campaign, Centre has
changed the National
Flag Code and has
allowed 24x7 use of
tricolour.
The decision came as
the government is go-
ing to launch a ‘Har
Ghar Tiranga’ (hoisting
of flag in every home)
from August 13 to 15 as
part of ‘Azadi Ka Amrit
Mahotsav’.
In a letter to secretar-
ies of all Central minis-
tries and departments,
Union Home Secretary
Ajay Bhalla has said
the display, hoisting
and use of the Indian
national flag is gov-
erned by the Flag Code
of India, 2002 and the
Prevention of Insults
to National Honour
Act, 1971.
The Flag Code of In-
dia, 2002 has been fur-
ther amended through
an order on July, 20,
2022 and clause (xi) of
paragraph 2.2 of Part-II
of the Flag Code of In-
dia, 2002 shall now be
read as under:- (xi)
“where the Flag is dis-
played in open or dis-
played on the house of
a member of public, it
may be flown day and
night”.
Earlier, the tricolour
is allowed to be flown
from sunrise to sunset,
irrespective of weather
conditions.
Similarly, paragraph
1.2 of Part-I of the Flag
Code of India, 2002 shall
now be read as under:
1.2. “The National Flag
shall be made of hand
spun and hand woven
or machine made, cot-
ton/ polyester/ wool/
silk khadi bunting.”
Earlier machine made
and polyester flags were
not allowed to be used.
The ‘Har Ghar Tiran-
ga’ campaign has been
launched to encourage
the citizens to hoist the
national flag in their
homes from August 13
to 15.

New Delhi: Delhi on
Sunday reported its
first monkeypox case as
a 31-year-old man with
no foreign travel history
was diagnosed with the
disease. This is the
fourth monkeypox case
reported in India with
the previous three cases
being reported from
Kerala. The man had at-
tended a party in Mana-
li in Himachal Pradesh
recently
, an official said.
The West Delhi resi-
dent was hospitalised
with symptoms of the
disease three days
ago, it said, adding
that his samples were
sent to the National
Institute of Virology
on Saturday.

to win a medal at World Athlet-
ics Championships on early
Sunday morning (IST). He reg-
istered a throw of 88.13m in the
final to bring home the silver
medal, ending the nation’s wait
for a medal since Anju Bobby
George claimed bronze medal
in the 2003 edition of games for
her performance in long jump.
Neeraj Chopra tried his best
but failed to beat Anderson Pe-
ters, who breached 90m-mark.
I am very happy to have won silver medal, the country’s first medal in the World Athletics
Championships after 19 years, I will take it. World Championships is even tougher than
Olympics, its record is higher than that of Olympics. I have won gold at all levels except

The Union ministry
of health and family wel-
fare on Sunday said a
high-level review meet-
ing on the monkeypox
disease was being held
by the Directorate Gen-
eral of Health Services
(DGHS) with NCDC and
ICMR with the detection
of 4th case of the virus
in the country. “Further
public health interven-
tions like identifica-
tion of the source of
infection, enhanced
contact tracing, testing
sensitisation of private

CERTIFICATE COURSE ON PATENT LAWS IN DU SOON
FOR 1ST TIME
New Delhi (PTI): The
Delhi University is
planning to start a cer-
tificate course on pat-
ent laws to help stu-
dents to make their re-
search a “tangible”
product and give them
basic knowledge about
filing for patents.
This would be the
first time that such a
course would be offered
at the varsity
.
The varsity has con-
stituted a committee for
framing the syllabus
and other modalities for
a course on patent laws.
A patent is a type of
intellectual property
that gives its owner the
legal right to exclude
others from making, us-
ing, or selling an inven-
tion. The newly-consti-
tuted committee is
headed by Daman Salu-
ja, Professor at Medical
Biotechnology Labora-
tory, DU’s B R Ambed-
kar Center for Biomedi-
cal Research.
Saluja said the course
will help the students
understand what
should be kept in mind
while filing for a patent,
as many students are
not aware of what is pa-
tentable & what is not.
Thecertificatecourse
will likely be a three-
four month programme
during which the stu-
dents will be taught ba-
sics about patent laws
and what to take care of
while filing for the pat-
ent, Saluja said.

Environment Minister
Gopal Rai on Sunday al-
leged that the Centre
hijacked an event of the
Arvind Kejriwal gov-
ernment at the Asola
Bhatti Wildlife Sanctu-

Prime Minister Naren-
dra Modi at the venue
last (Saturday) night.
He said Delhi CM

down,” Rai alleged at a
press conference here.
The Delhi Police
warned of action if the
banners carrying pic-
tures of PM Modi were
removed. They threat-
ened the officers in-
volved in the prepara-
tion to step back, while
the banners belonging
to the AAP government
were torn down, he
claimed.
The lieutenant gover-
nor and the CM were
supposed to attend the
event and all prepara-
tions had been made, he
said.
“An event of the Ke-
jriwal government has
been turned into a po-
litical event of PM Modi
and he was not even go-
ing to attend it... Follow-
ing the incident, the
Delhi CM and I have
now decided not to par-
ticipate in the pro-
gramme,” he said.
Rai said that attempts
are being made to ma-
lign the Delhi govern-
ment and alleged that
Satyendar Jain was ar-
rested on “frivolous
charges”, and a conspir-
acy is now being
hatched to arrest Depu-
ty CM Manish Sisodia.

20-year-old man died
while six members of his
family were rescued as
a three-storey building
collapsed in northeast
Delhi’s Mustafabad
area on Sunday, police
said. The incident was
reported at around 5 am
and three fire tenders
were rushed to the spot,
said Atul Garg, Director,
Delhi Fire Service. Police
pulled out Suleman (45),
his wife Shabnam (40),
daughters Shabnur (22)
and Labiya (20) and
his sons Sufhiyan (20),
Faizan (17) and Arshiyal
(15) from the debris.
Sufhiyan was pulled
out with great difficulty
and rushed to a hospital
where he was declared
as brought dead, a senior
police officer said.

electricity up to 300
units per month if vot-
ed to power in the As-
sembly elections due

Isolation ward set

ported in India. Asking

CISCE class 12 exam
with a score of 99.75 per
cent, according to re-

been shared by 58 candi-
dates who scored 99.50

The pass percentage
in the exams stood at
99.52 per cent with girls

and high fever.
The virus has spread rap-
idly in several countries in a

at the WHO. It expects na-

reported from 75 countries.
While more cases have oc-
curred in Europe, 73 deaths
have been reported from Af-
rica since the start of 2022.
Outside Africa the virus, like
in early HIV cases, has been
found among homosexuals.

In the last decade, Brazil
has constructed and distrib-
uted 4.5 million homes un-
der Minha Casa Minha
Vida (my house, my life).
Likewise, from 2015, Indone-
sia started an annual One
Million Houses programme
for low-income families tar-
geting 10 million homes till
2025. Today, over 80 per cent
of Singaporeans inhabit pub-
lic residential developments,
ranging from studio units to
executive condominium. The
housing estates are carefully
designed to ensure integra-
tion of all age groups, income
classes and ethnicities. This
can be achieved with mixed-
income housing with access
to high-quality public trans-
port, education and social
spaces to meet and socialise.
Therefore, from a policy
perspective, given India’s un-
met housing needs, growing
rate of urbanisation, in-
creased opportunities in the
informal and self-employed
sector,andzerocapitalbaseof
thenewmigrants,Indianeeds
to embark on the social hous-
ing model. And as a start, the
targetshouldbetoestablish50
million housing units com-
prising of one, two or three
roomsoverthenextfiveyears.
If Indonesia can target one
million homes per year, India
can easily do ten million per
year. After all their GDP is
around 1.42 trillion US$, and
ours at 3.3 trillion US$ is more
than double of theirs. These
may be augmented with dor-
mitories for workers and stu-
dentsinindustrialestatesand
other urban areas. Such hous-
ing — owned by the govern-
ment, usually the municipal
body —or the state Housing
Corporation, or a JV with
HUDCO - could rent out all
kindsof housing;fromdormi-
tories to one, two or three-bed-
room houses. Typically
, social
housingrentsareaboutthirty
percent of the household’s
monthlyincome,anditshould
be linked to the Minimum
wages and the CPI, so that
there is no freeze. Rents must
increase with incomes, and
this may also incentivize the
private sector to set up hous-
ing projects. Besides provid-
ingameasureof socialprotec-
tiontomillionsof low-income
households,theboominsocial
housing will also provide a fil-
lip to economic growth. An-
other option is to mobilize the
stakeholders to establish
housing co-operatives which
could access long term (pen-
sion) funds for a twenty-to-
thirty-year tenure.
The question is: Do we fol-
low an incremental path, or
do we look at technology in-
terventions? Fortuitously
, the
PMAY also announced a glob-
al challenge- the Light House
Project (LHP) for construc-
tion of a thousand flats in a
timeperiodof oneyearwithin
anaffordablepricerange.The
competitive edge of the LHP
is that it is earthquake resist-
ant, environment friendly
, du-
rable, and prefabricated with
adequate provision for air,
light, water and can be com-
pleted in a year’s time. Each
LHP has provision for inter-
nal roads, pathways, common
green area, boundary wall,
watersupply
,sewerage,drain-
age, rainwater harvesting,
solar lighting, external elec-
trification. They are in com-
pliance with the dimensional
requirements laid down in
NationalBuildingCode(NBC)
2016 with good aesthetics,
proper ventilation and orien-
tation, as per the climatic con-
ditions of the location.
Currently
, the Light House
Projectsarebeingimplement-
ed in Agartala (Tripura),
Ranchi (Jharkhand), Luc-
know (Uttar Pradesh), Indore
(Madhya Pradesh), Rajkot
(Gujarat) and Chennai (Tamil
Nadu). The technologies used
in each of the LHPs is differ-
ent – and this will also give
the other state governments,
municipal bodies, and the
corporate sector an idea of
what design works in which
habitat.Undertheproject,the
houses being built in Indore
will not have brick and mor-
tar walls, but a prefabricated
sandwich panel system. In
Rajkot French technology
, in-
volving the use of monolithic
concrete is to be used, while
Lucknow has opted for Cana-
dian technology with prefab-
ricated walls. The technology
of steel frames is to be used in
Agartala. This technology
has been sourced from New
Zealand. In Chennai, Fin-
land’s and America’s precast
concrete system will be used.

Two more held in Lulu Mall
namaz row; total 7 arrested
Lucknow: Uttar
Pradesh Police on Sun-
day held two more per-
sons in connection with
the “unauthorised” of-
fering of namaz at a
shopping mall here, tak-
ing the total number of
arrests to seven.
The arrests have
been made after Adity-
anath Monday directed
the administration to

Gonda (PTI ): A case has
been registered against
five persons under the
Prevention of Cow Slaugh-
ter Act in Gonda district,
a police officer said on
Sunday. ASP Shivraj said
a calf, tied at the door of
Pushpa Devi of Barbatpur
village, had gone missing
about a month ago. It was
learned that with the con-
nivance of some people
of the Alipur village, had
stolen the calf.
Gonda (PTI): A three-year-old girl was allegedly raped
by a teenage boy in a village in Wazirganj area here,
police said on Sunday. A 13-year-old boy took the girl to
a secluded place on Saturday and raped her, the victim’s
mother alleged in her complaint, police said. Additional

was produced before the Juvenile Justice Board from

More women enter auto manufacturing
New Delhi (PTI): Women
are storming the male bas-
tion in automotive manu-
facturing harder as firms
like Tata Motors, MG Mo-
tor, Hero MotoCorp and
Bajaj Auto accelerate the
drive for gender diversity
at shop floors.
Tata Motors, which cur-
rently has over 3,000 wom-
en operating on its shop
floors across its six plants
in India in different roles
for production of a range
of vehicles from small pas-
senger cars to heavy com-
mercial vehicles, plans to
add even more women in
its factory workforce.
Similarly, MG Motor In-
dia plans to achieve a gen-
der-balanced workforce
wherein women would ac-
count for 50% of its overall
workforce, including in fac-
tories, by December 2023.
Currently, women com-
prise 34% of the company’s
factory workforce of 2,000
at Halol plant, in Gujarat.
Hero MotoCorp has over
1,500 women employees
with a diversity ratio of
9.3% at the end of 2021-22
and it aims to substantially
increase it in the near fu-
ture.
Another Indian automo-
tive firm, Bajaj Auto which
has an all-women line of
manufacturing high-end

Tax (GST), retail inflation in India varies widely across states as
differences in local levies and supply
chain efficacy distort consumer prices.
The Consumer Price Index (CPI)-based
inflation rate for the month of June was
as high as 10.5% in Telangana and as
low as 4.7% in Bihar, while the national
average stood at 7%. The difference
in inflation, according to experts, can
be attributed to factors like transport costs, tax policies of state

rupee may further depreci-
ate to 82 to a dollar in the
near term due to widening
of trade deficit and expect-
ed aggressive rate hike by
the US Fed later this week
to tame record high infla-
tion, economists said.
There is widespread
speculation that the US Fed
in its July 26-27 meeting
may increase the interest
rate by 50-75 basis points,
which could result in flight
of capital from emerging
nations like India. With
dollar outflow and elevated
level of crude oil prices,
the rupee would see fur-
ther depreciation.
Economists are of the
opinion that the rupee af-
ter touching a life-time low
may settle around 78 to a
dollar by March next year
with stability around crude
oil prices and likely im-
provement in geopolitical
situation.
“Overall what we had as-
sessed is that the rupee
could settle somewhere
around 79 to a dollar. That
will be the average price
for the entire year...In the
current depreciating cycle,
the rupee may fall to over
81/$ in the current politi-
cal situation,” India Rat-
ings  Research principal
economist Sunil Kumar
Sinha said.
Amidst a rebound in
crude oil prices and the ex-
pectation that the US dollar
will remain relatively
strong in the immediate
term, ICRA expects the ru-
pee may weaken to 81/$ in
Q2 FY2023.
“Subsequently, global
sentiment and the direc-
tion of foreign portfolio
investment (FPI) flows
will determine if the In-
dian rupee continues to
depreciate in the remain-
der of the year, or if US
recession fears eventually
arrest the dollar strength,”
ICRA Chief Economist
Aditi Nayar said.
According to Nomura,
the rupee may see 82 level
during the July-Sept quar-
ter due to multiple head-
winds including weaken-
ing India BoP dynamics
and Fed hikes during the
year. Crisil expects the ru-
pee to be under pressure in
the near term and the ru-
pee-dollar exchange rate
will remain volatile with
depreciation bias in the
near-term due to widening
of the trade deficit, FPI
outflows, and strengthen-
ing of the US dollar index
owing to rate hikes by the
US Fed and safe-haven de-
mand for the dollar amid
geopolitical risks.

GST on essential items
after states sought levy
New Delhi (PTI): GST on
pre-packaged goods/ food
packets was levied after
some states gave feedback
of losing revenues they pre-
viously earned from levy of
VAT on food items, a top
government official said.
The decision to levy the
tax, which came into effect
from July 18, is not that of
the Union government but
of the GST Council. It was
considered by the Fitment
Committee that has offic-
ers of some states and the
centre.
It was also recommend-
ed by a group of ministers
(GOM) consisting of minis-
ter representatives of some
states and finally by the
GST council, Revenue Sec-
retary Tarun Bajaj said.
In all, the GST Council,
the new constitutional
mechanism in the country
for taking decisions on
GST, took a consensus view
on levy of the tax, he said.
The panel, which is head-
ed by the Union Finance
Minister and comprises
representatives of all states
and union territories, takes
decisions when everyone is
onboard, he said.

curd/lassi when sold loose
and not pre-packed or pre-
labelled will not attract
any GST.
The comments come
against the backdrop of op-
position parties led by the
Congress stalling function-
ing of Parliament in the
first week of the monsoon
session over levying of
GST on daily use items and
other issues.
“Before GST came into
place (on July 1, 2017) dur-
ing the VAT regime, this
(tax on essentials) was
there in many states. States
were getting revenue (from
levying VAT on food items).
Once in 2017, this new GST
regime came, it was envis-
aged that this would con-
tinue but it was levied only
on branded products when
rules and circulars came
out,” Bajaj said.
WHO TOOK THE
DECISION?
 The decision to levy the tax,
which came into effect from
July 18, is not that of the Union
govt but of the GST Council. It
was considered by the Fitment
Committee that has officers of
some states and the centre.
 It was also recommended
by a group of ministers
consisting of minister
representatives of some states
states  finally by GST council.
 The GST Council took a
consensus view on levy of the
tax, Revenue Secretary Tarun
Bajaj said.

ever tax collection of `14.09
lakh crore in the fiscal year
ended March 31, 2022 due to
streamlining of policies
and processes that eased
compliance for taxpayers.
“However, we cannot
rest on our laurels and
need to keep working hard
to maintain this momen-
tum,” he said. “Prompt re-
dressal of taxpayers’ griev-
ances in the true spirit of
the Taxpayers’ Charter
shall remain a top priority
area.”

section of the highway
is built at a cost of Rs

“This highway section,
which is replete with
various features like
greenfield bypass, big
bridge, railway flyover
as well as vehicular un-
derpass, overpass, bus
shelter on both sides,
will eliminate the traf-
fic problem in the area
and will prove crucial
to ensure smooth and
safe traffic for the citi-
zens.”
The Minister also in-
formed the four-laning
of the Savner – Dhape-
wada – Goundakhairi
section will provide bet-
ter connectivity to the
pilgrims to the famous
Ganesha Temple at
Adasa and the Vitthal-
Rukmini Temple at
Dhapewada in the area.
He said the new
4-lane bridge over the
Chandrabhaga river
will relieve traffic jams
in Dhapewada and
make travel safer. It

jor breakthrough, Har-
yana Police has arrest-
ed two most wanted
criminals carrying a
collective reward of Rs
85,000. Those arrested
include one carrying
Rs 60,000 bounty and
one other with a re-
ward of Rs 25,000.
Giving this informa-
tion here today, the
Haryana Police spokes-
person informed that
in the first operation, a
police team in Rohtak
district had received
specific inputs that a
criminal wanted by the
Rohtak, Jind, Guru-
gram and Hisar Police
was roaming in Baha-
durgarh area with an
intention to commit a
crime. Acting swiftly,
the police immediately
raided the location and
arrested most-wanted
identified as Lokesh
aka Gogi, a resident of
Sheetal Nagar, Rohtak.
While cash reward
of Rs 10,000 was an-
nounced on him by
Rohtak Police and
Rs50,000 by Jind Police.
The accused had al-
ready been arrested in
two cases of attempt to
murder and one of
murder registered in
district Rohtak. Apart
from this, he had been
arrested in 2020 for
possessing illegal arms
in Gohana. He ab-
sconded after coming
out on bail. He was
wanted in 8 cases in-
cluding that of murder,

down, a most wanted
criminal absconding

was arrested from Bhi-
wani district. Carrying

Patna (PTI): The politi-
cal temperature in Bi-
har is set to soar over
the next weekend when
Union Home Minister
Amit Shah and BJP na-
tional president J P Na-
dda arrive in the state
capital to address a two-
day joint convention of
the party’s ‘morchas’.
State president San-
jay Jaiswal and co-in
charge for Bihar Harish
Dwivedi said at a joint
press conference that
Nadda will be setting
the tone on the inaugu-
ral day on July 30, while
Shah will wrap up the
function a day later.
“Nadda will reach the
venue, Gyan Bhavan,
leading a roadshow from
the statue of Ambedkar
near the high court. It is
a historic and proud mo-
ment for the Bihar unit
as the state has been cho-
sen for holding the first-

tional project status to
Eastern Rajasthan Ca-
nal Project, Chief Min-
ister Ashok Gehlot on
Sunday said that the
project is very impor-
tant for ensuring wa-
ter availability in 13
districts of the state.
He said that ERCP
would be declared a na-
tional project only
with the efforts of all
the parties.
Gehlot called an all-
party meeting on the
ERCP issue at the CMR
which was skipped by
former CM Vasundhara
Raje, leader of opposi-
tion Gulab Chand Ka-
taria and BJP state pres-
ident Satish Poonia.
Targeting Raje for
skipping the meeting,
he said that earlier she
was ready to attend the
meeting but later she
refused. He also ques-
tioned whether a yatra
was important for Sat-
ish Poonia or the meet-
ing on ERCP. Poonia is
on a two-day yatra in
Vagad region.
“I blame Vasundhara
ji, she did not come to
thismeeting.Youtellher
that we are working to
carry forward her plan.
Vasundhara ji should
come and give thanks,”
he told BJP leaders at-
tending the meeting.
“If the Prime Minis-
ter has said anything,
then it is our duty to
fulfill it,” he said.

AZADI KA AMRIT MAHOTSAV CHANGING FLAG CODE AHEAD OF HAR GHAR TIRANGA CAMPAIGN, CENTRE ALLOWS 24X7 USE OF TRICOLOUR First India Buraeu New Delhi: Ahead of of Har Ghar Tiranga campaign, Centre has changed the National Flag Code and has allowed 24x7 use of tricolour. The decision came as the government is go- ing to launch a ‘Har Ghar Tiranga’ (hoisting of flag in every home) from August 13 to 15 as part of ‘Azadi Ka Amrit Mahotsav’. In a letter to secretar- ies of all Central minis- tries and departments, Union Home Secretary Ajay Bhalla has said the display, hoisting and use of the Indian national flag is gov- erned by the Flag Code of India, 2002 and the Prevention of Insults to National Honour Act, 1971. The Flag Code of In- dia, 2002 has been fur- ther amended through an order on July, 20, 2022 and clause (xi) of paragraph 2.2 of Part-II of the Flag Code of In- dia, 2002 shall now be read as under:- (xi) “where the Flag is dis- played in open or dis- played on the house of a member of public, it may be flown day and night”. Earlier, the tricolour is allowed to be flown from sunrise to sunset, irrespective of weather conditions. Similarly, paragraph 1.2 of Part-I of the Flag Code of India, 2002 shall now be read as under: 1.2. “The National Flag shall be made of hand spun and hand woven or machine made, cot- ton/ polyester/ wool/ silk khadi bunting.” Earlier machine made and polyester flags were not allowed to be used. The ‘Har Ghar Tiran- ga’ campaign has been launched to encourage the citizens to hoist the national flag in their homes from August 13 to 15. Union Home Secretary Ajay Bhalla. This would be the first time that such a course would be offered at the varsity . The varsity has con- stituted a committee for framing the syllabus and other modalities for a course on patent laws. A patent is a type of intellectual property that gives its owner the legal right to exclude others from making, us- ing, or selling an inven- tion. The newly-consti- tuted committee is headed by Daman Salu- ja, Professor at Medical Biotechnology Labora- tory, DU’s B R Ambed- kar Center for Biomedi- cal Research. Saluja said the course will help the students understand what should be kept in mind while filing for a patent, as many students are not aware of what is pa- tentable & what is not. Police pulled out Suleman (45), his wife Shabnam (40), daughters Shabnur (22) and Labiya (20) and his sons Sufhiyan (20), Faizan (17) and Arshiyal (15) from the debris. And as a start, the targetshouldbetoestablish50 million housing units com- prising of one, two or three roomsoverthenextfiveyears. If Indonesia can target one million homes per year, India can easily do ten million per year. After all their GDP is around 1.42 trillion US$, and ours at 3.3 trillion US$ is more than double of theirs. These may be augmented with dor- mitories for workers and stu- dentsinindustrialestatesand other urban areas. Fortuitously , the PMAY also announced a glob- al challenge- the Light House Project (LHP) for construc- tion of a thousand flats in a timeperiodof oneyearwithin anaffordablepricerange.The competitive edge of the LHP is that it is earthquake resist- ant, environment friendly , du- rable, and prefabricated with adequate provision for air, light, water and can be com- pleted in a year’s time. Each LHP has provision for inter- nal roads, pathways, common green area, boundary wall, watersupply ,sewerage,drain- age, rainwater harvesting, solar lighting, external elec- trification. They are in com- pliance with the dimensional requirements laid down in NationalBuildingCode(NBC) 2016 with good aesthetics, proper ventilation and orien- tation, as per the climatic con- ditions of the location. Currently , the Light House Projectsarebeingimplement- ed in Agartala (Tripura), Ranchi (Jharkhand), Luc- know (Uttar Pradesh), Indore (Madhya Pradesh), Rajkot (Gujarat) and Chennai (Tamil Nadu). The technologies used in each of the LHPs is differ- ent – and this will also give the other state governments, municipal bodies, and the corporate sector an idea of what design works in which habitat.Undertheproject,the houses being built in Indore will not have brick and mor- tar walls, but a prefabricated sandwich panel system. In Rajkot French technology , in- volving the use of monolithic concrete is to be used, while Lucknow has opted for Cana- dian technology with prefab- ricated walls. The technology of steel frames is to be used in Agartala. This technology has been sourced from New Zealand. In Chennai, Fin- land’s and America’s precast concrete system will be used. Last but not the least, Ranchi hasexploredthe3-Dconstruc- tion system of Germany . Tata Motors, which cur- rently has over 3,000 wom- en operating on its shop floors across its six plants in India in different roles for production of a range of vehicles from small pas- senger cars to heavy com- mercial vehicles, plans to add even more women in its factory workforce. Similarly, MG Motor In- dia plans to achieve a gen- der-balanced workforce wherein women would ac- count for 50% of its overall workforce, including in fac- tories, by December 2023. Currently, women com- prise 34% of the company’s factory workforce of 2,000 at Halol plant, in Gujarat. There is widespread speculation that the US Fed in its July 26-27 meeting may increase the interest rate by 50-75 basis points, which could result in flight of capital from emerging nations like India. With dollar outflow and elevated level of crude oil prices, the rupee would see fur- ther depreciation. Economists are of the opinion that the rupee af- ter touching a life-time low may settle around 78 to a dollar by March next year with stability around crude oil prices and likely im- provement in geopolitical situation. “Overall what we had as- sessed is that the rupee could settle somewhere around 79 to a dollar. That will be the average price for the entire year...In the current depreciating cycle, the rupee may fall to over 81/$ in the current politi- cal situation,” India Rat- ings Research principal economist Sunil Kumar Sinha said. Amidst a rebound in crude oil prices and the ex- pectation that the US dollar will remain relatively strong in the immediate term, ICRA expects the ru- pee may weaken to 81/$ in Q2 FY2023. “Subsequently, global sentiment and the direc- tion of foreign portfolio investment (FPI) flows will determine if the In- dian rupee continues to depreciate in the remain- der of the year, or if US recession fears eventually arrest the dollar strength,” ICRA Chief Economist Aditi Nayar said. According to Nomura, the rupee may see 82 level during the July-Sept quar- ter due to multiple head- winds including weaken- ing India BoP dynamics and Fed hikes during the year. Crisil expects the ru- pee to be under pressure in the near term and the ru- pee-dollar exchange rate will remain volatile with depreciation bias in the near-term due to widening of the trade deficit, FPI outflows, and strengthen- ing of the US dollar index owing to rate hikes by the US Fed and safe-haven de- mand for the dollar amid geopolitical risks. The decision to levy the tax, which came into effect from July 18, is not that of the Union government but of the GST Council. It was considered by the Fitment Committee that has offic- ers of some states and the centre. It was also recommend- ed by a group of ministers (GOM) consisting of minis- ter representatives of some states and finally by the GST council, Revenue Sec- retary Tarun Bajaj said. In all, the GST Council, the new constitutional mechanism in the country for taking decisions on GST, took a consensus view on levy of the tax, he said. The panel, which is head- ed by the Union Finance Minister and comprises representatives of all states and union territories, takes decisions when everyone is onboard, he said. However, pulses, wheat, rye, oats, maize, rice, flour, suji, besan, puffed rice and curd/lassi when sold loose and not pre-packed or pre- labelled will not attract any GST. The comments come against the backdrop of op- position parties led by the Congress stalling function- ing of Parliament in the first week of the monsoon session over levying of GST on daily use items and other issues. “Before GST came into place (on July 1, 2017) dur- ing the VAT regime, this (tax on essentials) was there in many states. States were getting revenue (from levying VAT on food items). Once in 2017, this new GST regime came, it was envis- aged that this would con- tinue but it was levied only on branded products when rules and circulars came out,” Bajaj said. WHO TOOK THE DECISION?  The decision to levy the tax, which came into effect from July 18, is not that of the Union govt but of the GST Council. It was considered by the Fitment Committee that has officers of some states and the centre.  It was also recommended by a group of ministers consisting of minister representatives of some states states finally by GST council.  The GST Council took a consensus view on levy of the tax, Revenue Secretary Tarun Bajaj said.
