India ready to host 2036 Olympics: Modi
The PM inaugurates 37th National Games in Goa; says spending on sports increased three-fold in 9 years

his government has in-
creased expenditure on
sports by three-fold in
last nine years, and reit-
erated that the country is
prepared to host 2036
Olympics.
Speaking after inaugu-
rating the 37th National
Games at Pandit Jawaha-
rlal Nehru Stadium at
Margao, Modi said the
Games are taking place
in Goa at a time when In-
dian sports is reaching
new heights.
“We have brought in
changes in schemes to
provide financial incen-
tives to sportspersons,”
Modi said.
There is no dearth of
sports talent in India,
Modi said, adding the
country has produced
many sports champions.
Modi referred to sev-
eral key actions of his
government in the last 30
to 35 days, including pas-
sage of the Women’s
Reservation Bill, the Nari
Shakti Vandan Adhiniy-
am, India successfully
completing key test in
Gaganyaan mission,
launch of Namo Bharat
trains of the Regional
Rapid Transit System,
and Operation Ajay
flights to facilitate the re-
turn of Indian nationals
trapped in Israel.
The National Games
are being held in Goa
from October 26 to No-
vember 9. More than
10,000 athletes from
across the country are

The Northern Western
Railways (NWR) are all
set to witness a mad rush
of people for the upcom-
ingfestivalof‘Deepawali’
and ‘Chhath Puja’ in No-
vember. The trains have
been booked up to capac-
ity while the reservation
waiting has also gone
much beyond 100. The
railway administration is
claiming to make addi-
tional arrangements see-
ing the rush to passengers,
but still, many passengers
are not able to secure a
seat for them.
Compared to last year,
thearrangementsareinad-
equate to handle the rush.
Last year, a dozen addi-
tional trains were run and
around 150 coaches were
increased. Notably, the
railways has been going
through a radical change
for the last two years. All

open eight new domestic
routes from Jaipur airport
in the winter schedule
going live from October
29. With winter schedule
coming into effect, Jaipur
will have direct domestic
connectivity to 27 cities
in the country. The pro-
posed flights in the win-
ter schedule includes di-
rect connectivity to cities
like Agra, Guwahati,

The police did not register an FIR of gangrape. ASP Shivlal
Bairwa said that the FIR was registered on Wednesday
night. On the demand of the family, a medical board is
being formed. Police have detained two named accused.
The father said that on October 16, his daughter was gan-
graped. “I went to Railmagra police station with a complaint
on Wednesday ,” he said.
Pali/ Dausa: Two people, including a child, were
killed and two were injured in Pali on Thursday morn-
ing after a car hit cattles and overturned, police said.

hit him. “Santosh was rushed to Dausa District Hospital in a
critical condition ,” police said.

sion of a smuggler. Police
informed the poppy husk
was recovered in
Vallabhnagar tehsil under
Bhindar Police Station
area. “Poppy husk was
hidden under the sand in
a dumper. The accused
tried to drive away by hit-
ting the private police ve-
hicle. However, the police
chased the dumper and
recovered the poppy
husk. Efforts are being
done to nab the accused
and the matter is being
investigated,” police said.
Notably on Tuesday, in
a crackdown on illegal
activities, police in
Pratapgarh seized a large
consignment of poppy
husk, weighing about 33
quintals (3,300 kg).

to be released
for farmers in
festive season

Department has given a
reason for farmers to re-
joice as irrigation water
for Rabi crops has been
released from Mahi-
Bajaj Sagar Dam. Of-
ficials informed that in
the first phase, irriga-
tion water has been re-
leased in 100 villages
and in the next two
phases, water will be
provided to 946 vil-
lages from Mahi-Bajaj
Sagar Dam.
“Irrigation water
from other dams can be
released in the next two
to three days. About
20,000 hectares of land,
including 946 villages
of six towns, will be
provided water. Farmers
will be given water
thrice for cultivation of
Rabi crops and a total of
80,000 hectares of land
in 2500 villages will be
covered. The irrigation
water will be given
from October to Janu-
ary,” said Bhuvan
Bhaskar, Chief Engi-
neer of the Water Re-
sources Department.

Corruption Bureau
(ACB) and then extort-
ing money from govern-
ment officials, was
busted by Baran police
and two people were ar-
rested in this regard. Po-
lice informed the ac-
cused, identified as Vai-
bhav Agarwal and Dev-
endra Rathore, used to
extort money from gov-
ernment officials by
threatening them in the
name of ACB.
“A case against them
has been filed in Sha-
habad Police Station of
Baran district and in
Jayal Police Station of
Nagaur district. Based
on secret information,
the two accused were ar-
rested and are being in-
terrogated. Fake letter
heads of ACB, receipts,
notices have been recov-
ered from their posses-
sion and more revela-
tions are expected
soon,” police said.

Banswara: In Sadar police station area of
Banswara, a man killed his wife in an inebriated
condition. Preliminary
investigation revealed that the
two had a fight before the mur-
der. Police arrived on informa-
tion of neighbours and took the
body to the hospital. According
to information, there was a fight
between Sohan (42), resident
of Khandadera village, and his wife Manjula (40). The
husband was under the influence of alcohol.

In view of the increased passenger load on
Deepawali and Chhath, the NWR has increased
57 coaches in 32 trains. These 57 coaches
mostly include general class coaches.
Similarly, nine special trains have been
started for Deepawali.

Wednesday night seized
suspected ‘hawala’ mon-
ey amounting to Rs 53
lakhs cash, 4.25 kgs of
silver and 940 grams of
gold from the possession
of five people.
“Following a suspi-
cion, the car was checked
and Rs 53 lakhs cash,
4.25 kgs of silver and 940
grams of gold was recov-
ered from the possession
of five people.
The cash, silver and
gold was seized and in-
formation was shared
with the Income Tax De-
partment for further in-
vestigation. ” police said.
Meanwhile, in Jhunj-
hunu, Chirawa police sta-
tion and DST team ar-
rested two youths with
Rs 16 lakh. Two youths
Dinesh Kumar and Rake-
sh Kumar were detained
near intersection on Pi-

plain a world
that seems to
have explod-
ed in vio-
lence, war, and populist
hatred of “the other,” par-
ticularly when the other is
part of a flood of refugees
and immigrants fleeing in-
tolerable conditions at
home? Before settling on
an answer, consider a no-
tion that runs through the
world’s spiritual traditions:
The source of violence “out
there” in the world lies “in
here” with ourselves.
This notion is hard to ac-
ceptinthefaceoftheration-
ales everyone uses to avoid
looking inside. Most of
these rationales are some
form of blame—violence is
social,connectedtopoverty,
a family history of violence,
rooted in age-old grudges,
or somehow the product of
collective insanity. Along
with blame goes the usual
moral judgments that treat
violent behaviour as a per-
sonal failure of character.
If you can set aside these
explanations for a mo-
ment, it makes more sense
to connect violence holisti-
cally to physical and men-
tal health.Astep was taken
in this direction by an arti-
cle in the International
Journal of General Medi-
cine with the surprising
title, “Global Correlations
Between Chronic Inflam-
mation and Violent Inci-
dents.” The findings from
several studies revealed a
strong correlation, up to
80%, between markers of
chronic inflammation in a
person’s blood and inci-
dents of increased anger,
aggression, and hostility.
This correlation might at
firstseemalientoyourlife,
butconsiderthefollowing:
l Chronic low-level inflam-
mation is usually impos-
sible to detect because
it occurs at a molecular
cellular level.
l Chronic inflammation
has been strongly con-
nected with a wide range
of non-infectious diseases,
including heart disease,
hypertension, type 2 diabe-
tes, and various cancers.
Sincethevastmajorityof
people will contract these
disorders, leading eventu-
ally to protracted illness or
death, you should take seri-
ously that chronic inflam-
mation lies closer to home
than you probably suppose.
The only reliable way to
detect low-level chronic in-
flammation is through a
blood test, which these var-
ious studies did, examining
patients with a psychiatric
history as well as others
who were taking drugs
known to increase inflam-
mation, such as interferon
treatment for cancer.
Although depression
has long been linked with
drug reactions and serious
illness, the surprise finding
was an increase in in-
flamed behaviour, from ir-
ritability and low impulse
control to explosive hostil-
ity and violence. The cor-
relation was highest among
disadvantaged groups with
poor access to quality
health providers, but even
in the high-middle and
highest social groups, the
correlation between in-
flammation and aggres-
sion/hostility ran between
40% and 60%.
What this finding means
wouldn’t be a surprise in a
traditional health system
like Ayurveda, with its ho-
listic viewpoint. To have
“heat” (i.e., Inflammation)
would extend to heartburn,
a hot temper, impatience,
irritability, and more seri-
ous conditions. Leaving
aside anyone’s allegiance
to standard, alternative, or
integrative medicine, what
matters are these holistic
connections.
Medically, chronic in-
flammation can have an
obscure cause, such as an
autoimmune disease, inci-
dental causes like an inci-
dent of acute inflammation
that hasn’t cleared up prop-
erly, or much more every-
day things like smoking,
alcohol, and a diet skewed
toward inflammatory foods
and low in anti-inflamma-
tory foods. The health of a
person’s microbion comes
into play since a “leaky
gut” can pass toxic chemi-
cals from bacteria in your
digestive tract to the blood-
stream. Stress is also
strongly suspected to in-
crease inflammation.
With this as background,
look at the world on fire.
Wars break out almost al-
ways where festering an-
ger and hostility aren’t ad-
dressed, where people are
subjected to intense daily
stress (for example, one
commentator called Gaza
“hell on earth”). All of this
is exacerbated by poverty
and unemployment. The
violence that boils over
had a pre-existing condi-
tion in the form of chronic
inflammation, defining
that term holistically.
Another commentator
remarkedthatthemostdan-
gerous thing in the world is
an angry young male alone
and without a job. These
are the enraged faces of the
Arab street, religious riots
in India, and anywhere that
fosters terrorism and social
violence. Looking at those
enraged faces, and the inex-
cusable violence that peri-
odically erupts from terror-
ism, it is easy to say, “I am
not remotely like that.”
Yet if you look at the re-
actionary trends in the U.S.
and Western Europe, it is
apparent that the root of
this behaviour is anger,
which fuels intolerance,
racism, nativism, and the
abandonment of reason.
You hear general baffle-
ment that a country as
wealthy as the U.S. which
dominates the world econ-
omy, should have such
dysfunctional politics.
Trumpism didn’t create the
toxicity of such political
extremism; it only brought
a simmer to a boil.
The situation every-
where is complex, I know,
and anyone might despair
at the helplessness of the
individual in the face of
inflamed behaviour. But
change begins “in here.”
Look at your own circum-
stances. If you are overly
stressed and face pressure
every day, if you don’t
have periods of relaxation
throughout your day, if joy
is absent in your life, if you
dwell on how much you
hate the other side politi-
cally, if you obsess over
nightly horrors in world
news, if you show in-
creased irritability and im-
patience—all of these are
markers of inflammation
that harm mind and body.
We are well into the era
when inflammation, in the
broadest sense, is exacting
a price, and the harm will
increase without paying at-
tention to conscious heal-
ing. This conclusion must
be reached, and inevitably,
more people are bound to
come to their senses and
realize that either you are a
unit of peace or a unit of
inflamed behaviour that ul-
timately leads to aggres-
sion and violence. It’s good
to put yourself on the right
side as soon as you can.

he UN Secretary-General Antonio Guterres’
statement that the “attacks by Hamas did not
happen in a vacuum” has kicked up a row.
Guterres made the unexpected pro-Hamas remark in
his address to the UN Security Council angering Is-
rael and taking the strong pro-Israel lobby by sur-
prise. The world sees Hamas as the villain which
killed innocent civilians and for Guterres to hold
Israel responsible for the terror outfit’s attack will not
go down well with several world leaders.
A strong snub came from Israel’s Foreign Minister
Eli Cohen who cancelled his upcoming meeting with
the Secretary-General. Gilad Erdan, Israel’s ambassa-
dortotheUN,demandedGuterres’immediateresigna-
tion. Israel also decided to refuse visas to UN officials.
The UN has described the humanitarian situation in
Gaza as dire. More than 5000 Palestinians are believed
to have been killed in Israeli air strikes causing alarm.
Guterres’ statement, which down plays Hamas’
role as a terrorist outfit, also reflects the challenge
which the 193-member UN faces.

matches are being played is causing discom-
fort in breathing. In a sport which requires intense
activity in an open ground the pollution in air affects
a player’s optimum performance while chasing a ball
to stop it from crossing the boundary line or taking
quick singles. The air quality in Mumbai on October
21, the day England lost to South Africa was rated
moderate with an air quality index at 132 but there
was a lot of haze.

groups” with AQI at 149. The players may not be as
badly affected as they were in Mumbai but the focus
will remain on tackling pollution in cities.

Thursday presented a re-
port card on the comple-
tion of nine years of his
government, highlight-
ing several achievements
as well as people-orient-
ed and public welfare
programmes carried out
in his tenure.
Khattar also recalled
that when the BJPformed
the government in Hary-
ana for the first time on
its own in 2014, many
people questioned his ca-
pability in running the
government as he was
apparently targeting his
political opponents.
“We have now com-
pleted four years of the
second term,” he said.
The BJP, which fell short
of majority in the 2019
assembly polls, formed a
post-poll alliance with
Jannayak Janta Party to
form the government.
Addressing the media,
Khattar said his govern-
ment had announced to
work on five S — ‘Shik-
sha, Swasth, Suraksha,
‘Swambhiman’ and
‘Swavlamban’with good
governance.
There were talks of
discrimination, corrup-
tion and there was an at-
mosphere of despair at
that time, he said.
“After being fed up
with the atmosphere of
despair, the people of
Haryana chose this gov-
ernment with hope,” he
added. He also said ques-
tions were raised at that
time that “this man does
not have any experience
and without any experi-
ence, how many days
will he be able to run the
government”.
Recalling his sharp re-
sponse to the Congress in
2014afterbecomingchief
minister, Khattar said,
“We don’t have the kind
of experience they had of
indulging in loot and cor-
ruption, but I certainly
have the experience of
serving the people”.

rashtra only did politics
in the name of farmers,
comments aimed at Na-
tionalist Congress Party
(NCP) founder Sharad
Pawar, who handled the
agriculture portfolio dur-
ing the UPAgovernment.
Modi said his govern-
ment was committed to
farmer welfare and point-
ed out that cultivators are
now getting MSP (mini-
mum support price) mon-
ey for their products di-
rectly into their bank ac-
counts. The PM was
speaking at an event in
the temple town of Shirdi
in western Maharashtra’s
Ahmednagar district af-
ter inaugurating several
development projects.
“Some people in Ma-
harashtra only did politics
in the name of farmers. A
senior leader of Maha-
rashtra served as the
country’s agriculture min-
ister. I personally respect
him, but what has he done
for farmers?” Modi said,
without naming Pawar.
The NCP founder
served as the agriculture
minister when the Con-
gress-led UPA govern-
ment was in office at the
Centre (2004-14).
Modi said when Pawar
was the Union agricul-
ture minister, farmers
had to be at the mercy of
middlemen.
“For months, farmers
had to wait for their mon-
ey. Our government gave
MSP money directly into
the bank accounts of
farmers,” he added.

Thursday said that the
BJP is shaken with his
party’s two ‘poll guaran-
tees’but five more prom-
ises are also going to be
declared on Friday. He
dared the ED to find five
more Congress leaders to
take action.
“We will win the elec-
tions,” he told the media
in a press conference at
PCC war room here.
Asserting that the Con-
gress “will not be scared

Share of outsiders in acquiring government jobs in Rajasthan is 1%

for politicians
who are dream-
ing of making ‘reserva-
tion for locals’in govern-
ment jobs an election is-
sue in Assembly polls.
The data collected by
government shows that
the share of candidates
fromoutsidestatesamong
those getting government
jobs in Rajasthan is only
about one percent. In the
last five years, more than
50 MLAs from both rul-
ing party  Opposition
had strongly raised issue
of determining the share
of youth in govt jobs and
it was also made a big is-
sue politically. Politicians
had prepared to capitalize
on this issue in the current
assembly polls. MLAs
also wrote letters to state
government for quota for
local candidates and agi-
tations were also organ-
ised at many places.
However, the govt had
clearly stated on this is-
sue that the eligibility for
state jobs is to be a citi-
zen of India and the Con-
stitution doesn’t allow
any change in this.
Later, as pressure in-
creased, govt collected
data regarding share of
candidates from other
states in govt jobs in Raj,
which stated that in re-
cruitments done by
RPSC since 2012 till
now, 1.05 % appoint-
ments and in recruit-
ments done by Staff Se-
lection Board since 2014
till now, 90% appoint-
ments have been made by
candidates hailing from
states other than Raj.
The share is very low.

states can apply only for the unreserved category
posts in the recruitments to be held in Rajasthan.

Menin of Brazil. This momentous

Peruvian candidate secured the pres-
tigious title in the splendid setting of
Vietnam.

Chi Minh City, Vietnam, to witness
the grand ceremony. He extended his
hearty congratulations to Nikhil
Anand, the Chairman and National
Director of the Glamanand Group,
and celebrated the remarkable
achievement of Arshina Sumbul, a
formidable contestant who earned a
coveted spot in the top 20. Hailing
from the vibrant city of Jaipur, In-
dia'sArshina Sumbul showcased her
talent and heritage by securing a po-
sition in the top 10 of the National
Costume segment, as recognised by
the esteemed panel of judges.
The competition featured awe-in-
spiring contestants from sixty-nine
countries and territories, each vying
for the coveted crown. The grand fi-
nale, hosted by the charismatic Thai
television personality Matthew
Deane, delivered a memorable even-
ing and a thrilling live performance
by Miss Grand International 2022
first runner-up, Engfa Waraha. Eng-
fa was also distinguished with the
Grand Voice 2022 award, adding to
the evening's excitement.
NikhilAnand, the esteemed Chair-
man of Glamanand Group, stood as
the National Director of the Miss
Grand International pageant for In-
dia, playing a pivotal role in India's
representation on this global stage.
This magnificent event was gener-

Of- ficials informed that in the first phase, irriga- tion water has been re- leased in 100 villages and in the next two phases, water will be provided to 946 vil- lages from Mahi-Bajaj Sagar Dam. “Irrigation water from other dams can be released in the next two to three days.   • 4. ow do we ex- plain a world that seems to have explod- ed in vio- lence, war, and populist hatred of “the other,” par- ticularly when the other is part of a flood of refugees and immigrants fleeing in- tolerable conditions at home? Before settling on an answer, consider a no- tion that runs through the world’s spiritual traditions: The source of violence “out there” in the world lies “in here” with ourselves. This notion is hard to ac- ceptinthefaceoftheration- ales everyone uses to avoid looking inside. Most of these rationales are some form of blame—violence is social,connectedtopoverty, a family history of violence, rooted in age-old grudges, or somehow the product of collective insanity. Along with blame goes the usual moral judgments that treat violent behaviour as a per- sonal failure of character. If you can set aside these explanations for a mo- ment, it makes more sense to connect violence holisti- cally to physical and men- tal health.Astep was taken in this direction by an arti- cle in the International Journal of General Medi- cine with the surprising title, “Global Correlations Between Chronic Inflam- mation and Violent Inci- dents.” The findings from several studies revealed a strong correlation, up to 80%, between markers of chronic inflammation in a person’s blood and inci- dents of increased anger, aggression, and hostility. This correlation might at firstseemalientoyourlife, butconsiderthefollowing: l Chronic low-level inflam- mation is usually impos- sible to detect because it occurs at a molecular cellular level. l Chronic inflammation has been strongly con- nected with a wide range of non-infectious diseases, including heart disease, hypertension, type 2 diabe- tes, and various cancers. Sincethevastmajorityof people will contract these disorders, leading eventu- ally to protracted illness or death, you should take seri- ously that chronic inflam- mation lies closer to home than you probably suppose. The only reliable way to detect low-level chronic in- flammation is through a blood test, which these var- ious studies did, examining patients with a psychiatric history as well as others who were taking drugs known to increase inflam- mation, such as interferon treatment for cancer. Although depression has long been linked with drug reactions and serious illness, the surprise finding was an increase in in- flamed behaviour, from ir- ritability and low impulse control to explosive hostil- ity and violence. The cor- relation was highest among disadvantaged groups with poor access to quality health providers, but even in the high-middle and highest social groups, the correlation between in- flammation and aggres- sion/hostility ran between 40% and 60%. What this finding means wouldn’t be a surprise in a traditional health system like Ayurveda, with its ho- listic viewpoint. To have “heat” (i.e., Inflammation) would extend to heartburn, a hot temper, impatience, irritability, and more seri- ous conditions. Leaving aside anyone’s allegiance to standard, alternative, or integrative medicine, what matters are these holistic connections. Medically, chronic in- flammation can have an obscure cause, such as an autoimmune disease, inci- dental causes like an inci- dent of acute inflammation that hasn’t cleared up prop- erly, or much more every- day things like smoking, alcohol, and a diet skewed toward inflammatory foods and low in anti-inflamma- tory foods. The health of a person’s microbion comes into play since a “leaky gut” can pass toxic chemi- cals from bacteria in your digestive tract to the blood- stream. Stress is also strongly suspected to in- crease inflammation. With this as background, look at the world on fire. Wars break out almost al- ways where festering an- ger and hostility aren’t ad- dressed, where people are subjected to intense daily stress (for example, one commentator called Gaza “hell on earth”). All of this is exacerbated by poverty and unemployment. The violence that boils over had a pre-existing condi- tion in the form of chronic inflammation, defining that term holistically. Another commentator remarkedthatthemostdan- gerous thing in the world is an angry young male alone and without a job. These are the enraged faces of the Arab street, religious riots in India, and anywhere that fosters terrorism and social violence. Looking at those enraged faces, and the inex- cusable violence that peri- odically erupts from terror- ism, it is easy to say, “I am not remotely like that.” Yet if you look at the re- actionary trends in the U.S. and Western Europe, it is apparent that the root of this behaviour is anger, which fuels intolerance, racism, nativism, and the abandonment of reason. You hear general baffle- ment that a country as wealthy as the U.S. which dominates the world econ- omy, should have such dysfunctional politics. Trumpism didn’t create the toxicity of such political extremism; it only brought a simmer to a boil. The situation every- where is complex, I know, and anyone might despair at the helplessness of the individual in the face of inflamed behaviour. But change begins “in here.” Look at your own circum- stances. If you are overly stressed and face pressure every day, if you don’t have periods of relaxation throughout your day, if joy is absent in your life, if you dwell on how much you hate the other side politi- cally, if you obsess over nightly horrors in world news, if you show in- creased irritability and im- patience—all of these are markers of inflammation that harm mind and body. We are well into the era when inflammation, in the broadest sense, is exacting a price, and the harm will increase without paying at- tention to conscious heal- ing. This conclusion must be reached, and inevitably, more people are bound to come to their senses and realize that either you are a unit of peace or a unit of inflamed behaviour that ul- timately leads to aggres- sion and violence. It’s good to put yourself on the right side as soon as you can. First India Bureau Jaipur After the Enforcement Directorate (ED) action against PCC Chief Go- vind Singh Dotasra and summons to his son Vai- bhav Gehlot, Chief Min- ister Ashok Gehlot on Thursday said that the BJP is shaken with his party’s two ‘poll guaran- tees’but five more prom- ises are also going to be declared on Friday. He dared the ED to find five more Congress leaders to take action. “We will win the elec- tions,” he told the media in a press conference at PCC war room here. Asserting that the Con- gress “will not be scared no matter how hard they try”, Gehlot alleged the BJP was targeting him through ED raids as they could not topple his gov- ernment. Citing data, Gehlot said that 112 searches by the ED happened during 10 years of UPA rule and charge sheets were filed in 104 cases. But after 2014, as many as 3,010 raids happened and charge sheets were filed in 881 cases, he said. The data collected by government shows that the share of candidates fromoutsidestatesamong those getting government jobs in Rajasthan is only about one percent. In the last five years, more than 50 MLAs from both rul- ing party Opposition had strongly raised issue of determining the share of youth in govt jobs and it was also made a big is- sue politically. Politicians had prepared to capitalize on this issue in the current assembly polls. MLAs also wrote letters to state government for quota for local candidates and agi- tations were also organ- ised at many places. However, the govt had clearly stated on this is- sue that the eligibility for state jobs is to be a citi- zen of India and the Con- stitution doesn’t allow any change in this. Later, as pressure in- creased, govt collected data regarding share of candidates from other states in govt jobs in Raj, which stated that in re- cruitments done by RPSC since 2012 till now, 1.05 % appoint- ments and in recruit- ments done by Staff Se- lection Board since 2014 till now, 90% appoint- ments have been made by candidates hailing from states other than Raj. T RECRUITMENT SITUATION FROM OUTSIDE STATES UNDERSTAND THE RECRUITMENT FORMULA Staff Selection Board From 2014 till now, 56 suc- cessful exami- nations were held, in which recruitment was done on 65,886 posts, out of which candidates from outside the state got appointment to 599 posts. Rajasthan Public Service Commission 148 successful recruitment exams conducted since 2012 and out of the 92,139 recruit- ments, candidates from outside the state got appointment on 1103 posts. In the recruitments of Rajasthan state, only unreserved posts are there which is 36% of the recruitments. Candidates from other states can also participate in it. Due to the provi- sion of being a citizen of India under the rule “Na- tionality” of all service rules, candidates from other states can apply only for the unreserved category posts in the recruitments to be held in Rajasthan. According to Article 16 (2) of the Constitution of India, there cannot be discrimination in public employment on the basis of place of residence. According to Article 16 (3), only the Parliament has the right to make legal provisions in public employ- ment on the basis of place of residence.
