I. PURPOSE
To establish procedures that will ensure compliance with ordinances and regulations pertaining
to grooming parlors.
II. POLICY
Orange County Animal Care Services (OCACS) shall ensure that all licensed grooming parlors
within the jurisdiction adhere to Orange County Resolution 76-626, in addition to state law
pertaining to grooming parlors and recognized humane standards.
III. SCOPE
Applicable to all OCACS personnel involved in inspections and processing grooming parlor
permits.

VI. DEFINITIONS
Grooming parlor is defined as any premises where animals are groomed, brushed, clipped or
bathed on a commercial basis as outlined in Orange County Codified Ordinance 5-1-7.

1. It is the responsibility of the licensee to be in full compliance with all
regulations, ordinances and policies of state and county mandates, governing the
operation of a grooming parlor.
2. Every approved grooming parlor owner/operator shall receive a copy of OCR
76-626, and adhere to all the requirements that pertain to the operation and
maintenance of a grooming parlor. A signed copy shall be maintained in the
business license file.
3. Grooming parlors shall be subject to inspection once a year or as the need arises.
4. Any discrepancies noted on the Animal and Facility Inspection Notice shall be
discussed with the owner/operator who will then be required to make corrections
prior to a follow up inspection. The inspector shall determine the time frame for
the re-inspection.
B. Housing
1. Enclosure shall be soundly constructed to protect animals from injuries and to
keep out predators.
2. Flooring shall be solid with absorbent material placed for waste disposal.
3. Flooring shall be kept dry.
4. Waste shall be cleaned up in a timely manner so that animals are not subject to
sitting/lying in their own excrement.
5. Animals shall be able to stand and turn freely.
6. Dogs shall be exercised every 12-hours in an area of at least 16 square feet.
7. Special note shall be given to hair build-up. Groomers shall clean up
excess hair after each animal is groomed.
C. Heating and Ventilation
A healthful and comfortable environment shall be provided in relation to the existing
conditions.
D. Vector Control
There must be adequate and effective means to control insects and rodents. Such
control must be vigorously maintained at all times.

E. Good Citizenship
Owner/operator shall allow no animal to constitute or cause a hazard, or to be a menace
to the health, safety and welfare of other animals and to the public.
