Background
Mr. David Brotchie has 14 years of experience in civil engineering.
His project experience includes design and development of roadways,
commercial projects, residential subdivisions and construction
management. Projects included hillside developments and designs
involving differential settlement. Projects were taken from conceptual
design through development of final plans, maps, cost estimates, and
coordination of public and private agency reviews and approvals.

Sunrise Assisted Living, Carmichael, CA: Project Manager for site
engineering, off-site drainage improvements, and surveying services of a
2-story, 40-unit assisting living facility. The project required coordinating
approvals with Sacramento County and limited neighborhood public
relations. Construction began January 2008 and will be completed February
2009.
Sunrise Senior Living, Roseville, CA: Project Manager for site planning
entitlements, engineering, and surveying services of a 3-story, 80-unit
senior living facility. To date, the project has required a feasibility study,
site planning, and coordinating the consultant team’s efforts for project
entitlements through the City of Roseville. Planning Commission Approval
is scheduled for June 2008. Construction Documents are scheduled to be

Sunrise Assisted Living Fair Oaks Phase 2, Fair Oaks, CA: Project
Manager for site planning entitlements, engineering, and surveying services
of a 2-story, 32-unit senior living addition to an existing facility. To date,
the project has required a feasibility study, site planning, and coordinating
the consultant team’s efforts for project entitlements through Sacramento
County. Planning Commission Approval is scheduled for September 2008.
Construction documents are scheduled to be complete March 2009.

engineering services for the site including parking, utility infrastructure,
and water quality.
Southport Town Center, West Sacramento, CA: Project Engineer
for civil site engineering for 30-acre shopping center with frontage on
Jefferson Boulevard. The center complex is approximately 240,000 sf
including the existing Club Pheasant restaurant, new Nugget Market
(60,000 sf), retail, lifestyle tenants, restaurants, and surface parking.
Services included preliminary engineering, grading plans, utility plans,

Empire Ranch is a 1,738-acre
master-planned residential
community located the City of
Folsom in Sacramento County.
Psomas provided all planning, civil
engineering and surveying services
for the site including preparation
of plans and specifications for:
roadways (3.5 miles of divided
and minor arterial roadway
and bikeway), coordination of
electric, telephone, gas, and CATV
distribution systems, traffic signals,
and street lighting.
The project required major transportation corridors to be planned and
developed. In coordination with the City of Folsom, El Dorado County
and Caltrans, a Specific Plan was prepared to identify and locate a new
highway interchange, the major arterials and the minor arterials. This
served as the backbone for the planning of all of the proposed residential
and commercial development for the project. As design moved forward,
right of ways were developed using the local standards and communities
were constructed. Approximately 7 miles of arterial roadways and over 15
miles of residential streets were constructed.
Empire Ranch Road and Iron Point Road Improvements: Psomas
was responsible for the preparation of plans, specifications, and estimates
for the construction of 2.2 miles of roadway with an 82-ft right-of-way, 3
signalized intersections, and 6 stop controlled intersections. Work included
topographical surveys, right-of-way engineering,
superelevation design, drainage design, sewer design,
and waterline design.
Broadstone Parkway Widening: Psomas
was responsible for the preparation of plans,
specifications, and estimates for the widening of
0.5 miles of roadway to accommodate two right
hand turn pockets into Vista Del Lago High School.
Work included topographical surveys, right-of-
way engineering, drainage design, and dry utility
relocation.

water modeling for 4 pressure zones.
Psomas’ survey team was actively involved with survey support:
control verification surveys, cadastral surveys, roadway design surveys,
supplemental topographic surveys, tree surveys, roadway profile surveys,
aerial photography, CFD mapping, right- of-way surveys, right-of-way
engineering services for various parts of the project, and aerial photography
services over the project utilizing airborn GPS to provide aerial mapping
coverage. Psomas prepared and processed lot line adjustments, legal
descriptions and plats for road and highway easements, tentative maps, and
final maps as well as construction staking services for the construction of
buildings and roadways.
