I. PURPOSE
To establish a procedure for placing adoption reservations on animals impounded by Orange
County Animal Care Services (OCACS).
II. POLICY
An Animal Reservation Request form (Hold Slip) shall be completed when a person, 18 years
of age or older, expresses an interest in adopting an animal that has not met retention and has
been determined to be medically and behaviorally sound.
All animals, except livestock and exotics, impounded by OCACS may have a reservation
placed on them by an interested party. Each animal may have up to three (3) reservations for
three (3) different individuals interested in adoption, and each individual may place a maximum
of one (1) reservation on three (3) different animals.
III. SCOPE
Applicable to all personnel who are responsible for placing reservations on animals impounded
by OCACS.

VII. PROCEDURE
A. Completion of an Animal Reservation Request Form
The Animal Reservation Request form shall be completed in duplicate.

1. The Animal ID, Cage #, Breed, Color, Sex, Available Date, Time of Reservation
and Completed By shall be entered by OCACS staff.
2. The interested party shall enter their name, address, and telephone number.
3. The original (top copy) is given to the party placing the reservation.
4. The duplicate copy shall be filed in the hold box located at the kennel office
main desk.
5. The following criteria shall be used when completing the Animal Reservation
Request form:
a. Availability: Eligible animals that are not available for immediate
adoption may have an Animal Reservation Request form completed for
an interested party. These animals must be deemed medically and
behaviorally suitable for adoption by OCACS supervision.
b. Reservation Times:
(1) First Reservation: 10:00 AM until 11:00 AM
(2) Second Reservation: 12:00 PM until 1:00 PM
(3) Third Reservation: 2:00 PM until 3:00 PM
(4) Each reservation shall have a fifty-nine (0:59) minute grace
period. This time cannot be extended and each reservation
transaction must be completed within the allotted time.
c. Special Attention/ Operations Holds:
Reservations shall not be placed on animals with special circumstances
(i.e. Special Attention, Ops Holds, or animals being held for Mobile
Adoptions or special events).
d. Similar Animal Reservations:
(1) Contact the assigned Kennel Attendant (KA) when placing
reservations on animals of similar descriptions in the same cage.
(2) The KA shall meet the interested party, identify the animal and
provide the Animal ID number to staff to complete the
reservation process.

(1) The Animal Reservation Request form shall include the “Person
Requesting Hold” and the Animal ID or Activity Number
information completed by the Animal Control Officer (ACO) or
KA.
(2) Interested parties shall be directed to contact the Kennel office to
obtain additional information regarding the reservation or
adoption process.
(3) After completion, staff shall place both copies of the Animal
Reservation Request form in the yellow file folder located in the
“in-box” on the Chief of Customer Service’s door. The
Customer Services supervisory staff shall retrieve all Animal
Reservation Request forms each morning and distribute to staff
for processing.
(4) Customer Services staff shall notify the citizen requesting the
reservation to confirm and explain the process prior to mailing
out the Animal Reservation Request form. If the interested party
is an employee of OCACS, the white copy shall be given to a
Customer Services supervisor to place in the employee’s in-box.
f. Stray Animal Identified as Owned:
(1) If a stray animal becomes identified as owned, the available date
must be changed to reflect the longer retention period given to an
owned animal.
(2) The employee obtaining the owner information shall be
responsible for the following:
(a) Give or send the owner a Mailer stating the length of time
they have to redeem their pet.
(b) Change the Adoption Memo by entering the new adoption
date.
(c) Notify each person on the adoption memo of the new
available adoption date.
(d) Type in the date persons with reservations were notified
of the change, with employee’s initials and update the
memo.
g. Animals at Offsite Location or Emergency Clinics:

(1) All animals impounded by OCACS and held at another location,
may have a reservation placed on them by an interested party.
(2) Customer Services staff shall complete the Animal Reservation
Request form.
(3) The original (top copy) of the Animal Reservation Request form
shall be mailed to the citizen.
(4) The citizen shall be called by Customer Services staff confirming
the reservation process.
(5) ACOs shall advise the citizen to contact the Kennel office should
they have questions regarding the reservation or adoption
process.
B. Finalize Animal Reservation Request Form
After completion of the Animal Reservation Request form, proceed as follows:
1. Give or send the person placing the reservation the original copy, explaining the
reservation procedure including the date and time of their reservation.
2. Enter all information into the Chameleon Memo Window including the date the
reservation was placed and the employee’s initial.
3. Update the Memo screen.
4. File the duplicate copy in the “hold box” located at the Kennel office main desk.
