In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

New Delhi: Terming the
land ordinance as anti-
farmer, activist Anna
Hazare, who will hold a
two-day protest against it
in New Delhi starting
Monday, said that Delhi
Chief Minister Arvind
Kejriwal and Rahul
Gandhi can join the move-
ment but they will not
share the stage with him.
They will have to sit
among the common work-
ers, he said.The 77-year-
old Gandhian also said
that he has spoken to
Kejriwal on phone and he
will meet him on Monday
to discuss the next course
of action."This ordinance
is against the farmers. In
an agriculturally dominat-
ed nation, when there is
torture on the farmers
then all the people should

Prime Minister Narendra

rect irrigation tech-
niques. Individual
farmer cannot perform
this task so it has to be
organized with the help
of the corporate, agri-
cultural scientists and
the local administration.
Rain water harvesting
techniques must be
demonstrated and
taught at the village
“panchayat” level.
Development has to
begin from the grass-
roots level. Our farmers
are hard working, com-
petent and require sup-
port. No one is paying
attention to alarmingly
rising population and
indiscriminate urbaniza-
tion. We are mindlessly
creating concrete jun-
gles in the city.
Plenty of water is wast-
ed in semi urban areas
and big water pipes
keep on leaking for days
together without any
repairs. “Jal nigams”
work in a bureaucratic
fashion. Instead of
wasting money on elec-
tions, we must install
solar batteries and
desalination plants. Abu
Dhabi used to be a con-
crete jungle but plenty
of greenery is visible on
roads due to effective
waste water recycling
techniques. Foreign
assistance is needed
here also.
Thus we need foreign
help for undertaking
several developmental
works.
In the marine field, it is
necessary to impart
training to electrical
technicians and skilled
personnel for effectively
handling increasing
automation work.
IDEMI at Sion is per-
forming a laudable job
and the shipping com-
panies must send more
staff for undergoing
training.
Political parties must
become responsible.
RSS says that they will
undertake brain storm-
ing sessions. What else
have they been doing so
far?
I urged them to train
one hundred electri-
cians, expert welders
and plumbers which
require no brain storm-
ing. However, concrete
and sincere action is
required for this task
which they woefully
lack. When I visited
Lucknow in December I
noticed that the “jhulas”
for kids were not func-
tioning at Nehru Vatika
where they have been
holding morning “
shakas” for years.
The outfit seem to be
more interested in call-
ing Commerce and
Industry Minister
Nirmala Sitharaman to
ask why she called
Arvind Kejriwal a thief
etc. Some BJP workers
had complained to RSS
leaders that they were
ignored as Kiran Bedi
was made the chief min-
isterial candidate. They
could have instead invit-
ed “ sadhvis” and “
maharajas” and do
some introspection and
revive the BJP. They
don’t have any clue
about water and power
problem faced by peo-
ple. AAP should start
working now instead of
demanding full state-
hood for Delhi.
Promote rain water harvesting The RSS has criticized the Aam Aadmi Party’s agen-
da of luring voters by promising freebies to them.
People had voted for the party as it had promised to
offer them free power and water. Even Prime Minister
Narendra Modi had taken a jibe at AAP for indulging
in politics of populism. Modi asked how can a state
which is dependent on electricity from outside offer
free power? The question which arises in my mind is
why do people fall prey to such tactics adopted by
political parties?
Why people have become so blatantly selfish. Have
we failed to educate the masses? Yes, we have never
made any effort to educate the masses and ensure
that they follow the correct path. They were never
taught the lesson of discipline and realistic expecta-
tions. RSS has also warned that AAP’s move to offer
freebies will only affect the nation’s economic growth.
“Aapke bache itne lalchi aur khudgarz kaise ban
gaye”. “Humne unko itna mufat khor kaise banne
diya. Unko acche sanskar kyon nahin de paye hum?”.
The introspection now must proceed along these
lines.
If RSS wants, I can join them to assist in training the
youth. Now, let us elicit the views of the RSS about
keeping the bars open 24×7.
It is said that we must wake up at 5 am after getting
adequate sleep and perform Yoga. How can you do
that if you order your last peg or “butter naan” at 4
am? If someone says, no it is only for tourists then we
do not realize that they are more health conscious
than us and refrain from drinking the entire night.
Attendance at bars located in foreign countries is very
thin on Sunday night because every one needs to go
for work next morning. Healthcare should be the top-
most priority of any government. The government
must not commercialise healthcare services.
RSS says that it is a social and cultural organization
promoting character among our youth. On the other
hand, one of its key members is engaged in govern-
ment formation in J&K. RSS does not want the BJP to
dilute its stand on key issues like Article 370 or the
Armed Forces Special Powers Act (AFSPA).
Modi’s rally failed to attract crowds at Ramlila ground.
The BJP was attacking AAP and its president Arvind
Kejriwal which had proved counterproductive for the
party. The saffron party also didn’t have a genuine
agenda to woo voters. BJP also didn’t go for Delhi
polls immediately after the Lok Sabha election verdict
and gave enough time to AAP for consolidating its
base in Delhi. All these factors proved were responsi-
ble for the saffron party’s loss which will have to do
some serious rethinking now.

cultural centre of the capi-
tal. The Annual Habitat
lecture was launched in
the year 2013 and the cur-
rent edition marks the 3rd
of the series. The lecture
as expected attracted
huge attention from all
sections of the society

India Habitat Centre, stu-
dents, teachers, promi-
nent social personalities,
key opinion-makers, gen-
eral public and the media.
But it was the youth who
were his main attention
and it was they who he

Dr Kalam said during the

technological innovation

tries need more attention

bution to the GDP. I fore-
see possibilities of creat-

partnership and interna-
tional partnerships. Above
all, we need effective poli-
cy alignments to suit the
conditions, Also, the sci-
entists and technologists
have to work in appropri-
ate region-specific rural
technologies to transform
Indian rural sector into a
vibrant socio-economic
entity. This should spur
exports and reliance on
non-oil imports.”
He also shared about
Leadership as follows “A
leader must have a vision;
Leader must have a pas-
sion to accomplish the
mission; Leader must be

know how to manage a

courage to take decision;

songs. His life has

his career as a Scientist

New Delhi: Ghulam Nabi Azad was back as the Leader
of Opposition in Rajya Sabha, days after his re-election
to the house from Jammu and Kashmir. Azad took oath
as a member of the Upper House along with three other
members from the state — Mir Mohammad Fayaz and
Nazir Ahmed Laway (both PDP) and Shamsher Singh
Manhas (BJP). Azad, 65-year-old Congress leader from
Jammu and Kashmir, has become member of the House
for fifth time. His previous six-year term as Rajya Sabha
member was to end this month and he was re-elected on
February 8. ”I have recognised Ghulam Nabi Azad as the
Leader of Opposition with effect from February 16, 2015,
consequent upon his election to the Rajya Sabha from
the state of Jammu and Kashmir,” Rajya Sabha
Chairman Hamid Ansari said. While the two PDP mem-
bers took oath in English, the BJP member from Jammu
took oath in Dogri. Soon after the oath-taking of new
members, the copy of the President’s address to a joint
sitting of both Houses was laid on the table by the
General Secretary .

after the Delhi poll debacle, Finance Minister
Arun Jaitley on February 28 is expected to
present a common man friendly Budget by
either raising tax slabs or hiking investment
limit in savings instruments. Besides giving
sops to the individual tax payers, he is also
expected to unveil initiatives to boost invest-
ments by corporates and promote manufac-
turing as part of the Make In India campaign
that aims to make India a global manufactur-
ing hub and create jobs.
Jaitley, who in his maiden Budget in July
2014 had outlined his approach to providing
relief to individual tax payers, is expected to
continue this in the BJP government’s first
full year Budget. Last year, he had raised
the personal Income Tax exemption limit by
Rs 50,000 to Rs 2.50 lakh.

UAE: The United Arab Emirates (UAE)
has called for proposals in the science
and technology of rain enhancement as
part of its latest research program that will
award up to five grants totaling US$5 mil-
lion. The goals of the research program
are to augment rainfall towards ensuring
sustained water security in the UAE, and
other arid and semi-arid regions.
The initiative seeks to ultimately position
the UAE as the world leader in rain
enhancement science through globally
advancing research and innovation in
rainfall enhancement, while promoting
scientific understanding, practice and
capacity building. Public or private, non-
profit or for-profit organizations, as well as
individuals from any country are invited to
send in their proposals to the program.
Successful applicants will propose new
integrated techniques or technologies that
increase the efficiency of cloud seeding,
and/or develop the predictive capabilities
of cloud seeding operations. Commenting
on the scope of the program, His
Highness Sheikh Mansour Bin Zayed Al
Nahyan, Minister of Presidential Affairs
and Deputy Prime Minister of the United
Arab Emirates, said: “As a subtropical
arid country, access to sustainable water
supplies is one of our defining challenges.
Through a focus on innovative, cutting
edge science that addresses the multiple
challenges of water security, we will pro-
vide leadership in addressing and mitigat-
ing the social and economic effects of
water scarcity. This program will have a
significant ripple effect, directly increas-
ing the level of research and action in the
critical area of rain enhancement, on a
global The UAE Research Program for
Rain Enhancement Science has been
launched by the Ministry of Presidential
Affairs and is being managed by the
National Center for Meteorology and
Seismology. The submission deadline for
pre-proposals is March 16. Once evaluat-
ed, the entries will be shortlisted to an
invited group by May 1, with full proposals
due by midnight of August 17, 2015.

selected to go forward, and each will
receive a share of the US$5 million grant
in project funding, which will be dispersed
over a three-year period. The funding will
be used to bring the projects to a commer-
cial reality, with implementation starting

the winners in January 2016.

NHRC seeks report on farmer suicides
Taking suo motu cognisance of a media report that the
spouses of 2,731 farmers who committed suicide in
Maharashtra were deemed ineligible for compensation
under government rules, the National Human Rights
Commission issued notice to the Chief Secretary,
demanding a report within two weeks.
“The contents of the media report, if true, raise a seri-
ous issue of violation of human rights of the families of
the farmers who committed suicide…,” the commission
said in a statement.
Quoting an application under the RTI Act, the media
report said 5,698 farmers committed suicide in rural
Maharashtra since 2011, and the spouses of 2,731 of
them were found ineligible for compensation of even
Rs. 1 lakh.
The compensation was denied either because the
deceased farmers did not have land or a farm loan
taken that cropping season.
The commission decided to club this issue with five
similar cases, registered during 2011, 2012, 2013 and
2014, on farmers’ suicide. These cases have been
pending because the State had not provided the
required information.
KABUL: Afghan President Ashraf Ghani on Friday saluted neighbouring Pakistan's
cooperation as Kabul seeks to lay the groundwork for peace with Taliban insurgents,
the latest sign of improving ties between the two nations.
Afghanistan "appreciates Pakistan's recent efforts in paving the ground for peace and
reconciliation", Ghani said in a statement. "We welcome the recent position Pakistan
has taken in pronouncing Afghanistan's enemy as Pakistan's."
He cited two major recent attacks as helping to bring the countries closer together --
one in Yahya Khel in Afghanistan in November that left nearly 50 people dead, and a
Taliban massacre at a school in the Pakistan city of Peshawar in December that killed
153, mostly children. Ghani's statement came after a top Pakistani minister said on
Thursday that relations between the two countries had never been better.
"I think Afghanistan and Pakistan, working in close hands and in close cooperation, it
will do wonders for the cooperation in the field of counter-terrorism," Pakistani Interior
Minister Nisar Ali Khan said as he met with top US diplomat John Kerry in Washington.
"Relations between Afghanistan and Pakistan have never been better, and that is a
very, very positive development."
Ghani also spoke after Taliban commanders said the militants would soon restart con-
tacts with US officials in Qatar to try to get peace talks on track after more than 13
years of war in Afghanistan. The US and the Taliban central spokesman later denied
the claims, however.
There have been several attempts at starting dialogue in recent years between the
Taliban, Kabul and the United States -- the Afghan government's chief supporter -- but
with little success. Last year's election of Ghani, who pledged to make peace talks a
priority, as well as supportive signals from Pakistan, which has long held significant
influence with the Taliban, has however boosted hopes for possible dialogue."

(CCB) police on Saturday for demanding
money from aspirants of Police Sub-Inspector
posts claimed they knew the selection mem-
bers claiming to arrange rank in PSI Selection.
The process of recruitment for the post of
Police Sub-Inspectors (Civil & Armed
Reserve) is under way. Candidates who had
qualified in the Physical Proficiency test held
on various dates in the last quarter of 2014
wrote the written test on January 11, 2015.
DCP Crime, Abhishek Goyal said we got a
information from reliable sources revealed that
some touts were approaching PSI aspirants
and luring them to pay 25-35 lakhs for guaran-
teed rank near Mourya Hotel in Bengaluru.
He said as soon as we got information a spe-
cial team was led and decoy with hidden cam-
era posing as an aspirants who had taken up
the written exam was used to identify such
touts in the above mentioned place on 10th
feb,soon the decoy was approached by a tout
named Babu near Hotel Maurya who In turned
introduced him to another lady tout and our
decoy met the lady tout Meenakshi who
claimed to have enough influence on the
selection process and she demanded Rs.30
lacs in return for selection. And she agreed to
give a blank cheque with her signature and a
photocopy of her ID proof as a surety of
money that she will not ran away.
The decoy was asked to pay some advance
for booking the post and he sought a day's
time to arrange the money.
On 13th Feb, the Decoy with 2 lacs cash was
asked to come to the kingdom Restaurant.
Meenakshi accompanied with her two associ-
ates by Babu and Anthony Chacko met the
decoy at the restaurant and after discussion
the cash was handed over to Meenakshi and
she In return have her two signed blank
cheques with photocopy of ID Proof.

ing the three touts immediately apprehended
them and seized all the documents-

used to stay in Ramakrishna Lodge since the
last month and know each other since 3
years.Both got acquainted with Meenakshi 3
months ago and hatched this conspiracy to
lure job aspirants to make easy money as they
are job less and some have suffered losses in
their business.
The three arrested is identified as
Meenakshi,wife of Ravi Kumar and resident of
Vidyaranyapura north Bengaluru. Till three
years she was a teacher at Krishna School in
K R Puram,and now she is a real estate
agent.Her associate Chitti Babu, 58, is from
chittoor district in Andhra Pradesh and had a
pharmacy distributorship three years ago. and
after suffering losses, he shifted to Bengaluru
to dabble in real estate business,and Abraham
Chacko, 59, from Koppa Village in Mundgod
Taluk Karwar district.He lived in Bengaluru and
worked as an electronics service engineer for
the past 20 years and now he is also a real
estate agent.

Washington: Despite the Indian economy's rapid growth
and the increase in US-India ties, American students
continue to display low interest in Indian languages, pre-
ferring instead languages like Chinese, Korean or Arabic,
according to a new language survey.
Students in US colleges and universities are not signing
up for Indian languages at remotely the scale languages
like Arabic, Chinese or Korean experience, a South Asia
expert noted citing the survey by the Modern Language
Association (MLA).
"Indian languages follow a path less travelled," wrote
Alyssa Ayres, senior fellow at the Council on Foreign
Relations, citing MLA's quadrennial language enrol-
ments survey of foreign languages in US higher educa-
tion."The big post-9/11 national security interest that
resulted in many more Americans studying Arabic did not
have the same impact on Indian languages, she noted
Nor has India's economic rise resulted in the dramatic
growth in numbers languages like Japanese, Chinese,
and Korean have seen, Ayers said.
"Of course it's harder to compare India's many lan-
guages with each of these, but even when including all
the Indian language enrolments in the United States
combined, the number still doesn't cross 4,000," she
noted.
For 2013, Indian language enrolments dropped to 3,090
from the 3,924 of 2009. These included Hindi (1800),
Hindi-Urdu (533), Urdu (349), Punjabi (124), Tamil (82),
Bengali (64), Telugu (51), Malayalam (44), Nepali (27),
Gujarati (6) Kannada (5) and Marathi (5).
Ayers contrasted it with the scale of study that Japanese
(nearly 67,000), Chinese (over 61,000), and Korean
(more than 12,000) had in the US during 2013.
"In the case of India and its official and many other lan-
guages, I'm afraid that Americans do not see these as a
high priority compared with other choices," she said.

the black money issue as "sensitive" he
