The working session provided an overview of the Guide and its objectives of establishing standardized elements and steps for good administrative procedures. It included presentations on administrative simplification, facilitated discussions on how the Guide could be used in practice and introduced in administrative authorities, and proposals for potential improvements to the Guide.

A seminar was held in Rabat, Morocco organised jointly by the House of Councillors and SIGMA on the subject of support for the work of parliamentarians and strengthening their capacities to best fulfil their functions at the individual as well as institutional level. Comparative information and recommendations were presented by practitioners from several EU/OECD parliaments (including Germany, Poland, Portugal, Turkey and the United Kingdom). The first part focused on the needs of parliamentarians, the main lines of the support system and the main structural and strategic challenges associated with the design and implementation of such support systems. The second part was devoted to the operational and management aspects related to the establishment of support systems. Practitioners from national parliaments shared their experiences and good practice suggestions with their Moroccan counterparts. The presentations were followed by question and answer sessions so that the representatives of the House of Councillors could familiarize themselves with several national models of support for parliamentarians. Discussion on the arrangements in use in these national parliaments; strengths, limitations and practical difficulties encountered in the implementation of these schemes as well as the relevance, applicability and adaptation to the circumstances of Morocco of certain good practices, concluded the seminar.

This thesis examines the implementation of digital construction in the Lithuanian construction sector. It analyzes the historical development, current conditions, and future strategic development of digital construction in Lithuania. Digital construction is considered a niche innovation. The analysis focuses on two potential drivers of implementation: a public body called "Digital Construction" and a local construction consultancy company. The thesis investigates the best strategy for developing and spreading the technology and how the two initiatives may converge and contribute to this. It also compares Lithuania's implementation experience to Denmark where development started earlier and is more widespread to understand what is specific to implementation in Lithuania. A broad empirical data set was collected through interviews, observations, and literature review to analyze the phenomenon in context and address related aspects
This project aims to promote social dialogue in the banking sector across Europe. It will bring together unions from 9 countries to identify trends, share best practices, and develop a training program on topics like industrial relations and change management. The goals are to strengthen social dialogue, help new members learn from experienced ones, and ensure European social dialogue supports innovation and change. Key activities include a forecasting survey of bank employee views, workshops and conferences to disseminate results, and an evaluation of the project's impact.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

1. Introduction to the project
In the Action Plan for the implementation of the 64th
Government programme of Turkey the Prime
Ministry has been assigned to lead the task No 149. of the introduction of the Standard Cost Model
(hereinafter SCM) in Turkey for the measurement of administrative burden as a tool to have systematic
overview and steps to reduce such burden afterwards.
In light of the above task and SIGMA assessment the Prime Ministry requested SIGMA to start co-
operation related to the implementation of the SCM across the Turkish administration through providing
insight into the methodology as well as advice on its application.
International experience shows that there are the following key enablers of a successful application of
the SCM:
1. Genuine understanding and hands-on capacities for the application of the calculation
methodologies;
2. Availability of the necessary data and information;
3. Strong co-ordination from the centre as well as comprehensive co-operation amongst the
affected institutions and openness to share and collaborate;

In order to address all the above mentioned aspects, SIGMA is offering a two-day seminar/workshop
with representatives of the Prime Ministry and other, selected institutions key for the application of the
SCM methodology.

Participants split into groups from their own line ministries and policy fields.
Task 1: Make a simplified SCM calculation based on predefined factors needed for this
calculation; some basic research will be expected from the participants (verification:
check on the SCM calculation value; the value will not be shared, but the number of
groups having reach the right conclusion will be mentioned and the calculation will be
shown as well)
Task 2: Discuss processes and proposals where the use of the SCM would be seen as
useful (e.g. strategies; specific decisions that need to be prepared; etc.)

and Akın AK
