The session presented the outcomes of COP21, main challenges in implementing the Paris Agreement and implications for future policy priorities on climate. COP21 represents an important milestone in the international community’s fight against climate change, but the true measure of success will be in how countries implement the Paris Agreement to move to low-carbon growth. Meeting the ambition of the Paris Agreement will require effective policy alignment and cost-effective action to implement country emissions reduction commitments, and dynamism to ensure nationally determined contributions (NDCs) evolve to become more stringent over time. Governments will also need to undertake and strengthen adaptation measures to protect the most vulnerable, continue efforts to build greater transparency on progress towards NDCs and means of implementation, and scale-up climate finance resources, addressing residual methodological challenges on measuring, monitoring and tracking climate finance as they go.

Taxation plays a central role in promoting sustainable development, and developing countries face significant challenges in developing their tax capacities and mobilising domestic resources. Engagement of developing countries in the international tax agenda, including on BEPS, is therefore important, in particular to ensure they receive appropriate support to address the specific challenges they face.

Digitalisation has a wide range of implications for taxation, impacting tax policy and tax administration at both the domestic and international level. The Parliament of India is the highest legislative body that frames policies and laws. Policies and laws made by the Parliament have ramifications on the lives and livelihood of all persons in the country. Parliament meets for three sessions in a normal year. These three sessions are the Budget, Monsoon and Winter Sessions.
During the Budget session, the main role of the Parliament is to transact the financial business of the Government of India. The President of India lays the Annual Financial Statement (Budget) before both Houses of Parliament. After that, there is a general discussion of the statement as a whole in both Houses. This is a general discussion involving a review and criticism of the administration, and a valuation of the grievances of the people. No motion is moved at this stage nor is the budget submitted to vote.

4. Constitutional and legal issues hamper oversight
Seanad (upper House) cannot meet until 11 appointments by
Taoiseach (prime minister) who was elected by new Dáil – i.e.
caretaker Taoiseach cannot make these appointments.
No new legislation can be passed until a Taoiseach is officially
chosen by the new Dáil and appoints new Senators.
Dáil and Seanad must physically meet under Constitution – no
video conferences or virtual meetings. This means that they
will have to move to another venue to ensure physical
distancing (i.e. 2 metres) if all Members are to be together.
Only 28 People including Members & Parliamentary staff
allowed in current Chamber for debates.

Covid-19 Committee recently set-up. We will provide
specialist support –alonside the Library & Research Service -
where it fits with our remit. Currently considering their list of
topics and how we can support.

Future publications and work
8. Not ideal situation – various issues have made operating difficult
including:
70+ new members who have not had full on-site inductions
Hundreds of new Members’ staff not properly inducted – hired just before
or after ‘work from home’ order.
Members and their staff not set up for home working, unfamiliar with
Oireachtas systems and processes, do not have proper equipment to
connect to the network.
New software being rolled out e.g. Microsoft Teams (had planned to roll
out in 2020 taking 6 to 8 months – rolled out for Members and Staff over a
month each).
Issues with technology, connections, maintaining communications within
the PBO and with Members.
All online – no print materials – relying on email, website, etc.
Have run 3 online induction sessions for new Members and their staff on
“How the PBO can support you in your parliamentary work”.

9. Government just published the Stability Programme update for 2020
based on a one quarter of severe restrictions.
Revenue: – 18% or - €16 billion and Expenditure + 5.5% or ~ €5
billion compared to what was expected when Budget set in October
Deficit €23 billion + (recovery plan stimulus not included) – could
be up to €30 billion.
