I. PURPOSE
To describe the duties and responsibilities of a Supervising Animal Control Officer.
II. POLICY
Supervising Animal Control Officers shall perform all duties specified in this document and
work collaboratively with the Chief of Field Services to ensure that the highest standard of
service is provided.

VII. PROCEDURE
A Under direction of the Chief of Field Services, the individuals assigned the duties and
responsibilities of Supervising Animal Control Officer may perform, but are not limited
to the following functions:
1. Assists and advises the Chief in the day-to-day operations of Field Services.
2. Assists in the development of policies and procedures for operation of Field
Services.

3. Assists in the development of standards of performance and training for
personnel assigned.
4. Schedules work for subordinates and monitors work performance of assigned
personnel.
5. Makes recommendations for personnel actions based upon observance of
substandard or above standard performance by Animal Control Officers (ACO).
6. Makes recommendations for resolution of issues regarding service.
7. Explains departmental policies and procedures to city officials, police agencies
or civic groups using policies clearly defined by the Director.
8. Conducts educational or informative lectures when directed.
B. On a daily basis, the Supervising Animal Control Officer will perform the following:
1. Coordinates activities, when required, with the Chief of Field Services and other
supervisors.
2. Schedules work assignments, shift schedules, time off (vacation, compensatory
days off, etc.), and prepares necessary forms to authorize this expenditure of
time for personnel. Also schedules overtime work when necessary and with the
approval of management.
3. Directs the day-to-day field activity of officers during the performance of duties.
4. Provides technical assistance to ACOs in the resolution of problems, when
required. Unless otherwise authorized by the Chief of Field Services,
Supervising Animal Control Officers are expected to transfer their equipment to
a vehicle on a daily basis to ensure they are prepared at any time to respond to
the field as needed.
5. Inspects and takes corrective action, when necessary, to correct discrepancies in
uniforms or equipment.
6. Conducts monthly inspections of vehicles and firearms of assigned personnel.
Takes appropriate action to correct any deficiencies noted.
7. Ensures that an adequate supply of associated items are available for ACOs
performing duties. For example: citation books, officer supplies, forms, etc.
8. Reviews for legibility and correctness of action on all written reports submitted
by ACOs.
9. Reviews investigation reports, citations, receipt books, or statements and Daily
Patrol Logs of assigned personnel for legibility, comprehension and correctness.
Requires officer to correct any discrepancies noted.

10. Monitors reports for indication of training needs or substandard performance
of duties and brings those observations to the attention of the Chief of Field
Services to formulate a plan on how to address the issues.
11. Uses existing policies and procedures or related laws to guide the day-to-day
operation.
12. Assists citizens by telephone or personal contact in the resolution of problems
relating to Field Services or directs to the appropriate agency, activity or
individual for resolution.
C. Specific tasks for a Supervising Animal Control Officer are as follows:
1. Conduct briefings and assign personnel on duty when a Senior Animal Control
Officer is not available.
2. Inspect uniforms and equipment of assigned personnel on a monthly basis.
3 Inspect vehicle, equipment and firearms assigned to personnel on a monthly
basis.
4. Review reports submitted by personnel for accuracy and thoroughness.
5 Answer telephone inquiries from citizens or agencies relating to policies of the
department or route questions to necessary individual or agency for resolution of
the problem.
6. Assist the public in filing complaints.
7. Monitor and manage assigned shifts.
8. Supervises assigned staff and completes evaluations in a timely manner.
9. Enforces an environment free from harassment and unprofessional behavior,
taking immediate action when warranted to intervene when violations are
observed or brought to his/her attention.
10. Collect and deposit monies from staff, ensuring accuracy of documents and
receipts according to cash handling policies. Ensure all cash bills over $20 are
checked for legitimacy.
11. Conduct all personnel matters (e.g., improvement plans, coaching & feedbacks,
etc.) fairly, in a timely and effective manner.
12. Investigate complaints of staff misconduct, taking appropriate and timely action
when indicated.
13. Perform other tasks or work as required or directed by the Chief of Field
Services or Management.
