point B.
