This document establishes procedures for processing animals under quarantine at the OC Animal Care facility. I. PURPOSE
To establish a procedure for processing Animal History Records and Chameleon data for
impounded animals under quarantine at OC Animal Care.
II. POLICY
OC Animal Care shall adhere to the established procedures for processing quarantined
animals. Impound records of a quarantined animal shall be entered correctly, reviewed,
and approved for release prior to the disposition of the animal.
III. SCOPE
Applicable to all personnel charged with the responsibility of data entry, adoption, and
redemption of quarantined animals.

VII. PROCEDURE
A. Animal History Records and Bite/Scratch Reports:
1. On a daily basis, Kennel Clerical staff shall check the “New Impound”
box located at the main desk and the “Black Box” located in Station III,
for Animal History Records with Bite/Scratch Reports attached.
2. Create a Kennel window for Animal History Records. (Refer to P&P
600.34 Chameleon Kennel Window).

3. Distribute the Bite/Scratch Report as follows:
a. Pink is separated and attached to the Rabies Desk clipboard located
in the Kennel office.
b. White, yellow, blue, and supplemental copies are placed on the
Quarantine clipboard located in the Clinic.
B. Owner Redemption:
1. Obtain a valid photo identification of the owner/custodian verifying name
and current address.
2. An animal may be released for a home quarantine provided the following
conditions have been met:
a. Owner/ custodian provide proof of a valid rabies vaccination
certificate.
b. Approval by OC Animal Care Clinic Veterinarian.
c. Home quarantine facilities are inspected and approved by an
Animal Control Officer.
d. There are no memos indicating that there is Operation or Special
Attention holds placed on the animal.
3. Upon approval of a home quarantine, the Rabies Control personnel shall:
a. Advise owner that the quarantined animal must be maintained in
the house, garage, or fenced in backyard with no access to the
public. If facilities are inadequate, animal must remain at OC
Animal Care for the remainder of the quarantine.
b. Pull the Bite/Scratch Report from the clinic and complete lines 31
through 40 with the following information:
1) Line 31: Enter current date and write in the last name,
badge number of the officer who verified, “Facilities are
adequate for a home quarantine.”
2) Line 30: Enter the date the animal will be released from
home quarantine in the margin.
3) Line 40: Cross out the cage number and place a check mark
for line 33.
c. Update existing Animal ID memo.

d. Notify Kennel Clerical Supervisor of approval for home quarantine.
e. Create a sequence in the activity window for the ACO to reinstate
the home quarantine for the next shift.
f. Give the bite report to dispatch for future activity sequence.
4. Upon approval of a home quarantine, Kennel Clerical shall:
a. Calculate charges for impound, board and care, and licensing.
b. Inform Rabies Control Desk once the biting animal is redeemed to
the owner for home quarantine.
5. Upon approval of a home quarantine, Animal Control Officer shall:
a. Reinstated the quarantine at the approved facility and will explain
the home quarantine process to the owner/custodian and obtain
signature on the line indicated.
b. Give blue copy of the Bite/Scratch Report to the owner/custodian.
6. If the owner cannot provide proof of rabies vaccination, the animal must
remain at OC Animal Care until the required quarantine period has been
met. The animal cannot be vaccinated during the quarantine period.
a. Create a person record of the owner including a valid driver’s
license in the Identifier field.
b. Print the owner a Qmailer, indicating the Animal ID, Kennel
number, quarantine release date, and last day to redeem.
c. Create an Animal ID memo “O Notified” stating the above with
your initials and date and time notified.
d. Once the animal has been released from quarantine, the memo
must show an approval for quarantine release from the
veterinarian. The owner may redeem the animal under the normal
redemption procedures.
7. Adoptions:
a. Animals under quarantine shall not become available for adoption
until:
1) The appropriate retention period has been met.
2) Approval of the Kennel Supervisor is noted in the Animal
ID Memo or Kennel Window.
