I. PURPOSE
To establish a procedure to record the redemption and accurate inventory tracking of animals
impounded at the OCACS, and to provide the customer with an itemized receipt.
II. POLICY
All animals impounded at OCACS that are redeemed by the owner or custodian will be processed
through the Chameleon Computer System. This function will record by individual Animal ID number,
the outcome type, calculate fees, and print a receipt that includes license information, medical
treatments, and rabies vaccination certificate, if applicable.
III. SCOPE
This procedure is utilized by all personnel responsible for processing the redemption of an impounded
animal using the Chameleon Computer System.

VII. PROCEDURE
A. Prior to Redemption.
1. Verify Ownership.
a. If the animal is wearing identification at the time of the impound:

1) Ask to see the driver’s license or other acceptable identification of the
owner or keeper of the animal.
2) Match the information against the owner information on the kennel
window screen or possible owner information on the memo window
screen.
b. If the animal is not wearing identification:
1) Ask to see the driver’s license or other acceptable identification of the
owner or keeper of the animal.
2) Ask if the animal is licensed.
3) Check the Tag/Link Window for matching information.
4) If the animal is not licensed:
a) Obtain pictures or vaccination records.
b) Verify that the animal description matches the kennel animal
description.
c) Verify that the animal was lost within a reasonable radius of
the owner’s residence, i.e. cross streets and city.
d) Verify that the animal was lost prior to the impound date
(Intake date).
c. If you are not sure that this is the animal’s owner, have an OCACS Lieutenant
or Sergeant go to the cage with the possible owner and try to make that
determination.
2. Confirm the animal is cleared for redemption.
a. If the animal was impounded under quarantine restriction:
1) Verify that the quarantine has been completed as noted in the Animal
Memo with the veterinarian’s initials.
2) If approved for completion of the quarantine at another location, verify
Animal Memo contains approval from the veterinarian or rabies
control.
3) If the animal was impounded under Special Attention or Operations
hold status, verify that it has been removed from these restrictions.
4) If the animal was impounded under a vicious declaration, verify that
the owner has met the requirements and the Operations Officer has
given approval for the release.

a. Verify that all treatments have been entered by the Veterinary staff in the
treatment window of Chameleon.
b. Verify that the animal has been seen by the veterinary staff.
c. If the animal was just impounded, and the veterinary staff has not examined the
animal, send it in for a recheck and a redeem.
d. Verify that all applicable vaccinations are current, i.e., rabies vaccination,
DHLPP or FVRCP vaccinations. In addition, advise the owner that a fee will
be charged if they are not able to provide proof of a current rabies vaccination.
DHLPP-Bord or FVRCP will be charged whether or not the owner provides
proof.
4. Check for prior impound history on the animal:
a. Place mouse cursor on the Animal ID or Person ID of the owner.
b. Press Ctrl+F4 to bring up the animal or person view window.
c. Review impound grid and note outcome type of RTO.
d. If prior impound history is located:
1) Verify that it is the same animal.
2) Verify that previous intake date is within the twelve month period from
today’s date.
3) Press “ESC” key to close the window.
B. Redemption of Impounded Animals.
1. Process Redemption.
a. Update the computer with all current information, both for the animal and the
owner.
b. Record the driver’s license of the owner or custodian in the Receipt Window of
Chameleon except on credit card transactions.
c. Issue a dog license if the dog is not licensed and resides in our licensing
jurisdiction. Assess a late fee if the following criteria apply:
1) If the dog is over four months of age and the owner has not made a
reasonable effort to license the dog after 15 days of ownership.
2) If the current license has not been renewed within 15 days of the
renewal due date.
d. Issue a Notice To Comply (NTC) to obtain medical treatment if the veterinary
staff requires the owner to obtain follow up medical care for the animal.
Forward the copy of the NTC to the Operations Officer for field follow-up.

e. Proceed with the redemption, make sure that the Tag animal ID matches the
Kennel animal ID to ensure that all debts owed will automatically be generated
by the Chameleon receipt.
1) If Tag animal ID does not match the kennel animal ID:
a) Write in the Animal Duplicate Log, the Kennel Animal ID in
the correct column.
b) Enter the old Tag Animal ID in the duplicate column.
c) Delete the old Tag Animal ID from the tag/link window.
d) Type in the Kennel Animal ID in the tag/link window.
e) Update the tag/link window to save the changes.
f) Press enter to go back to the kennel window.
2) If all previous requirements have been met, place cursor on the cross
street/comment field.
3) Enter “re/red/date/initials” of the person handling the redemption
transaction.
4) Proceed to the Outcome section of the kennel window.
a) Outcome type: RTO.
b) Outcome subtype: KIOSK if located through the Irvine
Spectrum Kiosk.
c) Outcome by: staff’s 3 letter initials.
d) Outcome Date: Press F5 to automatically generate current date.
e) Outcome Time: press F5 to automatically generate current
time.
5) Update or press F8 to save changes to the kennel window.
6) Click on the receipt field of the kennel window.
7) Press F4 to bring up the Receipt window.
8) Chameleon will automatically bring up the following charges:
a) RTO Sm.
b) RTO Fine
(1) $35 first impound unaltered.
(2) $50 second impound unaltered.
(3) $100 three or more impound unaltered.
c) Board Sm. The cost is multiplied by calendar day from day of
impound.
d) Vaccinations.

e) Veterinary Treatments.
f) If license was issued, receipt will automatically include the line
item.
g) Prior impound fees if applicable.
h) Emerg Vet if animal was treated by outside veterinarian (check
kennel window).
i) Make sure the following information is contained in each of the
items charged:
(1) Animal ID.
(2) Reference No.
(3) Fee Type.
(4) Dept.
(5) Item Price.
9) Review all charges.
10) Inquire from customer the mode of payment for the transaction, i.e.,
cash, check or credit card.
11) Store the receipt upon payment and print.
12) Print two copies, one copy goes to the customer and the second copy is
forwarded to the Accounting Office for balancing the kennel monies.
C. Release of Animal.
1. No vaccination needed:
a. The clerk will announce a “recheck and redeem only” of the animal and the
cage number.
b. The customer is directed to wait for their pet in front of Windows 4 and 5 at the
yellow pole.
2. Vaccination needed:
a. The owner is directed to go around the corner to the yellow pole to receive the
animal.
b. The clerk will announce a “recheck, redeem with type of vaccination”. This
will request an attendant to have the animal vaccinated.
c. An attendant will redeem the animal to the owner upon receipt verification.
