Alberta Transportation's First Design-Build (DB) Project - Stony Plain Road I...AamerShakoor
Alberta Transportation (TRANS) developed a new Design-Build (DB) project delivery framework to complement its traditional Design-Bid-Build (DBB) delivery mechanism and the successful Public-Private-Partnership (P3) or Design-Build-Finance-Operate (DBFO) delivery process. The new DB process incorporated all benefits and efficiencies of the P3 process as well as the rigorous quality assurance procedures of the DBB contracts. TRANS successfully implemented the DB process on a systems interchange at Anthony Henday Drive (AHD) and Stony Plain Road (SPR)/100 Avenue in Edmonton. The DB process provided substantial cost savings over the DBB approach and also allowed the interchange to be opened to traffic one year earlier on November 4, 2011.

turbine and gas turbine components made out of their
facility

10. Case Study – PA Wind
Project
• Customer had to replace a single 3mw wind turbine for
project site in Pennsylvania
• Consisted of 7 Super Loads
• Logisticus worked with DOT Districts 11 and 12 along with
city and county DOTs to perform all eight road modifications
• Coordination with State Police on escorts and timing
• Pre-planning was crucial on this project to ensure all
components were delivered the same day from over 1,500
miles away.
• Working with the state on the local level and state level was
crucial for Project Success
11. Case Study – TN Generator Transport
• Customer was moving a Electric Generator from Knoxville, TN to St Paul, VA
• Megaload Dimensions:
• Length = 235ft, Width = 23ft, Height = 17ft
• Weight = 1,400,000lbs
• Travelling 176 miles
• Travel time: 19 days
• Travel speed: 10 miles an hour
• 8 months prior to transport initial contact was made with the State DOT
• Coordination with multiple local/state police and the structures division
• Coordination with multiple power/ telephone/ cable line utilities
• This load had to take measurements of the bridges before and after movement to measure the actual
damage caused. Sonar was used in several places to ensure the ground would hold as the movement
traversed through the state.
• Working with the state on the local level and state level was crucial for Project Success with the advance
notice of 8 months.
12. Case Study – Unsuccessful Project
• Customer was attempting to transport a Load Bed Assembly from
Mississippi to Athens, Tennessee
• Dimensions:
• Length = 126ft, Width = 20ft, Height = 15’11ft
• Weight = 493,000lbs
• 3 expired permits, 2 situations of movement not being able to
maneuver turns, 1 break down
• Travel Distance 326 miles
• Customer contacted state only once arriving at border to initial
permit process, no Pre Planning.
• Transport was waiting on the Alabama State Line and had to wait on
TDOT to gather information and process the application
• Processing started December 19th movement started January 6th
ended middle of February
• This Project would have benefited from Pre Planning with the DOT in
advance of the Transport Load arriving at the State Line.

To early I will talk about projects that came to us 1 year or 18 months out that we later found out where just bids.
To late, discuss company that waited until they were at the border to get permits. Resulted in numerous break downs, routes that were suboptimal at best, multiple route changes throughout the process because pre-route approvals being done from an arm chair.
We may have moved a load similar that in the past. Familiarity with the project helps us trouble shoot a lot of scenarios up front. Something as simple as who is this going to can help a lot. We may have moved equipment to them before and can use our past knowledge of moves to help. Them more information we have about the move the more we can pull from our internal banks of past movements. No different than you do when you plan a move. Look for similarities and lessons learned on past projects. Along with transparencies understanding what your concerns are about the movement are, certain structures, the terrain ie.. Monteagle, hand off to enforcement? We might be able to help with your concerns, we wont have any issues with sharing our concerns.
