Abstract
This work presents a process, to diagnose, segment, and predict, for the purpose to optimize the
human-power resource quality, HpRQ; according to the observed skill, and competency. Skill is
conceptualized as the reduction of task into the standard procedure, which task is the unit of
work. And competency involves the resolution of the four, 4 strategic tasks that describe work.
Thus dependability, DpT is evaluated as the capacity to plan your work, and work your plan,
Pw; which factor-Pw derives from a measure of competency, Po as a function of skill, f0 to
evaluate the capacity to turn what you know into what you do, WH because what to do and how,
are known.
For methodology, to derive the standard procedure the quantum wave function collapse, QWFC
is adopted from physics, and the duality series from operations research; to outline the natural
order, N-O and its analogue, the standard procedure series, SPS. Then to be robust, RbT it would
be sufficient to derive the six, 6 items of the SPS and the four, 4 of the N-O. The N-O outlines
the four, 4 strategic objectives, to operationalize the principle of the management by objectives,
MBO. And robustness actually operationalizes causal interaction, CI to resolve the riddle of
mind and matter.
For establishment, six, 6 models are derived that work together seamlessly and back to back; to
simulate the process of upbringing, which simulation validates the models as reliable at 0.9976.
This follows a correlation of effectiveness, EfV which quantifies the model operation, with

observed, between the two, 2 measures of robustness that compare competency with skill. In this
case, competency measures the robustness of the six, 6 strategic metrics that describe the HpRQ,

measurements.
For utility, in the attempt to make a case for paradigm shifts in science, business and even at
home; for the purpose to derive the appropriate universal values and standards, humanity is
