The study also analyzes the seed systems, input supply chains, and challenges around maintaining crop diversity and reducing pesticide use in the region. Despite the risks that potato smallholder farmers face that are thought to affect the profitability and viability of the enterprise, little is known on the implications of the production and market risks on potato farming enterprise in Tanzania. Therefore, this study aims at determining the effects of production and market risks on potato farming enterprise among smallholder farmers in the study area. Therefore, this study uses cross sectional data collected from 384 potato smallholder farmers in 2019, to first the likelihood of the selected production and market risks affect potato farming enterprise and how they affect the potato farm income among smallholder farmers. Data is analysed by use of descriptive statistics and, a multiple regression model is used to determine the effect of the selected production and market risks on potato farming enterprise. Empirical results from multiple regression model reveal that, climate risks low rainfall and frost bite and market risks price volatility have a positive and significant effect on potato farming enterprise among smallholder farmers in Tanzania. The findings of this paper have several policy implications. First, potato smallholder farmers to invest hire irrigation facilities especially during low rainfall and frost bites incidences so that they able to take advantages of the low supply of potato in the market hence fetching higher potato market prices. Second, potato smallholder farmers to observe price movement which follows a pattern of being high before the harvest, dropping at harvest time and rising again towards the end of the season. This information, could help potato smallholder farmers to plan when to plant and harvest potatoes and be able to have potatoes ready to sell when prices are good. Third, the government should come up with policies that help potato smallholder farmers to develop resilience mechanisms to manage potato price volatility. CIMMYT is an organization that conducts agricultural research and training related to maize and wheat throughout developing countries. It works to create and share knowledge to increase food security, farming productivity and sustainability. Most smallholder farmers in Southern Africa rely on informal seed systems and drought relief for seed, with over 90% of their needs met through these channels. National programs and international centers have developed stress-tolerant varieties suited to smallholders, but access remains limited due to delays in variety development and dissemination. Innovative community-based seed production strategies coupled with policies supporting regional variety registration could help smallholders gain better access to improved varieties and seeds.

While small scale family farmers grow food, and produce 70% of the food in this region, we remain to be poorest, hungriest, mostmalnourished? Why ? First because many of us do not have adequate access , control or ownership of the basic natural resources needed to do farming: land, waters, forests, seeds. Without land rights, we cannot decide what to plant, when to plant, where to market the produce, and in many cases, get only a 30% share of the produce of the farm. Without water rights, the fishes we could have captured in our seas and waters are first captured by big commercial trawlers, leaving so little for the many of us who would like to fish. Without forestry rights, we lose our forests to big mining and logging companies. Without rights to breed, conserve, save and exchange seeds, we will be dependent on the seeds of big and multi-national seed companies..
Second, our yields are low, of inferior quality, and we do not have the money to buy necessary inputs such as seeds, fertilizers or even farm tools or put up needed services such as irrigation, electricity.

Data partnership for Livestock Sector development in IndiaMiftahul Barbaruah
India's first digital livestock census in 2019 generated quality public data on livestock including animal disease surveillance, sample surveys on production, and livestock movement and trade. Unique animal identification, geo-tagging of farms, and use of mobile and IoT devices are also generating large amounts of private livestock data. Private data on geo-tagged farms, trade volumes, and animal movement can help bridge gaps in public data for improved disease control and management. Public and private sectors should partner to collect veterinary workforce data.
