5. INTRODUCTION
In over ten years of practise as a medical
professional, I have worked with health
workers at the grassroots. My work has
spanned four of the six geopolitical zones of
Nigeria. With their varied cultures and
socioeconomic differences, their disease
patterns are also varied.

However, the attitude of the health workers
were also found to be very different, even
amongst workers in the same facility.
The type of health facility also pose a
significant difference in its functioning and
service delivery.

Certain factors seem to affect the competency
of these workers. Hence the journey to
descover how competency can be easily
assessed and improved upon.
This work plays a role in the revival of
competency at a personalized front, which is
the first of the 3Rs; revival,rewards and risk:
the currency of competency.

The "Koulagna's Competency Assessment"
method relates competency to two factors.
Factor x is the knowledge based assessment
which includes theoretical learning and/ or
apprenticeship based learning while factor y
is the unlearned parameter which is further
divided into two. Parameter a is the
quantitative assessment of individuality and
parameter b is the quantitative assessment

of purposefulness.
The higher the factor y, the more significant is
the improvement achieved with competency
enhancement programing.
The kca method works with the assumptions
that both learned and unlearned factors
contribute equally to competency and that
both individuality and purposefulness exert
equal magnitutinal effects.

The accuracy of the final scoring bares on the
trust that every question is answered with
utmost sincerity and that no question is left
unanswered.

look at individual people in their own right.
Assessing people using their knowledge and

shown to cause or predict outstanding
performance. A collection of competencies
make up a behavioural road map that is
directly related to both individual and
organizational performance.

competency assessment for public health
professionals.
Her assessment classifies the public health
worker into three tiers. Each tier is assessed
by certain core competency requirements
assigned to it. By definition, this core

health that professionals may want to
possess as they work to protect and improve
the nation's health.
Her competency indicators includes: analytical
skills, cultural competency, leadership &
systemic thinking, communication, policy
development, etc

❖A self assessment of competency on the
University of Victoria's website, assesses
competency in the workplace and/ or
classroom and/ or daily life. These
assessments can be made before, during or
after these experiences.
They serve as a baseline of current
performance levels against which future
performances or progress can be evaluated.

❖It is said that "a person's IQ is arguably one of
their most important characteristics...and
that you can predict a person's behaviour
more accurately from their IQ than from any
other single piece of information about
them".
By definition, "an intelligence quotient or IQ is
a score derived from one of several

intelligence".

It is the ratio of tested mental age to
chronological age.
Hence the importance of a person's reasoning
ability in competency assessment cannot be
overemphasized.

❖The KCA method merges the ideologies of the
foregoing into a simple practical way that
defiles stratification or classification of
persons. It is indeed a straight forward, all
embracing, effective and fun way of
assessing your competency as a progressive
individual!
21. THE ASSESSMENT TEST
The assessment test is a form of applied
behavioural analysis. It is a carefully ordered
questionnaire consisting of three main parts.
Each part has five sections and each section in
turn has a set of twenty questions. A total of
three hundred questions to be answered.
Every question is accompanied by five
possible answers. There're no wrong answers.
The test is meant for ages 18years and above.

These questions attempt to assess fifteen
indicators; environmental inputs, personality
type, motivations, goals, passion, perception
of others, character, self-perception,
convictions, accountability, reasoning ability,
team spirit, experiences, examinations and
grades. These indicators are cleverly grouped
to give value to parameter a (individuality),
parameter b (purposefulness) and factor x
(knowledge)

Three simple rules apply:
◆ Only one option is selected.
◆All answers should be with utmost sincerity.
◆No question should be left unanswered.
24. THE ASSESSMENT TEST
For online survey, scores are automatically
added up and the kca% arrived at by a coded
formulae embeded in the template. It is also
accompanied by a result interpretation.
However, for offline survey, each section is
added up, which is the sum of the numerical
value of each option. The sum of sections 1-5
gives the value of factor x, that of 6-10 gives
para a and that of 11-15 gives para b.
25. THE ASSESSMENT TEST
The kca% is thus manually calculated using
the given formulae.
The results of each (all fifteen) section and
the kca% should be submitted via e-mail to Dr
Rosemary, thekcamethod@gmail.com along
with any comment. The age, sex, and location
must be included as well.
Clicking the submit button for the online
survey automatically does that.
