This document discusses new approaches to developing better public policies using digital tools, design thinking, behavioral insights, and collaborative work. It emphasizes co-constructing policies with employees, citizens, and experts based on real-world observation and data. Prototyping and testing policy solutions allows measuring their impact before full implementation. While traditional regulation and information tools are not always effective, these new methodologies require public managers trained in agile and collaborative work practices. The document proposes transforming training at ENA, the national school for government administration, to equip leaders with skills in public innovation, prototyping, and new digital technologies.
