1. Description and Scope
a) Description:
Thisplandescribesthemanagementof temporaryworksfromdesignconceptionthrough
designanddevelopment,approval,construction,use andfinallyremoval.This planwillbe
used to ensure that temporary works are delivered to site on schedule for use by the
construction team in line with Arabtec, Expo2020 and statutory requirements.
b) Scope:
i. To ensure economical and safe design of temporary works installation and
dismantling:
‒ To facilitate the construction of the permanent works.
‒ To protect/supportthe permanentworksduringconstructionuntilsuchtime
thattheyhave gainedstrengthorcompletedsufficientlytoadopttheirdesign
purpose, and
‒ To provide a safe meansof accessand methodsof workingforthe successful
construction of the permanent works.
ii. The procedure applies wherever temporary works of any description are involved
at Public Realm in Concoursesand Arrivals Plazas Project and will be documented
in the Temporary Works Register providedin APPENDIX A. This procedure applies
also to all sub-contractors and/or vendors working within the site.
2. Glossary
Temporary Works (TW) - Temporary Works is any temporary arrangement to construct the
permanentworksorusedtosupportthepermanentworksduringitsconstructionand/oruntil
such time that it becomes self-supporting.
TemporaryWorkscan be eitherindustrystandarddesignsthatcoverarange of limitations,or
a bespoke designtocovera site-specificsituation,howeverinbothcasesdesigncalculations
are required to be produced to demonstrate the suitabilityof the chosen option in line with
BS 5975.
This definition applies to all temporary works on projects, including but not limited to:
• Site accommodationandtemporarystructures,office gantriesandprotected
walkways
• Hoardings and external perimeter fencing and signage
• Temporary roads, piling and crane mats, ramps, bridges and barriers

• Edge protection
• Excavation supports, dewatering and underpinning schemes
• Open excavation and rock cuts
• Temporary staircases, access scaffold, mobile towers

Temporary Works Design - is a solution using engineering principles which comprises of
calculation based on a set of given parameters and limitations for expected loads.
Temporary Works Designer (TWD) - is a qualified, experienced and competent person,
generally a Civil or Structural Engineer responsible for preparing the engineering designfor
the Temporary Work installations in accordance with project requirements.
Temporary Works Checking Engineer (TWCH) - An engineer not involved with the original
design and who is commissioned to check and accept the design or construction. Should be
from Arabtec Technical Department or an independent 3rd party checker.
Temporary WorksCoordinator(TWC) - isaqualified,experiencedand competentpersonwho
co-ordinates the Design, Erection/installation, Loading, Maintenance and Dismantling of the
temporary works. He assesses whether minor elements of temporary works are to be
designed and certified in accordance with the procedure and keep records of all such
assessments. The TWCmust be able to commissionanindependentcheckonthe Temporary
Works before itissubjecttoload/strike butshouldnotbe the persondirectlyresponsiblefor
design, erection, maintenance or dismantling of the Temporary Works.
The Project Manager will be the defaulttemporary works coordinatoruntil such time as he
appoint a temporary works coordinator.
Temporary Works Supervisor (TWS) - is a competent person experienced in the erection of
TemporaryWorks,responsible toassistthe TemporaryWorksCoordinatorinthe supervision
of the Temporary Works installation, inspection and dismantling at site. He could be a Site
Engineer or qualified Trades Foreman (Arabtec or subcontractor) appointed by the
Construction / Project Manager and he is responsible to initiate the temporary work permit
and reporting to the TWC. Also, his role coversthe full supervisionto the whole progress of
construction and dismantling of temporary work.
Temporary Work Permit– Permitfor Loading - Endorsementof the sectioninthe temporary
worksinspectionformgivingpermission for the assembled design to carry the design load.
Temporary Work Permit – Permit for Dismantling - Endorsement of the section in the
temporary works inspection form giving permission for the temporary structure to be
unloaded.

Risk Assessment- Formal safetyexercise tomanage the hazards associatedwithaparticular
activityorgroupof activities.The riskassessmentisnormallychairedbythe safetyofficerand
attended by the relevant subcontractor and construction staff.
Special Temporary Works
 Schemes which could endanger the lives of workers or public;
 Schemes which affect the progress of the works;
 Schemes which impose significant loads onto the permanent structure;
 Schemes involving significant safety, third party, contractual or financial risks.
Statutory Inspection - Formal inspections following procedures which are described in the
building laws of Dubai Municipality (if required).
Temporary Works Register -The TWC will maintainan up-to-date register of all the items of
Temporary Works on the site with each item classified as defined on Temporary Works
Schedule. Thepurposeof theregisteristoensure thateachitemof Temporary Workswhether
originating within Arabtec or from Sub-contractor, is formally identified, designed and
checked in accordance with Arabtec requirements.
3. Responsibilities
The followingpersonnel have responsibilitiesmentionedinthisprocedure:
‒ Project Director/Project Manager (PD/PM)
‒ Construction Manager
‒ Technical Manager (TM)
‒ Technical Engineer (TE)
‒ Temporary Works Designer (TWD)
‒ Temporary Works Coordinator (TWC)
‒ Temporary Works Supervisor (TWS)
4. Procedure
4.1 Appointment of Temporary Works Personnel
a) As early as practically possible after the contract award the PD/PM and the TM shall
identifythe requiredTemporaryWorkstobe utilisedonthe project,andformallyappoint
an experiencedTWC.If the size of the project,orthe complexityof the TemporaryWorks
demands, then the PD/PMshall appoint a TWS to assist the TWC in the supervision and
monitoring of the Temporary Works.

b) The appointment of any Temporary Works personnel shall be accompanied by a clear
definition of the roles and responsibilities of the position involved and the limits of
authority to be informed to the construction team.
c) Jaleel P. Abdu will appointed as Temporary Works Coordinator, refer to Appendix 1 for
the Appointment and Acceptance Letter.
4.2 Temporary Works Schedule/Register
a) The TWC in coordination with the TWD and Construction Managers shall establish and
maintain a schedule in accordance with– Temporary Works Schedule/Register.
b) The TWC shall maintain the up-to-date register of all items in Table 1 – Categories of
Design Check,class 0, 1, 2 or 3 temporaryworkson the projectwitheach itemclassified
as defined below.
TemporaryWorksRegistershall be preparedassoonas possible afterthe awardof the
contract, and as a minimum,the registerwill identifythe following:
i. Design brief number
ii. Short description of the temporary works
iii. Date required
iv. Timescale inwhichtheworksare tobe designed,fabricatedandinstalledtoallow
the progress of the works to be compliant with the main contract delivery
programme
v. Category of temporary works
vi. Designer
vii. Design checker
The purpose of the register is to ensure that each item of temporary works,whether in-
house or by a Subcontractor, is formally identified, designed, checked, installed,
maintained and dismantled as per company standards.
c) Where required by the classification of the Temporary Works and identified in the
schedule, the TWC shall provide details to the Technical Manager for outsourcing the
design to a TWD/ Independent design checker if such is not available in-house.
4.3 Temporary Works Scheme Concept

a) The PD/PM, TM and the Construction Manager shall decide and advise the TWC of any
requirements for Temporary Works, upon which the TWC shall assess the requirements
to determine the complexity of the required Temporary Works arrangement from Table
1 – Categories of Design Check and to determine the level of engineering design input
required.
b) When developing the scheme concept, the PD/PM, Construction Manager, the TM and
the Planning Manager shall take into account the permanent works scope, any stated
sequence of any construction, relevant statutory requirements and approvals, design
standards and Client/Client’s Representative requirements.
c) The Construction Managerwill initiate installationof temporaryfacilitieswithapproved
MSRA. He will providefacilitiesasperapprovedlayout,where theywill servethe project
adequatelyandresultinminimuminterferencewithperformance of the work.
4.4 Temporary Works Classification
a) The TWC shall categorize all TemporaryWorks requiredforthe completionof the Works
in accordance with the contents of Table 1 – Categories of Design Check.
b) For Temporary Works Category 0, the TWC and the Construction Manager ensures that
supervision team fully understands and takes account of the limitations of the Standard
Solutions, and that Temporary Works Category 0 will only be used in appropriate
circumstances.
c) For Temporary Works Category 1 to 3, the TWC and the Construction Manager shall
decide the best fit solution and determine the design and control measures that are
necessary.
d) When the chosen scheme concept requires a design brief, the TWC in liaison with the
ConstructionManagerand TM shall prepare a designbrief, whichshouldinclude butnot
limited to the following, and deliver the same to the proposed/appointed TWD:
i. Details of the organization/personnel involved in the design of the scheme and
their respective responsibilities.
ii. Appropriate drawings and specification of the permanent works.
iii. Statementof requirementfordesignof the TemporaryWorksinaccordance with
a particular standard or guidance document.
iv. Information on any significant risk associated with the design of the permanent
works.
v. Program for the construction of the permanent works.
vi. Program for the variousphasesof the design,designcheck,statutoryapprovals,
procurement and erection for the Temporary Works.

vii. The timing for the removal of the Temporary Works.
viii. Access to the permanent works from the Temporary Works.
ix. Access and any restrictions for erection, maintenance, and dismantling of the
Temporary Works.
x. Public access and/or protection for public (if applicable).
xi. Equipment and materials available for use in the Temporary Works.
xii. Proposals for any relocation/re-use of Temporary Works in staged works.
xiii. Environmental informationsuchaslocation,altitude,andtopographyof the site,
distance tonearestsea/watercourse,rainfall, waterlevelsandprevailingcurrent
velocities, as appropriate.
xiv. Site investigationdataandreportsrelatingtothe areasunderandadjacenttothe
temporary works, including the information on all underground and overhead
services.
xv. Limitations on the staged construction of the works.
xvi. Requirements for pre-cambering or residual camber.
xvii. Limitationsonthe positioningof loadsfrom temporaryworksover underground
services or adjacent to excavations or retaining walls forming part of the
permanent works.
xviii. Proposals for the protection of the Temporary Works, from an external force or
moving objects.
xix. Limitations imposed by various authorities in relation to working within or
adjacent to railways, highways, water courses etc.
xx. Any environmental constraints on site by the local authority or other body e.g.
noise limit to certain hours of the day.
xxi. Details of obstruction that may preclude or influence the positionof Temporary
Works.
4.5 Temporary Works Design
The following TW design categories meets BS 5975 standards and requirements.
a) Category0 - Standard Solutiondesignsprovidedbythe TWD /Manufactureror Suppliers
which is a basic design in accordance with the recommendations of relevant codes
accompanied by information covering layout, loading, limitation, tolerances with no
further calculations required.

b) Category1- The TWDidentifiestheconceptfromthe designbriefandpreparesthe design
usingsimplemethodsofanalysisandinaccordance withtherelevantstandards,supplier’s
technical literature or other reference publications.
c) Category 2 and 3 - The TWD identifies the conceptfrom the design brief and associated
information, the various loads that will act on the structure together with the
combinations in which they will be considered, and prepares a bespoke design suitable
for the situation.
d) Duringthe designstage,the TWD may seekclarificationoralteration/modificationof the
brief through submission of RFI or by requesting that the TWC convenes a clarification
meetingtoinclude all the necessarypartiesininvolvedwiththe supervisionanderection
of the Temporary Works.
e) Afterclarificationof all issuesandfinalizationof a designbrief,the TWDshall proceedto
provide the engineeredsolutionbypreparingappropriate calculations,specifications and
drawings/sketchestakingintoaccountthe recognizedengineeringprinciplesandspecific
requirements such as:
i. Foundations and site conditions/ preparation thereof.
ii. Position and orientation of components.
iii. Sequence of operations.
iv. Any significant risk associated with the design.
v. Installation, use and dismantling of Temporary Works.
vi. Compliance with the required standards and/or specifications or authority
requirement.
vii. Variability of materials’ and tolerances.
viii. Safety in erection and dismantling.
ix. Impacts and relevance to permanent works.
f) All Temporary Works design data and computations are clearly documented on either
calculation sheets (or consultant documentation) or computerized printouts and are
signed-off by the TWD.
4.6 Temporary Works Design Check
a) Where a design category requires that an independent/third party Temporary Works
Design is to be checked, all data (whether supported by a Standard Solution or by a
TemporaryWorkDesignBrief)shallbe submittedprogressivelytothe independentchecker
and to comply with BS 5975 design check requirements.

b) Aftercompletionof the TemporaryWorksDesignandpriortothe commencementof the
installationwork,theappointedindependent/thirdpartycheckershall verifythe concept,
adequacy, correctness and compliance with the requirements of the design brief. If the
design is deemed not to comply with any of the requirements, the design shall be
reviewed and amended accordingly, then resubmitted for another check.
c) Only when the design is compliant, and on the completion of the design check, the
independent/thirdpartycheckerandthe TWDsign-offaCertificateofDesignConformity,
endorsing that the design complies with the requirements of the design brief. The
certificate shallalsoincludethe drawing/sketches,specificationandmethodologythatare
part of the design.
d) The independent/thirdpartycheckershall submitthe designdocumentstothe TWC and
Construction Manager for installation of the Temporary Works.
4.7 Pre-installation/Erection of Temporary Works
a) It is the responsibility of the TWD and the TWC to define the installation/dismantling of
the works. Inspection and quality checking requirements are specified in the method
statement and/or HSE Risk Assessment documents.
b) Category0~1 - HSE RiskAssessmentandmethodstatementare producedby the TWC in
liaison with the Construction Manager prior to installation/erection works. Potential
hazards are identified with mitigation measures.
c) Category2~3 - Havingensuredthatthe designinformationisadequate,the TWCinliaison
with the Construction Manager prepares a comprehensive method statement for the
installation/erection and dismantling of the works.
d) Based on the method statement, the TWC in liaison with the ConstructionManager and
the TWD shall conductanHSE RiskAssessmentforall the identifiedrisksand/orpotential
hazards and include them in the method statement for submission.
e) ATC andits TWC will ensure MS&RA’sare produced andapprovedbyconsultant/client in
coordination/consultation with HSE team..
4.8 Installation/Erection, Dismantling, Supervision and Inspection of Temporary Works
a) During the installation/erection and dismantling of Temporary Works, the TWC ensures
that the design documentation, method statement and risk control measures are
followed.
b) Progressive inspections/checking are conducted by the TWC/TWS as specified in the
method statement and/or risk assessment.

c) For complex TemporaryWorksDesignorwhena TWS is employedtoassistthe TWC,the
TWS ensures that proper supervision and inspections are carried out.
d) If applicable, revised design/check certificate will be issued by the TWD and
independent/third party checker when significant changes are made on the design.
e) The TWC shall inform the Construction Manager and the TWD when discrepancy arises
between the existingsite conditions and the proposeddesign. Appropriate actions shall
be taken to correct the matter at the earliest opportunity.
f) Changesinthe requirementsof thedesignbrief shall berecordedinwritingwithreference
to the original design.
g) Installation/erectionof TemporaryWorksshallnotproceedwithoutthe issuedcertificates
from the TWD and independent/third party checker approving the revisions.
h) ATC will ensure all installation/erection/dismantling/modificationof TWsiscontrolledby
a PTW system. Implementation of Permit to Load-Flag system will be initiated
4.8.1 Weekly Inspections
a) In addition to the hold-point inspectionson the permits, formal inspections should be
undertaken once the temporary works are in service to ensure that they remain
compliant. The frequency should be agreed between the TWC and the TWD. Generally,
inspections should occur at minimum once in a week, but is dependent on the type,
location and risk.
b) All inspectionsshall be recordedandretainedinthe TemporaryWorks Registeror insitu
(i.e.scafftag,etc.).All defectsare tobe reportedimmediatelytothe line manager,orthe
TWC, rectified and re-tested/inspected. Inspections must include compliance to the
design.
4.8.2 Inspections Following Adverse Weather or other events
a) Inspectionsshall be undertaken immediately afterthe followingadverse weather,heavy
rain, high winds, etc., especially false works and scaffolds. As weekly inspections, these
must be recorded and retained in the temporary works file.
b) Inspections shall also be undertaken if the temporary works is damaged by vehicles,
altered or amended in any way whatsoever.
c) Afteranyadverse weatherconditions, all TWswill be re-inspectedandtaggedsafe forre-
use by the TWC in liaison with the CMand HSE team
4.9 Temporary Works Inspection
a) A final inspectionshallbe carriedoutbythe TWC or TWS to verifythatitisconstructedin
accordance withthe requirementsof the standard solutions/designandany subsequent

modifications using the reference provided in related Method of Statement and Risk
Assessment.
b) Once satisfied with the result of the Temporary Works inspection, TWC shall prepare a
reference finding reports.
4.10 Removal/Dismantling of Temporary Works
a) Priorto dismantlingof TemporaryWorks,the TWC or TWS shall conductan inspection to
ensure compliance of control measures identified in Risk Assessment. It will ensure that
the permanent works has sufficient strength to be self-supporting.
b) Once verifiedthatthe permanentstructure iscapable tobe self-supporting(i.e.achieving
byforexample,confirmingtheconcrete strength,orthatall structuralsteelworkelements
and connections are completed), the TWC shall enter in Temporary Works Register.
c) Construction Manager to follow the method statement and risk assessment during the
removal/dismantling of the Temporary Works.
4.11 Temporary Works Register and Records
a) Resultsof TemporaryWorksinspections,datesandtype of permitsissuedare recorded in
the Temporary Works Schedule/Register by the TWC or TWS.
b) Copies of the completed Temporary Works inspection records and Certificate of Design
Conformity to be retained by the Document Control for future reference.
4.12 Additional/ Miscellaneous Requirements
a) A centralizedpermitcontrol point (PTWControlRoom) shall beestablishedatsite which
will be managedbyaPTWCoordinatorfromHSEDepartment.The PTWCoordinatorwill
be responsible for the issuance/ closeout or revocation of all issued work permits.
b) PTW Control Roomshall be responsibleinissuingthe workpermitsforhazardouswork
(excavation,hotworks,etc.) andthe necessarycontrol measuresmustbe indicatedin
the Work Permit. The Work Permitshouldalsobe displayedatthe WorkArea. The
temporaryworksshall be verifiedpriortothe issuance of the relevantwork permitsat
specificworkareas.
c) The PTW Control Roomshall have anoverview of the live workpermitsupdatedona
dailybasisindicatedona large-scale drawingwithseparate floor/level plans.

4.13 Safety and other Requirements
ATCwill ensure approved/qualified/competentperson(s) inplacefortemporaryworksinaccordance
withContractRequirements/EXPO2020Assurance Standards,includingATCHSEPlan,WorkatHeight
and Fall Protection Plan and all legal obligations.
All TW relateddocuments suchasMS/RA,designs,permits towork will be approved by
Client/consultantpriorcommencementof the work.

Description and Scope a) Description: Thisplandescribesthemanagementof temporaryworksfromdesignconceptionthrough designanddevelopment,approval,construction,use andfinallyremoval.This planwillbe used to ensure that temporary works are delivered to site on schedule for use by the construction team in line with Arabtec, Expo2020 and statutory requirements. b) Scope: i. To ensure economical and safe design of temporary works installation and dismantling: ‒ To facilitate the construction of the permanent works. ‒ To protect/supportthe permanentworksduringconstructionuntilsuchtime thattheyhave gainedstrengthorcompletedsufficientlytoadopttheirdesign purpose, and ‒ To provide a safe meansof accessand methodsof workingforthe successful construction of the permanent works. ii. The procedure applies wherever temporary works of any description are involved at Public Realm in Concoursesand Arrivals Plazas Project and will be documented in the Temporary Works Register providedin APPENDIX A. This procedure applies also to all sub-contractors and/or vendors working within the site. 2. Glossary Temporary Works (TW) - Temporary Works is any temporary arrangement to construct the permanentworksorusedtosupportthepermanentworksduringitsconstructionand/oruntil such time that it becomes self-supporting. TemporaryWorkscan be eitherindustrystandarddesignsthatcoverarange of limitations,or a bespoke designtocovera site-specificsituation,howeverinbothcasesdesigncalculations are required to be produced to demonstrate the suitabilityof the chosen option in line with BS 5975. This definition applies to all temporary works on projects, including but not limited to: • Site accommodationandtemporarystructures,office gantriesandprotected walkways • Hoardings and external perimeter fencing and signage • Temporary roads, piling and crane mats, ramps, bridges and barriers

Temporary Works Designer (TWD) - is a qualified, experienced and competent person, generally a Civil or Structural Engineer responsible for preparing the engineering designfor the Temporary Work installations in accordance with project requirements. Temporary Works Checking Engineer (TWCH) - An engineer not involved with the original design and who is commissioned to check and accept the design or construction. Should be from Arabtec Technical Department or an independent 3rd party checker. Temporary WorksCoordinator(TWC) - isaqualified,experiencedand competentpersonwho co-ordinates the Design, Erection/installation, Loading, Maintenance and Dismantling of the temporary works. He assesses whether minor elements of temporary works are to be designed and certified in accordance with the procedure and keep records of all such assessments. The TWCmust be able to commissionanindependentcheckonthe Temporary Works before itissubjecttoload/strike butshouldnotbe the persondirectlyresponsiblefor design, erection, maintenance or dismantling of the Temporary Works. The Project Manager will be the defaulttemporary works coordinatoruntil such time as he appoint a temporary works coordinator. Temporary Works Supervisor (TWS) - is a competent person experienced in the erection of TemporaryWorks,responsible toassistthe TemporaryWorksCoordinatorinthe supervision of the Temporary Works installation, inspection and dismantling at site. He could be a Site Engineer or qualified Trades Foreman (Arabtec or subcontractor) appointed by the Construction / Project Manager and he is responsible to initiate the temporary work permit and reporting to the TWC. Also, his role coversthe full supervisionto the whole progress of construction and dismantling of temporary work. Temporary Work Permit– Permitfor Loading - Endorsementof the sectioninthe temporary worksinspectionformgivingpermission for the assembled design to carry the design load. Temporary Work Permit – Permit for Dismantling - Endorsement of the section in the temporary works inspection form giving permission for the temporary structure to be unloaded.

Special Temporary Works  Schemes which could endanger the lives of workers or public;  Schemes which affect the progress of the works;  Schemes which impose significant loads onto the permanent structure;  Schemes involving significant safety, third party, contractual or financial risks. Statutory Inspection - Formal inspections following procedures which are described in the building laws of Dubai Municipality (if required). Temporary Works Register -The TWC will maintainan up-to-date register of all the items of Temporary Works on the site with each item classified as defined on Temporary Works Schedule. Thepurposeof theregisteristoensure thateachitemof Temporary Workswhether originating within Arabtec or from Sub-contractor, is formally identified, designed and checked in accordance with Arabtec requirements. 3. Responsibilities The followingpersonnel have responsibilitiesmentionedinthisprocedure: ‒ Project Director/Project Manager (PD/PM) ‒ Construction Manager ‒ Technical Manager (TM) ‒ Technical Engineer (TE) ‒ Temporary Works Designer (TWD) ‒ Temporary Works Coordinator (TWC) ‒ Temporary Works Supervisor (TWS) 4. Procedure 4.1 Appointment of Temporary Works Personnel a) As early as practically possible after the contract award the PD/PM and the TM shall identifythe requiredTemporaryWorkstobe utilisedonthe project,andformallyappoint an experiencedTWC.If the size of the project,orthe complexityof the TemporaryWorks demands, then the PD/PMshall appoint a TWS to assist the TWC in the supervision and monitoring of the Temporary Works.

Abdu will appointed as Temporary Works Coordinator, refer to Appendix 1 for the Appointment and Acceptance Letter. 4.2 Temporary Works Schedule/Register a) The TWC in coordination with the TWD and Construction Managers shall establish and maintain a schedule in accordance with– Temporary Works Schedule/Register. b) The TWC shall maintain the up-to-date register of all items in Table 1 – Categories of Design Check,class 0, 1, 2 or 3 temporaryworkson the projectwitheach itemclassified as defined below. TemporaryWorksRegistershall be preparedassoonas possible afterthe awardof the contract, and as a minimum,the registerwill identifythe following: i. Design brief number ii. Short description of the temporary works iii. Date required iv. Timescale inwhichtheworksare tobe designed,fabricatedandinstalledtoallow the progress of the works to be compliant with the main contract delivery programme v. Category of temporary works vi. Designer vii. Design checker The purpose of the register is to ensure that each item of temporary works,whether in- house or by a Subcontractor, is formally identified, designed, checked, installed, maintained and dismantled as per company standards. c) Where required by the classification of the Temporary Works and identified in the schedule, the TWC shall provide details to the Technical Manager for outsourcing the design to a TWD/ Independent design checker if such is not available in-house. 4.3 Temporary Works Scheme Concept

    Temporary Works ManagementPlan Document No.: Date Issued: December 27, 2018 Revision No.: Page 8 of 26 a) The PD/PM, TM and the Construction Manager shall decide and advise the TWC of any requirements for Temporary Works, upon which the TWC shall assess the requirements to determine the complexity of the required Temporary Works arrangement from Table 1 – Categories of Design Check and to determine the level of engineering design input required. b) When developing the scheme concept, the PD/PM, Construction Manager, the TM and the Planning Manager shall take into account the permanent works scope, any stated sequence of any construction, relevant statutory requirements and approvals, design standards and Client/Client’s Representative requirements. c) The Construction Managerwill initiate installationof temporaryfacilitieswithapproved MSRA. He will providefacilitiesasperapprovedlayout,where theywill servethe project adequatelyandresultinminimuminterferencewithperformance of the work. 4.4 Temporary Works Classification a) The TWC shall categorize all TemporaryWorks requiredforthe completionof the Works in accordance with the contents of Table 1 – Categories of Design Check. b) For Temporary Works Category 0, the TWC and the Construction Manager ensures that supervision team fully understands and takes account of the limitations of the Standard Solutions, and that Temporary Works Category 0 will only be used in appropriate circumstances. c) For Temporary Works Category 1 to 3, the TWC and the Construction Manager shall decide the best fit solution and determine the design and control measures that are necessary. d) When the chosen scheme concept requires a design brief, the TWC in liaison with the ConstructionManagerand TM shall prepare a designbrief, whichshouldinclude butnot limited to the following, and deliver the same to the proposed/appointed TWD: i. Details of the organization/personnel involved in the design of the scheme and their respective responsibilities. ii. Appropriate drawings and specification of the permanent works. iii. Statementof requirementfordesignof the TemporaryWorksinaccordance with a particular standard or guidance document. iv. Information on any significant risk associated with the design of the permanent works. v. Program for the construction of the permanent works. vi. Program for the variousphasesof the design,designcheck,statutoryapprovals, procurement and erection for the Temporary Works.

Site investigationdataandreportsrelatingtothe areasunderandadjacenttothe temporary works, including the information on all underground and overhead services. xv. Limitations on the staged construction of the works. xvi. Requirements for pre-cambering or residual camber. xvii. Limitationsonthe positioningof loadsfrom temporaryworksover underground services or adjacent to excavations or retaining walls forming part of the permanent works. xviii. Proposals for the protection of the Temporary Works, from an external force or moving objects. xix. Limitations imposed by various authorities in relation to working within or adjacent to railways, highways, water courses etc. xx. Any environmental constraints on site by the local authority or other body e.g. noise limit to certain hours of the day. xxi. Details of obstruction that may preclude or influence the positionof Temporary Works. 4.5 Temporary Works Design The following TW design categories meets BS 5975 standards and requirements. a) Category0 - Standard Solutiondesignsprovidedbythe TWD /Manufactureror Suppliers which is a basic design in accordance with the recommendations of relevant codes accompanied by information covering layout, loading, limitation, tolerances with no further calculations required.

Foundations and site conditions/ preparation thereof. ii. Position and orientation of components. iii. Sequence of operations. iv. Any significant risk associated with the design. v. Installation, use and dismantling of Temporary Works. vi. Compliance with the required standards and/or specifications or authority requirement. vii. Variability of materials’ and tolerances. viii. Safety in erection and dismantling. ix. Impacts and relevance to permanent works. f) All Temporary Works design data and computations are clearly documented on either calculation sheets (or consultant documentation) or computerized printouts and are signed-off by the TWD. 4.6 Temporary Works Design Check a) Where a design category requires that an independent/third party Temporary Works Design is to be checked, all data (whether supported by a Standard Solution or by a TemporaryWorkDesignBrief)shallbe submittedprogressivelytothe independentchecker and to comply with BS 5975 design check requirements.

If the design is deemed not to comply with any of the requirements, the design shall be reviewed and amended accordingly, then resubmitted for another check. c) Only when the design is compliant, and on the completion of the design check, the independent/thirdpartycheckerandthe TWDsign-offaCertificateofDesignConformity, endorsing that the design complies with the requirements of the design brief. The certificate shallalsoincludethe drawing/sketches,specificationandmethodologythatare part of the design. d) The independent/thirdpartycheckershall submitthe designdocumentstothe TWC and Construction Manager for installation of the Temporary Works. 4.7 Pre-installation/Erection of Temporary Works a) It is the responsibility of the TWD and the TWC to define the installation/dismantling of the works. Inspection and quality checking requirements are specified in the method statement and/or HSE Risk Assessment documents. b) Category0~1 - HSE RiskAssessmentandmethodstatementare producedby the TWC in liaison with the Construction Manager prior to installation/erection works. Potential hazards are identified with mitigation measures. c) Category2~3 - Havingensuredthatthe designinformationisadequate,the TWCinliaison with the Construction Manager prepares a comprehensive method statement for the installation/erection and dismantling of the works. d) Based on the method statement, the TWC in liaison with the ConstructionManager and the TWD shall conductanHSE RiskAssessmentforall the identifiedrisksand/orpotential hazards and include them in the method statement for submission. e) ATC andits TWC will ensure MS&RA’sare produced andapprovedbyconsultant/client in coordination/consultation with HSE team.. 4.8 Installation/Erection, Dismantling, Supervision and Inspection of Temporary Works a) During the installation/erection and dismantling of Temporary Works, the TWC ensures that the design documentation, method statement and risk control measures are followed. b) Progressive inspections/checking are conducted by the TWC/TWS as specified in the method statement and/or risk assessment.

    Temporary Works ManagementPlan Document No.: Date Issued: December 27, 2018 Revision No.: Page 12 of 26 c) For complex TemporaryWorksDesignorwhena TWS is employedtoassistthe TWC,the TWS ensures that proper supervision and inspections are carried out. d) If applicable, revised design/check certificate will be issued by the TWD and independent/third party checker when significant changes are made on the design. e) The TWC shall inform the Construction Manager and the TWD when discrepancy arises between the existingsite conditions and the proposeddesign. Appropriate actions shall be taken to correct the matter at the earliest opportunity. f) Changesinthe requirementsof thedesignbrief shall berecordedinwritingwithreference to the original design. g) Installation/erectionof TemporaryWorksshallnotproceedwithoutthe issuedcertificates from the TWD and independent/third party checker approving the revisions. h) ATC will ensure all installation/erection/dismantling/modificationof TWsiscontrolledby a PTW system. Implementation of Permit to Load-Flag system will be initiated 4.8.1 Weekly Inspections a) In addition to the hold-point inspectionson the permits, formal inspections should be undertaken once the temporary works are in service to ensure that they remain compliant. The frequency should be agreed between the TWC and the TWD. Generally, inspections should occur at minimum once in a week, but is dependent on the type, location and risk. b) All inspectionsshall be recordedandretainedinthe TemporaryWorks Registeror insitu (i.e.scafftag,etc.).All defectsare tobe reportedimmediatelytothe line manager,orthe TWC, rectified and re-tested/inspected. Inspections must include compliance to the design. 4.8.2 Inspections Following Adverse Weather or other events a) Inspectionsshall be undertaken immediately afterthe followingadverse weather,heavy rain, high winds, etc., especially false works and scaffolds. As weekly inspections, these must be recorded and retained in the temporary works file. b) Inspections shall also be undertaken if the temporary works is damaged by vehicles, altered or amended in any way whatsoever. c) Afteranyadverse weatherconditions, all TWswill be re-inspectedandtaggedsafe forre- use by the TWC in liaison with the CMand HSE team 4.9 Temporary Works Inspection a) A final inspectionshallbe carriedoutbythe TWC or TWS to verifythatitisconstructedin accordance withthe requirementsof the standard solutions/designandany subsequent

    Temporary Works ManagementPlan Document No.: Date Issued: December 27, 2018 Revision No.: Page 13 of 26 modifications using the reference provided in related Method of Statement and Risk Assessment. b) Once satisfied with the result of the Temporary Works inspection, TWC shall prepare a reference finding reports. 4.10 Removal/Dismantling of Temporary Works a) Priorto dismantlingof TemporaryWorks,the TWC or TWS shall conductan inspection to ensure compliance of control measures identified in Risk Assessment. It will ensure that the permanent works has sufficient strength to be self-supporting. b) Once verifiedthatthe permanentstructure iscapable tobe self-supporting(i.e.achieving byforexample,confirmingtheconcrete strength,orthatall structuralsteelworkelements and connections are completed), the TWC shall enter in Temporary Works Register. c) Construction Manager to follow the method statement and risk assessment during the removal/dismantling of the Temporary Works. 4.11 Temporary Works Register and Records a) Resultsof TemporaryWorksinspections,datesandtype of permitsissuedare recorded in the Temporary Works Schedule/Register by the TWC or TWS. b) Copies of the completed Temporary Works inspection records and Certificate of Design Conformity to be retained by the Document Control for future reference. 4.12 Additional/ Miscellaneous Requirements a) A centralizedpermitcontrol point (PTWControlRoom) shall beestablishedatsite which will be managedbyaPTWCoordinatorfromHSEDepartment.The PTWCoordinatorwill be responsible for the issuance/ closeout or revocation of all issued work permits. b) PTW Control Roomshall be responsibleinissuingthe workpermitsforhazardouswork (excavation,hotworks,etc.) andthe necessarycontrol measuresmustbe indicatedin the Work Permit. The Work Permitshouldalsobe displayedatthe WorkArea. The temporaryworksshall be verifiedpriortothe issuance of the relevantwork permitsat specificworkareas. c) The PTW Control Roomshall have anoverview of the live workpermitsupdatedona dailybasisindicatedona large-scale drawingwithseparate floor/level plans.
