ndia has had a fair share
of political happenings
that have resulted in a
‘rupture’ of sorts, in the
way the nation was being
led. The 90’s were tumul-
tuous times for the na-
tion when economy was at its low-
est, governments fell and social
structure was being shaken. But
perhaps, the biggest political hap-
pening, since Independence, was the
cold blooded murder of the first, and
till now the only
, female Prime Min-
ister of the nation - Indira Gandhi.
Since that day, 38 years ago, po-
litical commentators and observers
have argued about India that could
have been had Indira been alive;
simply because the years of work
that were put in to develop her as an
ideal ‘leader’ and not a ‘constitu-
tional post holder’ may not come to
pass again.
Known for her ability to take
hard decisions and to stand by
them, Indira left a grand legacy
to carry forward, a legacy which
was carried ahead, for a short
time, by her son, who groomed,
like his mother, young leaders
like current Rajasthan CM
Ashok Gehlot. Indira had huge
shoes to fill in for the Congress
and Gandhi family, but devoid
of Indira’s ‘guardianship’, the
current leadership of Congress
does not appear to be able to
carry forward the grand legacy
left by Indira. But while Indira
may have passed on, her ideolo-
gy and abilities are perhaps be-
ing displayed by Ashok
Gehlot, a three
time CM of
Rajasthan, who like her mentor
Indira, with whom he came in
contact in his twenties, is known
for running a ‘no-nonsense’ gov-
ernment and standing by the de-
cisions taken in public interest.
But what makes Indira relevant
even today is the fact that even after
38 years since her demise, Indira is
still ‘relevant’ in the current politi-
cal clime. In 1999, Indira Gandhi
was named “Woman of the Millen-
nium” in an online poll organised
by the BBC. In 2020, Gandhi was
named by Time magazine among
the world’s 100 powerful women
who defined the last century
. In fact,
such was her ‘influence’ that a
whole generation of female chil-
dren in Afghanistan was named
Indira!

OVER 78 DEAD AS CABLE BRIDGE COLLAPSES IN MORBI

Morbi: A major acci-
dent occurred due to
the breakdown of a ca-
ble bridge in Gujarat’s
Morbi, on Sunday. The
newly constructed ca-
ble bridge over the
Machhu river was
opened 3 days ago and
more than 78 died in the
tragedy. About 500 peo-
ple were present on the
bridge at the time of the
accident. All of them
were celebrating the
festival of Chhath.
Around 400 people are
feared drowned in the
canal in this accident.
Several ambulances
have reached the spot to
take the injured to the
hospital, rescue work is

GRATIA RESP FOR BEREAVED FAMILIES
PM Narendra Modi announced an ex-gratia of Rs 2 lakh
from the PMRF for the next of kin of each of those who
lost their lives in the bridge collapse in Gujarat’s Morbi.
The injured would be given Rs 50,000 each. ‘I express
my condolences to the families of the citizens who lost
their lives in the tragedy. The state government will
provide Rs 4 lakhs to the family of each deceased and
Rs 50,000 to the injured,’ said CM Bhupendra Patel.
About 500 people were present to celebrate the festival of Chhath when a cable bridge collapsed in the Machchhu river, in Morbi on
Sunday. More than 400 people feared drowned in the canal in this accident, the injured were soon taken to the neaby hospital.
I am deeply saddened by the
accident in Morbi. I have spoken to
Harsh Sanghavi, MoS for Home and
other officials of Gujarat in this matter. Local
administration is engaged in providing relief
work with full readiness, NDRF is also reach-
ing the spot soon. The administration has
been directed to provide immediate treatment

aircraft in Vadodara in
Gujarat. The joint ven-
ture of Airbus and Tata
Advanced Systems Lim-

40 C-295 military trans-
port planes at the facil-
ity as part of a Rs 22,000
crore deal to supply 56
such aircraft. The Rest

ing a businesswoman
by a familiar youth has
come to light in the city
.
Acquaintance raped
her after offering her an
intoxicated cold drink
in the hotel. The ac-
cused blackmailed her
with obscene videos
made in a state of un-
consciousness. He then
started raping her fre-
quently by threatening
to make videos viral.
The accused created
a fake account in her
name and uploaded ob-
scene photo videos on
Instagram. The victim
has lodged a report
against accused at Kar-
ni Vihar police station.
According to the police,
during the course of
business, victim got in
touch with accused at a
supplier. The accused
gained confidence of
victim and planned a
business-related meet-
ing where she was in-
toxicated, raped and
later filmed.

Education Dept is not
changing its system re-
garding fees and educa-
tion of unprivileged
children studying in
private schools. In such
a situation, not only are
the schools facing diffi-
culty, but due to minor
shortcomings, private
schools do not give ad-
mission. The reason is
that for every small de-
ficiency, the school’s
payment is stopped, and
school excludes such
students from the ad-
mission list, whose re-
cord has some lacking.
Usually, while mak-
ing Aadhaar card of
young children, family
members do not pay at-
tention to the name. For
example, if child’s
name is Ramaavatar
and Aadhaar card has
Ramavatar, child does
not get admission in a
private school under
RTE. Even if child is
admitted, his name is
removed from payment
list during physical ver-
ification. At present,
there are hundreds of
private schools in the
state, where students
are studying but gov-
ernment is not paying
their fees. Govt is sav-
ing money but private
schools are suffering.

Jaipur: A chain snatch-
ing incident has been
registered in the Bajaj
Nagar police station
area of the city. Three-
bike ridden miscreants
hit the two sisters on
the way with their bike
and fled away by snatch-
ing the chain. A case
was registered in the
police station on the
complaint of Vikram
Singh. First, the miscre-
ants tried to grab the
chain of one of the two
sisters. Falling on the
first attempt, after go-
ing a short distance, the
miscreants came back,
hit the sisters and broke
the chain and escaped.

Jaipur: A case of raping a girl in a hotel has come to
light in the city. She was raped by the acquaintance
in a state of unconsciousness. After raping the vic-
tim, the accused started blackmailing her by threat-
ening to make the obscene video viral. The victim
has lodged a report against accused acquaintance at
Shastri Nagar police station in the city. Police said
that victim was called for a meeting, the accused
took her to a Hotel  offered her an intoxicated cold
drink, while unconscious, accused raped her.
SWEEPER’S DAUGHTER TAKEN AWAY,
RAPED  OBSCENE VIDEO SHOT
Ajmer: A case of forcibly taking the daughter of a
female sweeper to clean the house and commit-
ting obscene acts has come to light. The victim’s
mother has given a complaint to the Christian Ganj
police station. The victim has blamed the accused
for taking objectionable photos of her minor
daughter and making them viral on social media.
Police is looking into the matter.

Kotputli: An Automat-
ed Teller Machine
(ATM) was uprooted
and Rs 15 lakh was
looted by miscreants
in Kotputli town of
Jaipur district on Sat-
urday night.
Police informed the
miscreants arrived in
two cars at an ATM of
Bank of India situated
on the national high-
way in Kotputli.
“The accused first
uprooted the ATM by
using a gas cutter,
loaded it into their car
and fled away. It took
only eight minutes for
the miscreants to com-
mit the crime,” police
officials said.
“Around Rs 11 lakhs
were already inside
the ATM till Saturday
afternoon. It was again
re-filled with Rs 5
lakhs on Saturday
evening. It is suspected
that the miscreants did
a recce and were aware
of the money being
loaded in the cash dis-
pensing machine.
Nearly Rs 15 lakhs

t’s no secret that
technology can be a
double-edged sword.
Nuclear technology
is a boon when it
comes to power and medicine
but that it can also destroy hu-
manity was demonstrated by
the US in Japan during the Sec-
ond World War. As advance-
ments are made in new technol-
ogies, what may have once
sounded fictional is now a real-
ity. Similar concerns now sur-
round new financial technolo-
gies like crowd funding, Inter-
net, social media and drones are
also proving to be a risk for hu-
manity with the growing risk of
terrorists misusing them. The
biggest fear is of these technolo-
gies, like the dark web, falling
into the hands of terrorists.
The danger becomes bigger
when countries provide safe ha-
ven to terrorists and even equip-
ping them to carry out their ne-
farious designs. There are also
countrieswhichblockanyaction
mooted against a terrorist or ter-
rorist organization. Until Paki-
stan and China see sense in not
protecting terrorists, UN’s coun-

mittee of experts headed by
Ranjana Desai, a retired Su-
preme Court judge, held its
first meeting in July. Guja-
rat’s announcement comes
just before Assembly elec-
tions with the obvious at-
tempt to consolidate Hindu
votes although the BJP has a
strong chance of romping
home in the state one more
time. Not ready to let BJP run
away with advantage, Arvind
Kejriwal has also demanded
the implementation of uni-
form civil code. The two
states are empowered to en-
act laws on succession and
family as these laws fall un-
der the concurrent list. Goa
is the only state to have a uni-
form civil code.
Implementing a uniform
civil code across the country,
however, is the prerogative
of Parliament. It was there
on the BJP’s election mani-
festo in 1998 and 2019 and a
Bill was proposed to be intro-
duced in Parliament in 2019
but the proposal was with-
drawn for making changes
amid protests from the Oppo-
sition. The Centre informed
the Supreme Court in Octo-
ber of matter being placed
before the Law Commission.
Article 44 of the Constitu-
tion, being one of Directive
Principles, allows UCC but
successive governments have
preferred religion-based civil
laws to avoid changes in the
personal laws of any commu-
nity. An attempt by the BJP
to bring about a uniform
civil law is strongly being op-
posed by the Muslim Person-
al Law Board. Despite Oppo-
sition the Central govern-
ment passed the Muslim
Women (Protection of Rights
on Marriage) Bill to end the
system of triple talaq.

he first legislation on the
subject of wildlife protection
was the Wild Birds Protec-
tion Act of 1887 – but as the
name suggests, it was limited
to possession and sale of
specified birds, as for exam-
ple the Great Indian Bustard
and certain varieties of ea-
gles and owls during the
breeding season. It was ex-
tended to include animals
like tigers and cheetahs in
1912, and the legislation was
called the Wild Birds and
Animals Protection Act.
However it should be noted
that the British Indian laws
were not applicable in the In-
dian states which occupied
half the territorial area of
the country at that time, and
in any case it was in these
states that ‘shikar’ had be-
come an important means to
curry favour with the British
Residents, Political agents
and senior functionaries of
the Raj. From 1935, forests,
and by implication wildlife
became were transferred to
the provincial list, and it was
not until the passage of the
1972 Wildlife Protection Act
that these were again
brought under the concur-
rent list .
While the generally ac-
cepted view is that the ex-
tinction of species like the
cheetah and the near decima-
tion of tiger, as well as In-
dia’s commitment to the
CITES, which was conceptu-
alised as early as 1963 led to
the passage of the Act, some
believe that this was the ‘last
nail in the coffin’ of the
princely states whose privy
purses had been
abolished earlier,
and who were the
only organized pa-
trons of ‘shikar’.
The Act provided
for the formation
of wildlife advi-
sory boards, wild-
life wardens, and
the preparation
of a comprehen-
sive list of the en-
dangered wildlife
of the country.
The Act prohib-
ited the hunting
and trading of
endangered spe-
cies and provid-
ed for licenses for the sale,
transfer, and possession of
some wildlife species besides
paving the way for the forma-
tion of the Central Zoo Au-
thority. The National Board
for Wildlife, an apex body,
chaired by the PM was con-
stituted as a statutory organ-
ization under the provisions
of this Act.
The next major fillip to the
legal regime for the protec-
tion of wildlife came with the
passage of the forty second
constitutional amendment
of 1976 . It introduce section
48A which directed the State
to protect and improve the
environment and safeguard
wildlife and forests. Of equal
significance was the inclu-
sion of wildlife protection
under Article 51A which in-
troduced the concept of fun-
damental duties for the peo-
ple of India. The protection
and and improvement of the
natural environment includ-
ing forests, lakes, rivers, and
wildlife and to have compas-
sion for living creatures was
included amongst fundamen-
tal duties .
In fact, Article 51A has
been called the Magna Carta
of animal rights in the coun-
try. This view was taken by
the Supreme Court when the

New Delhi (PTI): The Supreme Court is scheduled to
hear around 240 PILs, including a large batch of petitions
challenging the constitutional validity of the contentious
Citizenship (Amendment) Act (CAA), on Monday when it
would reopen after a nine-day Diwali vacation. A bench
comprising Chief Justice Uday Umesh Lalit and justices
S Ravindra Bhat and Bela M Trivedi has listed for hearing
as many as 232 petitions, mostly PILs, on October 31 on
the issue of CAA alone.
Bengaluru (PTI): The Karnataka High Court has quashed the
land acquisition process in Byadagi taluk of Haveri district
for widening a state highway. Allowing a batch of five peti-
tions filed by multiple owners, the HC held the state govt’s
amendment to Section 34 of the Right to Fair Compensation
and Transparency in Land Acquisition, Rehabilitation and
Resettlement (Karnataka) Rules, as invalid in respect of the
land acquisition process for these land owners.

its own space station
by 2035, the Indian
Space Research Or-
ganisation (ISRO) has
proposed to the indus-
try to collaborate with
it in developing a re-
usable rocket capable
of carrying heavier
payloads into orbit.
Dubbed as the Next-
Generation Launch
Vehicle (NGLV), ISRO
Chairman S Som-
anath said the space
agency was working
on the design of the
rocket and would like
the industry to col-
laborate with it in the
development.
“The intent is to
bring industry along
in the development
process. All the mon-
ey need not be invest-
ed by us. We want the
industry to invest to
create this rocket for
all of us,” Somanath
told PTI here.
He said the
rocket is
planned to
carry a 10
tonne pay-
load in the
Geosta-
tionary
Trans-
fer Or-
bit (GTO) or 20 tonnes
to the low earth orbit.
Another ISRO offi-
cial said the new rock-
et would be helpful as
India plans to have its
own space station by
2035 and was also eye-
ing deep space mis-
sions, human space
flights, cargo mis-
sions and putting
multiple communica-
tion satellites into or-
bit at the same time.
The NGLV is envi-
sioned as a simple, ro-

for bulk manufactur-
ing that will make
space transportation
more cost effective.

all set to witness a total lunar eclipse on November 8.
A lunar eclipse occurs during a full moon night, when
because of the alignment of the sun, the earth and

During this alignment, the moon passes through the
shadow region of the earth for some time. The lunar
eclipse in its totality will not be observed from every-
where. The beginning of the partial phase of the eclipse
will be seen from some countries of Latin America.
Srinagar (ANI): Elimination of foreign terrorists was
the main focus of the security forces during the current
year, Jammu and Kashmir’s Director General of Police,
Dilbag Singh said on Sunday. Speaking to reporters on

Police informed the
boy had a scuffle with
his younger brother

lier, both the Air Force
had done joint exercis-
es at Jodhpur Airbase
in 2014 and the then
Chief of Air Staff flew
in Rafale aircraft for
the first time. Only af-
ter that India’s deal to
buy the Rafale could go
ahead.
The last time in the
joint exercise was a dif-
ferent experience for
Indian airmen to learn
to fly in Rafale fighter
jets, but now Rafale has
joined the Indian Air
Force fleet. Because of
this, Indian pilots are
showing their stamina
this time with Rafale,
Sukhai Tejas and Jag-
uar and LCH.
This joint exercise
will continue till No-
vember 12 in Jodhpur.
The first six exercises
of the Garuda series
have been conducted
between the Air Force
of both countries,
three of them in India
and three in France.
During the exercise,
the pilots of both the
countries will share
their experiences with
each other.

purchased for Eid cele-
brations, the Bharatiya
Janata Party (BJP) is
buying MLAs to topple
elected governments in
states. He said the BJP
had pulled down gov-
ernments using money
power in Arunachal
Pradesh, Karnataka,
Madhya Pradesh and
Chhattisgarh, and had
unsuccessfully tried to
unseat him as well in
Rajasthan, an apparent
reference to the tur-
moil when Gehlot was
set to fight the Congress
presidential polls.
He was speaking at a
rally in Khedbrahma
town of Sabarkantha
district in Gujarat,
where Assembly elec-
tions are due by the end
of the year.
CM Gehlot on Sun-
day said that the Con-
gress will fulfill every
promise made after
forming the govt in Gu-
jarat.
He said that the Con-
gress manifesto is like-
ly to be declared on 8th.
“We will provide free
treatment to all in Guja-
rat and every person
will be provided insur-
ance cover of Rs 10
lakh, 300 units of elec-
tricity will be provided
free and gas cylinders
will be available for 500
rupees,” he said during
the election rally in Ba-
naskantha.
He said that the Con-
gress will remove all
the shortcomings in
Gujarat after forming
the government and the
Rajasthan model will
be implemented.
The youths are not
getting jobs in Gujarat
while in Rajasthan, 3
lakh youths have been
given government jobs
and Contractual work-
ers are being made per-
manent, Gehlot said.

ness Allowance at the
rate of 396% will be pay-
able to the state and
work-charged employ-
ees and pensioners
working under the 5th
Pay Commission in the
state instead of 381% as
CM Ashok Gehlot has
approved the revision
of DA for the state em-
ployees and work-
charged employees.
Similarly
, DA at the
rate of 212% will be pay-
able to state and work-
charged employees and
pensioners working un-
der the 6th Pay Commis-
sion instead of 203%. It
is noteworthy that the
state govt revises DA as
per the DA given by the
Central Government.
In this sequence, the

for the night. On Nov 1, he will visit Mangarh Dham
in Banswara, and will attend the programme or-
ganised by the Central Govt to pay tributes to tribal
martyrs. After the function is over, Gehlot will reach
Udaipur where he will meet the party workers. In
the evening, he will reach Pushkar in Ajmer and
will inaugurate the Pushkar fair. Preps for the fair
have been going on for the past several days.

The 90’s were tumul- tuous times for the na- tion when economy was at its low- est, governments fell and social structure was being shaken. But perhaps, the biggest political hap- pening, since Independence, was the cold blooded murder of the first, and till now the only , female Prime Min- ister of the nation - Indira Gandhi. Since that day, 38 years ago, po- litical commentators and observers have argued about India that could have been had Indira been alive; simply because the years of work that were put in to develop her as an ideal ‘leader’ and not a ‘constitu- tional post holder’ may not come to pass again. Known for her ability to take hard decisions and to stand by them, Indira left a grand legacy to carry forward, a legacy which was carried ahead, for a short time, by her son, who groomed, like his mother, young leaders like current Rajasthan CM Ashok Gehlot. Indira had huge shoes to fill in for the Congress and Gandhi family, but devoid of Indira’s ‘guardianship’, the current leadership of Congress does not appear to be able to carry forward the grand legacy left by Indira. But while Indira may have passed on, her ideolo- gy and abilities are perhaps be- ing displayed by Ashok Gehlot, a three time CM of Rajasthan, who like her mentor Indira, with whom he came in contact in his twenties, is known for running a ‘no-nonsense’ gov- ernment and standing by the de- cisions taken in public interest. But what makes Indira relevant even today is the fact that even after 38 years since her demise, Indira is still ‘relevant’ in the current politi- cal clime. In 1999, Indira Gandhi was named “Woman of the Millen- nium” in an online poll organised by the BBC. In 2020, Gandhi was named by Time magazine among the world’s 100 powerful women who defined the last century . In fact, such was her ‘influence’ that a whole generation of female chil- dren in Afghanistan was named Indira! On her 38th death anniversary, First India remembers the ‘Iron Lady of India’! The newly constructed ca- ble bridge over the Machhu river was opened 3 days ago and more than 78 died in the tragedy. About 500 peo- ple were present on the bridge at the time of the accident. All of them were celebrating the festival of Chhath. Around 400 people are feared drowned in the canal in this accident. Several ambulances have reached the spot to take the injured to the hospital, rescue work is going on.   • 6. First India Bureau Kotputli: An Automat- ed Teller Machine (ATM) was uprooted and Rs 15 lakh was looted by miscreants in Kotputli town of Jaipur district on Sat- urday night. Police informed the miscreants arrived in two cars at an ATM of Bank of India situated on the national high- way in Kotputli. “The accused first uprooted the ATM by using a gas cutter, loaded it into their car and fled away. It took only eight minutes for the miscreants to com- mit the crime,” police officials said. “Around Rs 11 lakhs were already inside the ATM till Saturday afternoon. It was again re-filled with Rs 5 lakhs on Saturday evening. It is suspected that the miscreants did a recce and were aware of the money being loaded in the cash dis- pensing machine. Nearly Rs 15 lakhs were looted by the mis- creants. The incident was captured on CCTV and the miscreants are being searched based on footage and car numbers,” police add- ed. Barricading was done in the area, how- ever, the accused are yet to be arrested. Dubbed as the Next- Generation Launch Vehicle (NGLV), ISRO Chairman S Som- anath said the space agency was working on the design of the rocket and would like the industry to col- laborate with it in the development. “The intent is to bring industry along in the development process. All the mon- ey need not be invest- ed by us. We want the industry to invest to create this rocket for all of us,” Somanath told PTI here. He said the rocket is planned to carry a 10 tonne pay- load in the Geosta- tionary Trans- fer Or- bit (GTO) or 20 tonnes to the low earth orbit. Another ISRO offi- cial said the new rock- et would be helpful as India plans to have its own space station by 2035 and was also eye- ing deep space mis- sions, human space flights, cargo mis- sions and putting multiple communica- tion satellites into or- bit at the same time. The Indian and French Air Force are learning new tricks of warfare by sharing their experi- ences with each other by flying in these air- craft in joint exercise “Garuda”. Indian pi- lots are showing their power in Rafale. A con- tingent of 220 French soldiers along with four Rafale fighter jets and a multi-role tanker transport is practicing with the Indian Air Force in Jodhpur. Ear- lier, both the Air Force had done joint exercis- es at Jodhpur Airbase in 2014 and the then Chief of Air Staff flew in Rafale aircraft for the first time. Only af- ter that India’s deal to buy the Rafale could go ahead. The last time in the joint exercise was a dif- ferent experience for Indian airmen to learn to fly in Rafale fighter jets, but now Rafale has joined the Indian Air Force fleet. Because of this, Indian pilots are showing their stamina this time with Rafale, Sukhai Tejas and Jag- uar and LCH. This joint exercise will continue till No- vember 12 in Jodhpur. The first six exercises of the Garuda series have been conducted between the Air Force of both countries, three of them in India and three in France. During the exercise, the pilots of both the countries will share their experiences with each other. Indo-French Air Force warriors are jointly practising in Jodhpur.
