design services for Sacramento County’s site improvement project.
ISE understands the need for improvements to the vacant lot in Sacramento County. The
existing site requires parking lot and landscape facilities around a future dental office space. The critical
issues for this project include site layout, environmental concerns, and ADA compliance. Maximizing the
use of the property will better suit the needs of the constituents of daily roadway users, neighboring
businesses, office personnel and patients of the dental office.
ISE is knowledgeable and qualified to conquer the obstacles that will be encountered for the
completion of this project. The need for creating a site layout maximizing the use of the property is

In-Site Engineering
Since our inception in 2010, respect, integrity, professionalism, and hard work have been the
guiding principles that In-Site Engineering (ISE) has followed. ISE specializes as a comprehensive
engineering design firm offering civil, highway and utility engineering, landscape architecture
and site planning services. Our firm has California registered geotechnical, environmental,
transportation, structural engineers and hydrologists. We take pride in our commitment to
technical knowledge, successful client relationships, and outstanding project delivery. Utilizing
these qualities, we specialize in finding cost effective ways to design and build our projects
while honoring clients’ requests and deadlines. Our engineers are experienced in working with
Sacramento County and very familiar with their design standards.
Additionally, ISE develops each project following a Quality Management protocol. Our objective
is to assure the prepared documents, including reports, designs, estimates, and other
deliverables are completed to meet professional engineering standards. These documents will
be evaluated for completeness, accuracy, and with the consideration of our clients. The ISE
Quality Assurance Manager will review and evaluate each deliverable independently, subject to
the Quality Management protocol, and then submit the vetted product to the Project Manager
for final review.

be successful. This experience has provided wisdom and drive
that pushes Taylor to be the binding glue in order to maintain
efficient and consistent work as a team. In short, Taylor presents
the qualities and knowledge necessary as an engineer and a
leader in the development of the Sacramento Area and beyond.
Austin de los Reyes - Quality Assurance Manager -
As a Civil Engineering student at Sacramento State, Austin has
developed skills and knowledge critical to becoming a
professional in the industry. In several engineering lab courses, he
has contributed to the development, organization, and
presentation of group projects. Austin has shown great creativity
and quality in these projects, and continues to do so. As a natural
team player, Austin takes initiative to contribute where needed,
which is essential to the community from a Civil Engineering

Bryce Leuschen - Environmental Engineer -
As a Civil Engineering Student at Sacramento State, Bryce has

As a Civil Engineering student at California State University of
Sacramento, Lidiya has gained experience in writing technical

treatment competition and other civil engineering related clubs.
For the past year and a half she has been working at Office of
Water Programs, where she has been drafting in AutoCAD

Jasmeen Chahal - Transportation Engineer -
As a Civil Engineering student at California State University of
Sacramento, Jasmeen has been involved with many organizations
where she attended conferences and competitions specifically
concentrating on transportation engineering. Jasmeen also has
years of transportation work experience with Caltrans, City of Elk
Grove, and Dokken Engineering. Her expertise includes drafting
and creating exhibits in MicroStation and AutoCAD, along with
revising plan sheets for various transportation projects.
Manvir Chahal, EIT - Hydrologist -
Manvir has gained valuable experience working as an intern at
CTS, a materials testing and geotechnical engineering firm. He has
been involved with several projects, including the Sacramento
County EchoWater Project in Elk Grove, and the Hamilton City
Flood Damage Reduction & Ecosystem Restoration Project. These
projects and his undergraduate career at CSU Sacramento
allowed Manvir to gain valuable field experience. He also
participated in a full tour of the Folsom Dam Auxiliary Spillway.
He is currently enrolled in Hydrology at CSU Sacramento to gain
further knowledge on the subject.

Relevant Project Experience
Breen Park Site Development
In early 2015, MTC Properties contracted ISE to
complete the Breen Park project which included the
design for roadway improvement, on-lot design, off-
road parking design, sidewalks, pavement, drainage,
and recreational area. As seen in Figure 1, this park
included two soccer fields (Field A and B), as well as
small golf field (Field C). ISE served well to the
community and environment by implementing porous
pavement, low impact development (LID) that reduced
stormwater impact to the runoff water from roads and
sidewalks.
Project highlight: Platinum LEED project.
The Spot Retail Development
In 2014, ISE designed a retail development on a
12 acre lot located in Emeryville, which currently
provides business, retail, and restaurant space.
This development is now known as The Spot,
shown in Figure 2. In addition to preliminary
planning, ISE developed major aspects of the
site, including parking area, landscaping, and
utilities. Soil conditions in the area were a
consistent challenge, as East Bay soils are
typically clayey or mud-like fabrics prone to
liquefaction. This significantly affected the
pavement design process. ISE worked with other
firms to rectify the issue, and was able to design
pavement for walkways and the parking area.
Project highlight: Innovative pavement design.
Alhambra Dental Plaza
In 2011, ISE developed a modern site layout for
Alhambra Dental Plaza in Sacramento. This project
required design for preliminary grading, major
sewage, storm drain and water systems,
underground piping, overhead lighting, property
landscape design, street entrances and parking
design. This project required coordination with
Sacramento County for appropriate permitting. ISE
prepared mapping and construction staking for each
stage of the project.
Project highlight: Accessibility and Efficient use of

Project Understanding and Approach
Introduction
ISE understands MTC Properties’ desire to create efficient and eco-friendly site improvements for the
Sacramento County Region. Currently the site is undeveloped agricultural land, and this project will
provide more accessible dental health services for Elk Grove’s southern inhabitants. Additionally, this
project will coincide with multiple neighboring site development projects helping to enrich the
Sacramento community.
In order to present a complete and environmentally sound site design, ISE will address all pertinent
concerns with the purpose of integrating Low-Impact Development (LID) in equilibrium with the
maximum usage of the property. These environmental concerns will be a primary guide for decision
making throughout the design process. The resulting site design will offer a new dental office with onsite
parking, walkways, lighting, and landscaping. Strategic landscaping design will be used to provide an
aesthetically pleasing layout that also lends to the environmental needs.
Background
The parcel is located in Elk Grove, CA, at the intersection of B Drive and D Drive. It covers approximately
3.5 acres of land with a greenway running along the east property line and a neighboring parcel along
the north property line. Utility lines exists along B and D Drive. This will play a key role in utility
coordination, along with utilizing the approximately 0.5% grade along the west property line. There is
currently no shading or lighting on-site, therefore is necessary to assess the appropriate demands of this
location.
Approach
Requirements and standards for this project are set by the Sacramento Zoning Code Chapter 5,
Sacramento Region Stormwater Quality Design Manual (May 2014), 2013 California Building Code
Chapter 11B and 2010 ADA Standards for Accessible Design. After reviewing the above documents,
studying the project area and utilizing other relevant documents, ISE has identified several challenges
described below:
Site Layout -
ISE will design a parking lot layout by utilizing the maximum amount of space present. Possible
constraints for this project are allotting appropriate footprints for the building structure, parking, and
landscaping. To minimize the building, parking, and landscaping footprints of the proposed site layout,
ISE will investigate multiple site characteristics to evaluate solutions of the project’s defined challenges.
Solutions pertaining to the building footprint include building location, size, and coordination with
existing utilities. Solutions pertaining to the parking footprint include minimized land use for the parking
area, carpool and shared parking implementation, alternative forms of concrete, and stormwater runoff.
Solutions pertaining to the landscape footprint include utilizing native and diverse plant species,
minimizing impervious surfaces, and designing landscaping for stormwater management and drainage.

Environmental Concerns -
As a company that prides itself on eco-friendly and efficient site design, ISE will seek to optimize
mitigation of environmental effects while maximizing the site usage. To minimize the adverse
environmental effects of this site development, ISE will implement LID principles to integrate drainage
concepts into landscape design. This will include the use of existing slopes and channels, pervious
pavement design, and runoff treatment areas such as soil and vegetation basins.
ISE has identified the presence of the Elderberry Bush (see Figure 4) which is home to the threatened
Longhorn Beetle Species (see Figure 5). This introduces some possible constraints to the site design.
Investigation of the Longhorn Beetle’s presence will determine what environmental impact and
mitigation efforts will be required to relocate the Elderberry shrubs according to Table 1 of the U.S. Fish
and Wildlife Service Conservation Guidelines. Collaboration with biologists and law enforcement
personnel from the California Department of Fish and Game and the Wildlife Conservation Service will
be required to monitor the survival of the shrub and beetle during construction and for 1 year after the
project ends.
ADA Compliance-
The site design will allow proper accessibility to all areas of the property per 2010 ADA Standards for
Accessible Design. This will require a minimum area dedicated to ADA usage, however challenges may
occur when designing the parking layout with respect to the adjacent development due north of the
project. ADA requirements include but are not limited to, parking space requirements, parking
accessibility, and building accessibility. In general, the parking area will be designed with the
consideration of minimizing its footprint. To assure compliance with ADA Standards, designating ADA
parking spaces will be a top priority when producing the parking lot layout. The parking area will also be
designed without compromising proper access to the building.

Scope of Work
ISE offers all-encompassing engineering services for the previously described site development
project. This includes project management, environmental, transportation and geotechnical
engineering, pavement and landscape design, and drainage analysis. Further description is
provided below.
Task 1.Project Management - Project management entails development and monitoring of action
items, work progress, and deliverable preparation and maintaining effective communication with
MTC Properties through weekly progress reports. In-Site Engineering will conduct QA/QC measures
to assure efficient, accurate and complete work.
1.1 Project Updates - The Project Manager will update MTC Properties of all activities described
above on a weekly basis. Monthly face-to-face meetings will be scheduled to review project
status and upcoming milestones.
1.2 Quality Management - The Quality Manager will thoroughly review each project milestone,
decision and deliverable prior to submittal to Project Manager for final review.
Task Deliverables: Kick-Off Meeting, Meeting Agenda and Minutes, Weekly Progress Reports, Monthly
Face-to-Face Meetings
Task 2 Data Gathering and Research - ISE will conduct all data gathering and research pertinent to a
complete knowledge of the project, site and all constraints.
2.1 Prior Studies - This will include analysis of the topographic survey, existing utility layout, and
possible environmental considerations.
2.2 Mapping - This will include analysis of possible integration techniques for new development.

Task 3 Develop Site Alternatives - ISE will prepare and analyze three site alternatives of the intended
building on the parcel. Site alternatives will be evaluated based on several factors. After comparing
alternatives, the recommended option will be presented.
3.1 Initial Studies of Site Alternatives
3.2 Prepare ‘Site Alternative Report’ - ISE will include an AutoCAD exhibits on 11x17 paper for each
site alternative. In a report format, each site alternative will be compared based on factors of
cost, environmental impacts, accessibility, and site connectivity to future development.

Task 4 Develop Preliminary Site Plans - ISE will provide preliminary site plans of the preferred
alternative. The preliminary site plans will meet appropriate design standards, while considering
physical, environmental, and other possible constraints at the location.
4.1 Review MTC Response to Alternatives - This will include review of MTC thoughts and comments
in order to decide preliminary site plan.
4.2 Preliminary Site Plan Set - This will include site layout, drainage plan/profile, utility plan, grading
plan, and landscape/lighting plan.

Task 5 Environmental Considerations - ISE will evaluate environmental considerations specific to
the project location. Off-site and on-site mitigation options will be discussed, explaining respective
advantages and disadvantages. Mitigation measures will best meet client needs.

Task 6 Pavement Design - ISE will design a flexible pavement in accordance with Chapter 630 -
Flexible Pavement, from the Caltrans Highway Design Manual. Laboratory tests will be performed in
order to generate geotechnical parameters for proper pavement support design. Pervious pavement
at passenger loading areas and sidewalks will be used as an eco-friendly design to infiltrate runoff.

Task 7 Drainage Analysis - ISE will design drainage systems to adequately handle drainage

water treatment measures will be implemented to remove pollutants from stormwater runoff.

Preliminary design will incorporate bioswales and drought resistant vegetation to maximize natural
water storage and infiltration. Required parameters will remain consistent with Chapter 5 of the
Sacramento Zoning code. Calculations based on the proposed design will be attached to the Project
Design Report.

Task 9 Parking Requirements - ISE will design parking access to provide at least the minimum

with the proper maneuvering room for vehicles. In addition, pedestrian safety and walk-ability will
be considered based on the expected occupancy of the property.
9.1 Alternatives to Off-Street Parking - ISE will explore options for off-street parking if adequate
space and standards comply.
9.2 Parking Lot Design - ISE will design for maximum property usage with proper driveway
accessibility, ADA accessibility, and sidewalk/ramp accessibility for all users with respect to the
environmental impacts.
