I. PURPOSE
To establish a uniform procedure to record adoption transactions and to maintain an accurate
inventory of animals impounded by Orange County animal Care Services (OCACS).
II. POLICY
All healthy animals impounded by OCACS that are either owner released or are unclaimed by
the legal owner/custodian shall be evaluated for adoption. Adopted animals shall be processed
through the Chameleon Animal Management System which records the individual Animal ID
number, the outcome type, calculates fees, and generates a receipt that includes license
information, medical treatments, and rabies vaccination certificate, if applicable.
The public shall be allowed to place an adoption reservation on an animal impounded as a stray
and not yet available for adoption.
III. SCOPE
Applicable to all personnel responsible for processing the adoption of an impounded animal
using the Chameleon Animal Management System.

1. Owner released animals:
a. Verify that the status on the Chameleon Kennel Window is
“Ownsurwait”.
b. A receipt number is present in the receipt field based on owner surrender
fees collected.
2. Stray animal with owner information:
a. Verify that the owner of any animal impounded wearing identification,
i.e., an animal license tag, ID, or nametag, or is in some way identified as
an owned animal, has been legally notified of their animal’s
impoundment.
b. The retention period has expired.
3. Stray animals without owner information shall become available for adoption
after a retention period of three (3) days, excluding the day of impound and
holidays.
4. The following criteria shall apply to all stray and owner released animals:
a. Verify that the animal has been held the legally required length of time.
b. Medical/Special Attention/Quarantine.
1) Verify that the veterinary staff has examined and approved the
animal for adoption.
2) Review Kennel Window and all memos to verify that any
Operations or Special Attention holds have been removed.
3) The Clinic Veterinarian or Rabies Control Clerk has released the
animal under quarantine from the quarantine restriction only.
4) Animals impounded under quarantine must be evaluated
medically and behaviorally by the Clinic Veterinarian and Kennel
Supervision.
c. Treatment Records.
1) Review the Treatment Window by clicking on the caduceus and
verify that all treatments and vaccinations are entered into the
computer.

2) All animals shall be examined by the veterinary staff upon
adoption.
3) If the vaccination record has an existing receipt, due to a prior
sale, proceed with the following:
a) Note the treatment number of the vaccination and the date
or
b) Contact the Senior Office Supervisor or designee to clear
the transaction.
B. Sale of an Animal
1. Available dogs:
a. Verify that the Kennel Window status is set to “Available” to continue
processing the transaction.
b. The due out date must be the adoption date.
2. Available cats:
Stray cats placed in the “A” cages are made available for adoption after the
retention period and the health quarantine period.
3. Dogs or Cats with Adoption Reservations:
a. Verify that the citizen has a reservation slip for the animal in question.
b. Check the reservation date and time are correct by placing a circle and
initial on both the date and time on the reservation form.
c. Verify that the animals have met all previously stated requirements
before proceeding with the animal sale.
4. A Health Certificate is to be issued for each adopted animal.
a. Explain briefly all conditions of the sale, including the exchange period,
spay or neuter instructions and all applicable vaccinations and
treatments.
b. The receipt will print all medical treatments and vaccinations given to
the animal.

5. A Spay or Neuter invoice is completed by the customer with their name, address
and telephone number and signature. Clerical staff shall complete the animal
information. This only applies if the animal being adopted is not spayed or
neutered.
6. A Microchip registration form is completed by the customer with their name,
address, phone number, and email if a microchip is implanted by OCACS. The
customer’s signature and date is obtained after spay or neuter surgery and upon
owner pick-up. Clerical staff shall complete the pet information.
7. A Tag/Link record must be stored prior to proceeding with an adoption to show
the rabies vaccination information.
a. An Orange County dog license tag shall be sold when a dog will reside
within Orange County’s licensing jurisdiction and meets the licensing
requirements.
b. For dog and cat adoptions, a microchip shall be implanted into the
animal.
c. The Kennel Animal ID must match the Tag/Link Animal ID.
8. In the Crossing/Comments field section, enter:
a. “Re/adopt/rel/date/clerk initials” if the animal is already spayed or
neutered..
b. “Re/adopt/date/clerk initials” if the animal is not yet spayed or neutered.
9. The Kennel Window outcome fields must reflect the following:
a. Outcome type:
1) Surg Wait: If the animal is not yet spayed or neutered.
2) Adoption: If animal is already spayed or neutered.
3) Transfer: Involves an exchange from OCACS to another shelter.
b. Outcome Subtype:
1) ON: New owner.
2) EX: Exchange.
3) K: Kiosk.

4) Review all charges.
5) Inquire from customer the mode of payment for the transaction,
i.e., cash, check or credit card.
6) Store the receipt upon payment and print.
7) Print three copies, one copy is given to the customer, the second
copy is forwarded to the Accounting Office for balancing the
Kennel revenues and the third copy is attached to the spay or
neuter surgery invoice.
8) All three copies shall be signed by the customer as an
acknowledgement to the following:
a) A fourteen (14) day grace period for exchange is provided
for any medical or behavior problems discovered after
adoption.
b) A 24-hours time frame is provided to the owner for pick-
up of a post-surgical animal after notification by
veterinary staff.
c) Financial expenses incurred after adoption are the sole
responsibility of the customer.
C. Release of Animal
1. If the animal is already surgically altered and no vaccinations are required:
a. The Clerk will announce a “recheck, adopt and release only” of the
animal and the cage number.
b. The customer shall be directed to wait in the designated area for their
pet.
2. If the dog or cat is unaltered, the new owner shall be advised that the Veterinary
Service will contact the new owner once the surgery is completed and the
animal is available for pick up.
